افسوس ہے کہ گزشتہ مئی میں اردو کے مشہور شاعرپرویز شاہدی کلکتہ میں انتقال کرگئے۔عمر۵۷برس کی پائی۔اصل نام محمد اکرام حسین تھا۔نسباً سید تھے، وطن پٹنہ تھااور۱۹۱۰ء میں وہیں پیدا ہوئے تھے۔ اردو، فارسی دونوں زبانوں میں ایم۔اے کیا تھا۔اسی زمانہ میں کسی جذباتی صدمہ سے دوچارہوئے اورکلکتہ میں سکونت اختیار کرلی ادھر بارہ تیرہ برس سے کلکتہ یونیورسٹی میں اردو کے لیکچرر تھے اور اُن کی وجہ سے اس شعبہ میں جیسے زندگی کی نئی روح پیداہوگئی تھی۔ شعر گوئی کا ملکہ فطری تھا،چنانچہ اُن کے ساتھیوں کابیان ہے کہ دس برس کی عمر سے ہی شعرکہنے لگے اورمشاعروں میں شرکت کرنے لگے تھے۔ انھیں قدرت تودونوں پر تھی لیکن ان کوفطری مناسبت بہ نسبت نظم کے غزل سے زیادہ تھی۔یہاں تک کہ اُن کی نظم بھی غزل کاآہنگ رکھتی تھی۔اپنی عمر اورشاعری دونوں کے عہد شباب میں ’’ترقی پسند‘‘ہوگئے تھے لیکن چونکہ طبیعت میں سلامتی اورذوق میں استواری تھی اس لیے اُن کی’’ترقی پسندی‘‘صرف افکار تک محدود رہی۔شاعری اور خصوصاً غزل کی قدیم روایات سے انھوں نے رشتہ منقطع نہیں کیا۔جتنے اچھے شاعر تھے ترنم بھی اتنا ہی ولولہ انگیز اورموثر تھا۔کلکتہ میں جب پہلی بار(غالباً ۱۹۴۹ء میں) اُن کی معرکہ آراء نظم’’تضاد‘‘

Intelligence system is considered to be one of the important tools used by military and civil secret agencies to defend and strengthen a nation. Intelligence system is thought to be one of the oldest studies of known history. Intelligence system consists of correct and accurate information, gathered after great struggle and facing difficulties. This department if related to both peace and war. Intelligence is a basis of formulating all military strategies and plans. The importance of intelligence system both in day to day life and as a nation cannot be overemphasized. This article recounts the intelligence systems and management of the resources of secret services of the companions of the Holy Prophet (SAW) and, thereafter, the Muslims rulers. Furthermore, the principles derived from the era of the companions of the Holy Prophet (SAW) regarding intelligence system have also been discussed in this chapter. The guiding principles that are still valid even today includes: (a) Training of Personnel Since espionage helps to strengthen the roots of a state and protect it from its enemies, therefore it requires a team of well trained professionals with latest technology and trends. Islam emphasized on two aspects of early warning, one is professional and the other is ethical.(b) Counter Espionage. An Islamic state must have an effective network of espionage to keep an eye on all the activities of the enemy. This is known as counter espionage. (c) Reconnaissance. This aims at the fore knowledge of the intentions of the enemy so that one can have a better planning in case of an attack. (d) Verification of Information. Information from an agent should be verified from other sources. An operative may feed false information due to lack of experience and competency and that may create an embarrassing situation. (e) Security of Information. Don’t share your secret, try to protect them. If national secrets are compromised they may cause an extensive damage to national interest. (f) Interrogation of POW. Whenever enemy spies or soldiers are arrested in a war they should be interrogated for extraction of information. They may be subjected to mental stress. (g) Fore Warning of the Enemy. This requires the launching of own agents in the enemy ranks for knowledge of their future plan likes attacks. (h)Treatment of Spies. If anyone is found to be guilty of spying for enemy, he may be penalized with death punishment.

Impact of public-private-partnership programs on student's learning outcomes: evidence from a Quasi-experiment

Learning outcomes refer to the performance of the students in academic tests pertaining to the respective grade level. In Pakistan, survey evidences from Annual Status of Education Report (ASER) show a significant dispersion in learning outcomes of public schools as compared With private sector counterpart. The perceived results of learning outcomes in private schools very clear but less evidence is found for educational outcome of schools run under public-private partnership programs. This becomes especially relevant when status of curricular, co- curricular, and extra-curricular activities is compared between public school, private schools, and schools run under public private partnership. In recent literature, it is found that schools taken up by public-private partnership have been providing a better learning environment — Infrastructure Rehabilitation and Development, Administrative changes, Academic Innovation and Flaming, Teacher Reform and Student Affairs - is perceived to have a positive impact on learning outcomes. It is to investigate and document that the investments in these areas are justifiable. To promote this fact, we conduct a quasi—experiment to examine the profiles of students in a public-private partnership school at Karachi (running under Zindagi Trust program) and a public school (as counterfactual) in the same neighbourhood. We also recorded the household and socioeconomic characteristics to create a good set of control variables. The propensity—score results show that public—private partnership school is performing better than that of comparison group in attaining learning outcomes thus showing positive effects of PPP. Finally, the study probed into household and parental covariates of student‘s educational outcomes to enhance internal validity of results
