عمل سے زندگی بنتی ہے جنت بھی جہنم بھی
نحمدہ ونصلی علی رسولہ الکریم امّا بعد فاعوذ بااللہ من الشیطن الرجیم
بسم اللہ الرحمن الرحیم
والعصر ان الانسان لفی خسر . الا الذین امنو وعملو الصلحت ط
صدر ِذی وقار اور میرے ہم مکتب ساتھیو!
آج مجھے جس موضوع پر لب کشائی کا موقع ملا ہے وہ ہے ڈاکٹر علا مہ محمد اقبال رحمۃ اللہ علیہ کے شعر کا مصرع:’’عمل سے زندگی بنتی ہے جنت بھی جہنم بھی‘‘
جنابِ صدر!
اگرچہ پڑھنے میں قاری کو ایک مصرع نظر آتا ہے۔ لیکن اپنے اندر مفا ہیم اور مطالب کا ایک جہان آباد کے ہوئے ہے۔ علامہ اقبال رحمۃ اللہ علیہ قوم کو خواب غفلت سے بیدار کرتے ہوئے فرماتے ہیں کہ عمل کے بغیر تصور زیست ممکن ہی نہیں، زندگی حرکت وعمل کا دوسرا نام ہے۔ اوربے عملی یا جمود کا دوسرا نام موت ہے، عمل سے ہی زندگی کا بگاڑ ہے، اورعمل سے ہی زندگی کا نکھار ہے۔ جام زندگی کے دوام کا راز گردش پیہم میں پوشیدہ ہے۔ بے عملی نہ صرف انسان کو کاہل ، سست اور کمزور بناتی ہے بلکہ بے یقین اور بزدل بھی بناتی ہے، اس کے برعکس عمل انسان کومستعد ،معتمد اور معزز بناتا ہے۔ اقبال کے الفاظ ہیں :
چلنے والے نکل گئے ہیں
جو ٹھہرے ذرا کچل گئے ہیں
کلام پاک میں یہ بات قسم اُٹھا کر بتائی جارہی ہے کہ انسان نقصان میں ہے لیکن جو لوگ ایمان لائے اور نیک کام کرتے ہیں وہ نقصان میں نہیں ۔معلوم ہوا کہ انسان کا انسانیت کی معراج پر فائز ہونابغیر عمل کے ممکن نہیں۔ بقول شاعر:۔
خود عمل تیرا ہے صورت گر تری تقدیر کا
شکوہ کرنا ہو تو اپنا کر مقدر کا نہ کر
جو انسان صاحب عمل ہوتا ہے وہ اپنے کسی کام...

حلالہ اور مروجہ حلالہ سنٹرز: ایک تجزیاتی مطالعہ

Almighty Allah made marriage a source of affection and love among the human beings. He also ordered to uphold this relation as much as possible. If, on one way or the other the relationship of a couple becomes so unpleasant that their family life becomes impossible to move any more further. In this case the Islamic “Sharia’h” recommends opening of the ways for their respectable separation in the shapes of “Divorce” and “Khula’a” (divorce obtained on wife’s initiative, s). Though Islamic sharia’h has declared “Divorce” as legal act, yet marriage being a great sacred relation which is desired to be retained intact to the maximum, it has been named as the most unpleasant among the permissible acts in Islam. Some human beings very abruptly break the same relation (Nikah) without proper consideration. Some of these persons later on repent on what they have done. Allah Almighty  therefore, very affectionately has allowed men after uttering two times the words, ‘Divorcee (Talaq) at different times to reconcile with their wives. But if he disrespecting this great relation stress-passes the final time and utters the word “Divorce” (Talaq) for the third time in his life so the religion has fixed certain punishment for his this very irresponsible act as a punishment that though, both spouses may agree to continue their married life, Islam does not allow them to do so, prior to undergoing the process of re-marrying  the woman with another person to fulfill the condition of her reunion with her first husband. This process is called “Halala”  In the article under reference side by side with presenting the literal meaning and idiomatic definitions of Halala, its Shari status has also been elaborated. Efforts  have been intensified to recollect the different views of all jurists  regarding this practice and examine the same analytically. In addition to that with the help of irrefutable proofs, the adverse effects of the so called “Halala, s centers” have been proved to warn the people to stay away from them.

Essays in land inequality, Agrarian transition and agriculture taxation in Pakistan

Primarily this thesis aims to study the inter-temporal trends of agriculture land inequality in Pakistan which is one of the determinants of poverty. The access to land use a concept related to efficiency of operations on land (operational inequality) in Pakistan has declined over time and ownership inequality (distribution of land amongst owners) a concept which is relevant to equitable distribution has initially improved and then became stagnated. I have comprehended the process of agriculture transition in Pakistan and the data suggest that Pakistan's agricultural has been shifted to owners' self-cultivation either owners are cultivating lands themselves or using wage labors. Based on district level data in Pakistan, I have constructed a novel empirical model of multidimensional poverty, inequality, and development which is my modest contribution. Multidimensional poverty, land inequality (land ownership inequality) and food consumption inequalities are positively related and development and literacy have negative relationship with multidimensional poverty at district level. The consistent inequality in agriculture sector is failure of public policy in Pakistan. The policy of taxation and subsidies are somehow inducing land inequalities in the agriculture sector. I have studied the historical change in land revenue institutions in Pakistan and developed a simple model for computation of potential of agriculture income tax in Pakistan. Based on the results there is an encouraging potential of implementing agriculture income tax in Pakistan
