افسوس ہے مولانا محمدیوسف صاحب امیر تبلیغی جماعت اس خاک دان عالم کوالوداع کہہ کر رہ گزاے عالمِ جاودانی ہوگئے۔ اُن کی زندگی کاہرلمحہ تبلیغ و ارشاد اور دعوت الی الحق کے لیے وقف تھا،اس لیے موت بھی اسی حالت میں آئی۔ یکم اپریل کومغرب کے بعد لاہور میں ایک مجمع کوخطاب کررہے تھے کہ تقریر کرتے کرتے اچانک غشی طاری ہوئی۔رات بھر یہی کیفیت رہی ۔صبح کوچند منٹ کے لیے ہوش آیاتوصرف اتنا فرمایا ’’بھائیو! اب میراوقت پورا ہوچکا ہے آپ سب میرے لیے دعا کریں‘‘ اتناکہہ کر جوبے ہوش ہوئے تو پھر ہوش نہ آیا اور ۲؍اپریل کوجمعہ کی نماز کے بعد جان جان آفریں کے سپردکردی۔اِنَّا لِلّٰہِ وَاِنَّااِلَیْہِ رَاجِعُوْنَ ۔جنازہ ہوائی جہاز کے ذریعہ دہلی لایا گیا اور۳؍ اپریل کوبستی نظام الدّین میں جہاں زندگی گزاری تھی تدفین عمل میں آئی۔
مولانا ہندو پاک کے اکابر علماء میں سے تھے ۔مطالعہ اورتحریر وتصنیف کا ذوق فطری تھا۔ ہزار مصروفیتوں کے باوجود روزانہ چندگھنٹے مطالعہ ضرور کرتے اور لکھتے تھے۔ چنانچہ ’حیات الصحابہ‘ کے نام سے عربی زبان میں ایک ضخیم کتاب دو جلدوں میں دائرۃ المعارف حیدرآباد دکن کی طرف سے شائع ہوچکی ہے۔ علم و عمل، اخلاق وعادات اورتقویٰ وطہارت میں علمائے سلف کانمونہ تھے ۔لیکن اُن کا نہایت عظیم الشان کارنامہ جو مسلمانوں کے موجودہ حالات میں ایک نہایت اہم موڑ کی حیثیت رکھتا ہے یہ ہے کہ اُنھوں نے اپنے والدماجد مولانا محمدالیاس صاحب ؒ کی وفات کے بعد اُن کے جاری کیے ہوئے تبلیغی کام اوراس کے نظم و نسق کوباقی رکھا بلکہ اُسے ترقی دے کر کہیں سے کہیں پہنچادیا اور پھر اُسی شان اور اسی وضع کے ساتھ ، چنانچہ اس جماعت کانہ کہیں دفتر ہے نہ اس کے لیے عہدہ دار اور نہ اُن کا انتخاب، نہ صدر نہ سکریٹری، نہ خازن اور...

Impact of ‘Open Data’ and its Effectiveness forPakistan Social Issues: Learning fromthe UK Experience

Developmental projects are essential ingredients of prosperity and well-being. Every nation has to ensure that her people are living in a perfect and safe sociopolitical environment. However, it varies from region to region and place to place. UK as a country is a big economy which is capable of giving its people the type of security they need. For this purpose, various types of strategies have been emphasized which enable the government to look for the benefit of its people. Open data system is one of these important developments which have been initiated by the UK government to provide huge access to databases. It improves their learning and knowledge, and gives the opportunity to think ‘out of box’. It also enables people to polish their learning skills and take things out of their resources and utilize them fully. Although, there is some compulsion on the use of private data sources, yet it is necessary to know that not all data are confidential. The research looks into the pros and cons of using open data systems and to assess its impacts on the social and political development in UK. The use of open data system is not only beneficial for the people to perform their daily life tasks, it is important to evade corruption and foster great accountability of national institutions. So, there remains feeble chance of witnessing corruption in the society that could cause chaos in the nation. The use of open data systems is important for boosting up innovation and creativity for a developing country like Pakistan. Open data system has been seen playing a big part in establishing a trend of innovative growth pushed by the availability of these resources. The influence and impact of ‘Open Data’ has largely been observed during the recent Coronavirus pandemic (Covid-19) where the government has utilized the data to tackle the disease in Pakistan.

Price Rigidity in Pakistan: Evidence from Disaggregated Cpi Data

There is constant debate between Classical and Keynesian on the issue of the flexibility of wages and prices. Classical economists assume flexible wages and prices and Keysian argue for rigid wages and prices. According to Keynesian macroeconomic models, effectiveness of the policy is mainly due to rigid prices. The effectiveness of monetary policy depends on the nature of price adjustment. In Pakistan there is no precise study available on the topic of price rigidity. Within this context, this thesis sets six objectives using the data of disaggregated consumer price index for the period of July 1991 to March 2016. First objective is to explore the price rigidity in Pakistan by using Frequency and Duration of price change. Second objective is to find out the size of last price change. Third objective is to determine the price setting strategy and its determinants for Pakistan by using the Panel Logit Random Effect Model. Fourth and Fifth objectives are to investigate the exchange rate and oil price pass-through using the recursive VAR approach. Sixth objective of the thesis is to check the exchange rate and oil price pass-through asymmetric behavior to disaggregated CPI inflation. The study concludes that prices are flexible but not fully flexible in Pakistan. Prices are more flexible in food items and rigidity is found in communication, education, and health sectors. Hotel, Food and Transport are high inflation category products and Communication, Health, Recreation & Culture are low inflation category groups. Keynes theory verifies that prices are downward rigid and upward flexible for Pakistan. In Pakistan combination of time-dependent and state-dependent policy is used for price setting. Exchange rate and oil pass-through have moderate effect on CPI inflation in Pakistan but their effect remains for twelve months. Exchange rate pass-through is low in flexible exchange rate regime as compared to managed floating exchange rate. Oil price pass-through is more pronounced in volatile period as compared to less volatile period. Domestic oil price pass-through is higher as compare to international oil prices as well as converted international oil prices to CPI inflation. Exchange rate and oil prices have asymmetric pass-through to CPI inflation. Prices in Pakistan are more flexible so State Bank of Pakistan should try to search other transmission mechanisms through which monetary policy can have real effects in the Pakistan economy.
