برہان کے لیے نظرات اورحضرت مولانا غلام محمد نورگت کی وفات پر تعزیتی نوٹ لکھ کر فارغ ہی ہوا تھا کہ ابھی ابھی ٹیلی فون پریہ منحوس اطلاع ملی کہ بعد نماز مغرب بروز جمعرات ۱۵؍اپریل ۹۳ء مفتی عتیق الرحمن عثمانی ؒ کے مدتوں کے ساتھی ورفیق، راقم کے چھوٹے بھائی نجیب الرحمن عثمانی کے خسرو عظیم ادیب و صحافی مغلیہ دورحکومت کے تاریخ داں اوردلّی کی تہذیب وشرافت، نیکی و انسانیت کے آئینہ ، وضعداری واخلاق کریمانہ کے پیکر مجسم، رسالہ’ دین ودنیا‘ کے بانی ومدیر حضرت مفتی شوکت علی فہمی اس دار فانی سے رحلت فرماگئے ہیں۔ اناﷲ وانا الیہ راجعون۔
یہ خبروفات ہم سب کے لیے زبردست دکھ وغم اورصدمہ کاباعث ہے کیونکہ قبلہ ابّاجان حضرت مفکرِ ملّت مفتی عتیق الرحمن عثمانیؒ سے انھیں قلبی تعلق تھا اور جب ادارہ ندوۃ المصنفین ۱۹۳۸ء میں قرول باغ میں قائم ہواتھا تواس وقت بھی مفتی شوکت علی فہمی سے ان کے روابط تھے جوآخروقت تک قائم رہے۔ حضرت ابّاجان مفتی صاحب کی وفات کے بعد وہ ہمارے خاندان کے قابلِ احترام بزرگ کی حیثیت سے ہم سب کی رہنمائی فرمایا کرتے تھے۔حضرت ابّاجانؒجب ۱۹۴۷ء کے بعد علاقہ جامع مسجد دہلی میں آکر آباد ہوگئے تو تقریباً روزانہ ہی ملاقات فرماتے تھے۔دونوں بزرگ آپس میں ایک دوسرے کی رائے و مشورہ کانہ صرف ادب واحترام کرتے تھے بلکہ ان پر عمل پیرا بھی رہتے تھے۔
مفتی شوکت علی فہمی صاحب بلا کے ذہین تھے۔ ’دین ودنیا‘ میں ان کے حالات حاضرہ پرادا رئیے علمی حلقوں میں بڑی دلچسپی کے ساتھ پڑھے جاتے تھے۔ان کے قلم میں بڑی جان تھی۔کئی کتابیں انھوں نے رقم فرمائیں جوعلمی وادبی حلقوں میں مقبولیت کی سند حاصل کیے ہوئے ہیں۔بڑے ہی نستعلیق بزرگ تھے۔ نفاست پسند تھے ،لباس کے معاملے میں بھی بڑے نفیس تھے، گفتگو میں...

سرکاری عہدید اران کی تقررری، نگرانی اور محاسبہ عہد خلفائے راشدین کے تناظر میں

The period of the rightly guided caliphate is the best role model after the time of the Prophet of Islām, Muḥammad (S. A. W). The rightly guided caliphs crafted the best honest governing mechanism. They understood their commitment with their Lord, Allāh, and the people. They took up the responsibility for providing for the basic needs of their people, like food, shelter, education, peace, stipends of children, married and unmarried persons, social security and justice, etc. The caliphs would appoint the tax collectors, governors and other government officials on the basis of merit: their honesty, qualifications, experience, physical fitness, etc. Further, they, at the time of their appointment, would advise their officials in an open gathering to better use their abilities, resources and powers for the welfare of the masses. Moreover, the government prepared a list of the assets and the properties of their government officials at the time of their appointments. It they found, later, significant increase in the assets, it was investigated and asked for an explanation. If the officials failed to justify the means of the increase in their assets, the additional assets and properties were confiscated by government. In this research study, the author highlights the measures adopted by the rightly guided Caliphs to ensure honest conduct of affairs by the appointed officials of the government.

Studies on Development of Corrosion Resistant Coatings for Preservation of Marine Installations With Emphasis to Karachi Coastal Area Conditons

Atmospheric corrosion near the coastal areas of Karachi is an active area of research. This research in this thesis aimed at studying Karachi’s coastal area conditions and the development of effective corrosion-resistant coatings. In the first step, atmospheric corrosivity was determined according to the ISO 9223 standard, which is a function of four factors: corrosion rate (rcorr), air salinity and SO2 pollution and time of wetness (TOW). For this purpose, mild steel and electrogalvanized mild steel test coupons were exposed over a period of 24 months from May 2014 to May 2016 at two atmospheric corrosion stations, located in National Institute of Oceanography (NIO) and Karachi Port Trust (KPT) along the coastal line of Karachi, Pakistan. Characterization of the corrosion products after one-year and two-year was done by scanning electron microscopy/energy dispersive X-ray spectroscopy, Fourier transform infrared spectroscopy and X-ray diffraction. Results showed that the corrosion rates of mild steel are high on both sites, but the corrosivity found at NIO is higher (C5) than in KPT (C4). It was also found that by using electrogalvanized mild steel the corrosivity obtained for NIO (C5+) and KPT (C5+) was not in agreement with the corrosivity category (C5) established by using the pollution category and TOW. The second part of this study focused on the development of corrosion-resistant coatings by the incorporation of titanium and aluminum metal powders to an epoxy resin. The film hardness measurement by pencil test, adhesion measurement by the cross hatch and tape test, chemical and heat resistance test, water sorption test, natural exposure and salt spray testing all demonstrated that developed titanium and aluminum metal powder based corrosion resistant coatings were better as compared to the commercially available epoxy coating. Failure analysis of the developed titanium and aluminum metal powder based corrosion resistant coatings was carried out by scanning electron microscopy (SEM) and Fourier transform infrared (FTIR) spectroscopy. Gloss measurement for all the coated test coupons was done. It was found that titanium metal powder based epoxy coating was better than aluminum metal powder based and commercially available epoxy coatings. Present research can be extended for the modification of other resins.
