شمس العلماء عبدالرحمان شاطرؔ مرحوم
دکن ٹائمز مدراس میں یہ پڑھ کر بہت افسوس ہوا کہ مدراس کے مشہور و ممتاز فلسفی شاعر مولانا شاطرؔ کا وسط اپریل ۱۹۴۳ء میں انتقال ہوگیا۔
ارکاٹ احاطۂ مدراس میں اسلامی علم و تمدن کی فراموش شدہ تاریخ کا ایک ورق ہے، نواب ارکاٹ کا محل ارکاٹ کے جنگی خاتمہ کے بعد خود شہر مدراس ہے، شمس العلماء عبدالرحمان شاطر اسی برج فلکی کے آفتاب تھے، عمر ستر کے قریب ہوگی، اردو، عربی، فارسی اور انگریزی زبانوں سے واقف تھے، نواب صاحب ارکاٹ کے سکریٹری بھی تھے اور مدراس ہائیکورٹ میں مترجم بھی رہے تھے، گو وطن مدراس تھا، مگر ۱۹۰۱ء اور ۱۹۰۳ء میں حیدرآباد دکن کے بزم علمی میں اس کے شریک تھے، جب مولانا شررؔ اور داغؔ اور گرامیؔ حیدرآباد کی زینت تھے، وہ ان کی مجلسوں میں شریک ہوتے تھے اور ان سے اپنے ذوقِ ادب کی پرورش کرتے تھے اور اسی زمانہ سے وہ مولانا کے قریب رہنے والوں اور قریب سے جاننے والوں میں تھے اور ان کی وہی محبت تھی جو حضرت الاستاذ کی وراثت میں مجھے ملی تھی۔
عبدالرحمان مرحوم شاعر تھے، شاطرؔ تخلص کرتے تھے، اشعار حکیمانہ اور فلسفیانہ کہتے تھے، قطعات، رباعیات اور قصائد موزوں کرتے تھے، جدید سائنس اور فلسفہ کے مسائل کو اسلامی الٓہیات سے تطبیق دیتے تھے، زبان سخت تھی اور مشکل الفاظ کے استعمال سے ان کو پرہیز نہ تھا، ان کی سب سے مشہور فلسفیانہ نظم ’’اعجازِ عشق‘‘ ہے، جو ایک طویل رائیہ قصیدہ ہے جس میں جدید و قدیم فلسفیانہ مسائل و آراء سے الہیات اسلامیہ کی تفسیر و تشریح کی ہے یہ نظم ۱۹۰۴ء میں لکھی گئی تھی اور اس زمانہ کے تمام اکابر و مشاہیر مولانا حالی،مولاناشبلی، مولانا نذیر احمد، مولوی ذکاء اﷲ خاں، نواب عمادالملک، مولوی سیداکبر حسین، پروفیسر عبدالغفور شہباز، امجد...
The crime of theft if committed in unavoidable circumstances like extreme hunger or famine, Hadd punishment shall remain suspended. A crime of Zina if committed in a situation where the life of a woman is in danger because of hunger or thirst and she committed Zina to acquire food items or drinking water to save her life, she will be exonerated from the charges of Zina. In the light of Quranic injunctions, the punishment of a slave girl, if she committed Zina, is half as compare to independent women and the punishment for the wives of the Holy Prophet for committing the crime of fawahish or disobedience (Nushuz), is double as compare to other women. 4. Contrary to this principle, if a respectable person committed crimes under Tazir, he deserves lesser punishment or mere admonition in the light of tradition of the Holy Prophet: (Pardon the wrong done by the nobles of the society”.5. For awarding the punishment of Rajm, if the condition of Ihsan is fulfilled, he/she will be killed by stoning. According to Shiah Imamiah, Allama Rasheed Raza and others, when a person who is once married but due to divorce or separation, is living alone or miles away from his wife and not in a position to enjoy her company. If such person committed Zin┐, he or she will not be awarded the punishment of stoning.6. In the light of tradition, it is not allowed to award death punishment except the following three circumstances. Firstly, if a person, being a Mohsan, committed Zina, . Secondly, after accepting Islam, if a person converted to other religion. Thirdly, death punishment can be awarded in retaliation of murder committed
In the modern age, the advancement in computer technologies and communication technologies provoked the trend of multimedia data exchange with smart devices. In particular, the transmission of compressed multimedia becomes a necessity due to increasing demand of video with minimal bandwidth requirements worldwide. As per CISCO statistics, it is observed that the video transmission will consume overall 80% of the network bandwidth by the year 2018. The smart devices in Internet of Things (IoT) environment have variant characteristics like different energy levels, low processing power, small computational memory capacity etc. Therefore, the need of the current era is to transmit video with maximum compression so that the bandwidth utilization can be minimized. Two video encoders are widely used for the compression of video these days. These are H.264 Advanced Video Coding (H.264/AVC) and Highly Efficient Video Coding (HEVC) also known as MPEG4 and MPEG5 respectively. H.264/AVC is more energy efficient but provides less compression rate than HEVC. In IoT, smart devices have differing capabilities in terms of energy and storage, so there is a need to devise a mechanism to automatically detect a video encoder as per device requirements. Hence, this research proposed a Fuzzy Rules Based (FRB) system to auto detect the video compression encoder with enhanced security and ensure the minimum bandwidth utilization for smart devices. The proposed FRB mechanism is implemented by taking the genuine requirements of the IoT devices to compress the video with suitable encoder and then implement security via Selective Encryption (SE) over both encoders.
