محقق ِنعت: ڈاکٹر شہزاد احمد
بہت خوش نصیب ہیں وہ لوگ جن کے شب و روز سید الانبیاء والمرسلین صلی اللہ علیہ و آلہٖ وسلم کی تعریف و توصیف کے بیان میں گزرتے ہیں۔ ایسے ہی خوش نصیب افراد میں ایک نام ڈاکٹر شہزاد احمد خان کا ہے۔ڈاکٹر صاحب کی نعت سے وابستگی نصف صدی پر محیط ہے۔جس پر بجا طور پر انھیں فخر بھی ہے ۔
شہزادؔ! میں بھی عاشقِ خیرالانام ہوں
ہاتھوں میں میرے دیکھیے دامانِ نعت ہے
فروغِ نعت کے حوالے سے ڈاکٹر صاحب کی خدمات کسی تعارف کی محتاج نہیں ہیں۔ آپ ۱۹۷۲ء سے ثناخوانی کررہے ہیں۔ مولانا اختر الحامدیؒ، علامہ سید محمد ہاشم فاضل شمسیؒ، مولانا عبدالقدوس قادریؒ، علامہ شمس بریلویؒ اور بابا سید رفیق عزیزی یوسفی تاجی ؒ جیسے بزرگوںکے آپ صحبت یافتہ ہیں۔ ایک اچھے نعت خواں اور نعت گو ہونے کے ساتھ ساتھ نعتیہ کتابوں کے مصنف و مرتب،تذکرہ نگار، نعتیہ رسائل کے مدیر، نعتیہ ادب کے محقق ، فروغِ نعت کے لیے قائم متعدد تنظیموں کے بانی اور نعتیہ کانفرنسوں اور جلسوں کے منتظم بھی ہیں۔
ڈاکٹر صاحب کا ایک بڑا کام ـ’’اردو نعت پاکستان میں‘‘ (نعتیہ شاعری کا تحقیقی جائزہ پاکستان کے خصوصی حوالے سے) کے عنوان سے وہ تحقیقی مقالہ ہے جس پر جامعہ کراچی نے انھیں پی ایچ۔ڈی۔ کی سند عطا کی ہے۔ اس سے نعتیہ ادب کے فروغ میں آپ کی محنت، تحقیق ، جستجو اور لگن کا اندازہ کیا جاسکتا ہے۔

Impact Analysis of Higher Education Research Trajectory on Governance and Public Policy: A Case Study of Four Federal Universities of Pakistan

The research situates link between the graduate researches in four academic institutes of Islamabad and analyzes its impact on the public policy. The study explores the relevance of graduate research trajectory followed by various academic departments of four major federal universities in Pakistan in formulation and execution of public policy. The author collected last five years graduate level dissertation titles from four federal universities and classified them by using thematic approach. An interview guide/questionnaire is prepared accordingly. Chairpersons, deans, professors, bureaucrats, and parliamentarians were approached for semi-structured, in-depth interviews. This is a qualitative study using thematic and analytical approach. The research finds a lack of cohesion between the graduate research trajectory and policy needs of the public institutions. The absence of a national research vision and collaborative framework, difference in training cultures of bureaucracy and academia, lack of logistic support system, defective learning strategies, and an overall neglect for social sciences are the major reasons for incoherence. The analytical correlation of the recorded opinions reveals opportunities to maximize the relevance of the academic research in public policy domain

Study of Carbon Coatings on Different Metallic Substrates With Respect to Hybridization

Present work aimed to study a thin film of amorphous carbon (a-C) produced by DC magnetron sputtering on stainless steel (SS) and aluminum (Al) to investigate the proposed solution for elimination of e-cloud arising in the beam pipes of high energy accelerators. Large Hadron Collider (LHC) at CERN is under upgradation to achieve high luminosity (HL-LHC). To achieve this goal some integral developments in the injection chain of LHC have been planned. Suppression of electron cloud effect in beam pipe is one of the activities to improve the beam performance of HL-LHC. To mitigate the electron cloud effect, the beam pipe should have low secondary electron yield (SEY). The a-C coatings were prepared at CERN and PINSTECH with different process parameters. In the primary part of the study coatings produced at CERN under different coating parameters, were investigated for UHV properties. In this study outgassing rate of coated SS samples were measured in comparison with uncoated SS sample for both unbaked and baked conditions. Furthermore, electron stimulated desorption yields for these coatings were also measured. The coating produced on SS and Al by DC magnetron sputtering were compared with those of commercially available standard samples of other allotropes of carbon such as highly oriented pyrolytic graphite and glassy carbon. The samples were characterized with Atomic Force Microscopy, Raman spectroscopy, X-ray photoelectron spectroscopy and SEY measurements by electron irradiation. A theoretical model based on Cs+ irradiation effect on single-walled carbon nanotubes (SWCNTs) has been proposed to explain the interaction and energy dissipation mechanisms. Mono-layered nature of sp2 hybridized SWCNTs makes them perfect to be taken as monolayer graphene folded cylindrically. Information theoretic parameters identify, distinguish and characterize the existence and the relative operational efficiency of the linear cascades and nonlinear thermal spikes on the surface of the irradiated SWCNTs. The study proved to be helpful to comprehend the characteristics of a-C coatings prepared by DC magnetron sputtering and its role in electron cloud mitigation. On the basis of findings, the a-C coatings have been confirmed to be applicable in UHV systems with minimum required SEY ~ 1 for high energy accelerators like HL-LHC. Minimization of SEY is attributed to the disorder in the aC due to reasonably selected coating parameters.
