مولانا مفتی محمد یوسف بہاری
دارالعلوم ندوہ کے تعلیم یافتہ علماء میں مولانا مفتی محمد یوسف صاحب بہاری ایک لائق فاضل تھے، افسوس کہ انھوں نے ۵؍ اگست ۱۹۲۵ء کو بعارضہ فالج لکھنو میں انتقال کیا، وہ ندوی علماء میں فنون ادب عربی میں کامل دستگاہ رکھتے تھے، فراغت کے بعد اپنی زندگی دارالعلوم پر وقف کردی تھی اور اس وقت وہاں وہ ادیب اول کے عہدہ پر ممتاز تھے، باوجود اس کے کہ ان کو دوسری جگہ بیش قرار تنخواہیں ملتی تھیں، تاہم انھوں نے جس خلوص اور ایثار سے تقریباً دس برس مدرسہ کی خدمت کی وہ تعریف و ستائش کی مستحق ہے، وہ نہایت خاموشی کے ساتھ اپنی خدمات ادا کررہے تھے، عربی رسائل میں ان کے مضامین شائع ہوتے تھے، عربی خواں طلبہ کی سہولت کے لیے شبلی بک ڈپو کے نام مصری مطبوعات کی بہم رسانی کا کام بھی انجام دیتے تھے، افسوس کہ ان کی جواں مرگی نے ہماری صف میں ایک ماتم برپا کردیا اور مدرسہ نے اپنے ایک لائق فرزند کے ساتھ اپنے ایک فاضل مدرس کو کھودیا، خدا مرحوم کو جوار رحمت میں جگہ دے، مولوی ابوالحسنات ندوی مرحوم کی وفات کے بعد ہماری برادری میں یہ دوسرا صبر آزما سانحہ پیش آیا ہے، مسلمانوں میں جو قحط رجال ہے اس کو دیکھتے ہوئے، ان نونہالان چمن کی بے وقت پژمردگی کس قدر پُرحسرت ہے۔

In any society, the administration has the status of a pillar, and its good or bad move directly impacts society. There are institutions to compensate public complaints on government initiatives in many countries of the world that keep check on government administrations. For this purpose "Federal Ombudsman" was established in Pakistan. The main responsibilities of this institution include the execution to enjoin the right and forbid the wrong (Amr bil Ma’rūf wal Nahi ‘An al Munkar), monitoring government employees in administrative matters, hearing the complaints of the public against organizations and preventing them from violating individual rights. In this article, it has been reviewed that how we can seek guidance from the Sīrah of the Prophet (P.B.U.H) is in this matter, to evaluate the present system of "Federal Ombudsman". In addition, the main responsibilities of the "Federal Ombudsman" were discussed in the article. In conclusion recommendations have been made for further improvement.
Analysis of Thematic Progression in The Abstracts of Pakistan Researchers at Masters Level Abstract is a first short text appearing in the entire research communication. The academic discourse of abstract has been the focus of number of studies. Earlier studies including Graetz (1985), Kaplan (1994), Orasan (2001) and Harris (2002) have focused on abstracts of research article. However, very few studies are conducted on the genre of abstracts of thesis. The aim of this study is to investigate the genre of thesis abstracts written by Pakistani researchers at masters’ level. The study being qualitative in nature conducts textual analysis to explore the rhetorical and linguistic choices used by Pakistani researchers .The study uses two approaches: genre analysis and analysis of thematic progression. The first approach in this study is genre analysis that is Swales (2009) framework for abstract. Swales (2009) framework offers five patterns for the structural components for writing abstracts. The second approach of this study follows the tradition of Functional Sentence Perspective with a focus on Danes (1974) model of thematic progression. Danes (1974) model of thematic progression provides principles of organizing information in text. This approach offers four pattern of thematic progression in the text. The data for the present study is forty abstract obtained from two universities in the region of Rawalpindi. The textual analysis highlights the peculiar structural and linguistic choices Pakistani researcher employ in writing the abstracts. The result of the study shows the use of specified and unspecified structural moves. In terms of analysis of linguistic organization, distinct distribution of thematic progression patterns are revealed, indicating that the study of analysis of thesis abstract can shed light on the complex profile of thesis abstract and enhance the understanding and provide explicit description of abstracts. Furthermore, the approaches of this research, display potential for further research and pedagogic applications.
