اسلام کے اصول ابدی ہیں اور ہر زمانہ کے لوگوں کے لئے قابل عمل ہیں۔ریاست کے حاکم کے لئے ضروری ہے کہ وہ ان کو ہر صورت میں معاشرے میں نافذ کرے۔ مسلم ممالک میں جمہوری حکومتوں کے قیام کے بعد ہر ریاست میں چند سیاسی پارٹیاں ہوتی ہیں، جو اقتدار کے ایوانوں میں آتی جاتی رہتی ہیں۔ اسلامی ریاست کے حکام بالا کے لیے اور سیاسی پارٹیوں کے لئے یہ لازم کیا جائے کہ ہر آنے والی حکومت اسلامی قوانین کے نفاذ کے تسلسل کو چلائے تاکہ امت مسلمہ حدودوقصاص کے نفاذ کی بر کت سے محروم نہ ہو ، پورا معاشرہ اخلاقی اقدار کے تحفظ کے لیے ہر آن تیار رہے اور مقاصد شریعت کا تحفظ ہوتا رہے۔ پالیسیوں میں تسلسل کی مثال اسلامی جمہوریہ پاکستان سے دی جا سکتی ہے، جہاں قیام پاکستان سے ضیاء الحق کے دور تک تو اسلامائزیشن پر کام ہوتا رہا ، لیکن اس کے بعد آنے والے سربراہان مملکت نے اسلامی قانون سازی کے حوالے سے مزید کام کرنے کی بجائے ، نئی قانون سازی کے ذریعے ان قوانین پر عمل درآمد ختم کرنے کی کو شش شروع کی ہے ، جس پر امت مسلمہ اور اہل دل پاکستانی سوائے افسوس کے کچھ نہیں کر سکے۔اب اسلامی ممالک کے حکمرانوں کو بین الاقوامی دباؤ سے آزاد ہو کر کا م کرنا چاہیے اور امت کو مزید اسلامائزیشن کی طرف لے جانا چاہیے ۔ ورنہ ذہن میں رکھیں کہ کہ کفر متحد ہو کر ایک ایک اسلامی ملک پر جنگ مسلط کرتا رہے گا۔ عراق، افغانستان ، فلسطین اور اللہ نہ کرے کہ پھر پاکستان کی باری آئے۔
Islam is a complete code of life. It is a legal system which fulfills the fundamental and natural rights of human beings. One of these rights is that no action will be taken against anybody if there is received any allegation against him until he is heard. The Islamic law provides the respondent a right to be informed through a show cause notice (SCN) for investigation of the situation whether the allegation against him is true or false. The contemporary laws also assert for security of human rights, but day to day happenings often put them to face many hurdles in its implementation in all such situations, which call further legislation and amendments. This article discusses the SCN procedure in Qur᾽anic perspective. The main purpose is to introduce the compliance and universality of the Islamic law and to make reader know that this law belief (in, on) human rights is to be enhanced for peace and prosperity of human society. There are a bundle of examples in Qur᾽an which clarifies the procedure of a SCN. We have taken just four stories amongst these verses. All of these stories have a complete SCN procedure; from beginning to the end. The procedure is dealt in a descriptive method, accompanied with the SCN procedure in contemporary law also. The conclusion is given at the end that the contemporary law in this aspect is according to the Qur᾽anic instructions.
“The Role of Geography in Human Security: A Case Study of Gilgit-Baltistan” The research on “The Role of Geography in Human Security: A Case Study of Gilgit-Baltistan” primarily focuses on the function of geography both as an impediment and expedient for human security in the region. It explores into the risks posed by geography as well as the dividends that may be accrued for improvement of human security profile and in turn the peace and conflict state in the region. Mixed method, i.e. a combination of quantitative and qualitative research techniques, has been used. The theoretical framework of geo-humanism has been evolved to determine the role of geography in human security. The matrix of geo-humanism includes geography-technology-governance (GTG) process to improve the human security profile of a region. The physical geography of Gilgit-Baltistan has been analyzed in the light of the five themes of geography adopted by the Association of American Geographers in 1984 to include location, place, movement, human-environment interaction and region. The interaction of geography has been studied in the light of seven subsets of human security as enunciated in the United Nations Development Programme’s Human Development Report of 1997. Details of human geography and contextual makeup of GB include historical perspective, administrative structure, sectarian profile, linguistic makeup, ethnic profile, the cultural geography, and the interaction between geography, history and culture. The theoretical framework of geo-humanism has been applied to GB as a case study. Public opinion based on the survey, using a mixed method to include cluster and random survey techniques, has been carried out in GB region, which verify a number of key assumptions and validates key assumptions. Findings of the study validate the hypothesis. The findings of the dissertation confirm a strong role of geography in human security makeup of the GB region, and governance and technology as the remedies. Political security is greatly influenced by geography in a number of ways. Economic security of GB is primarily dependent on the geographic dividends or difficulties. Food security, which has its roots in agriculture, is purely dependent on geo-climatic conditions of the region. Geo-climatic conditions have both positive and negative effects on health security profile of the region.
