مارگولیس کے درپردہ دوسرا اعتراض کہ آنحضرت ﷺ آل اسمٰعیل ؑسے نہیں تھے ‘ کے بارے اعلانیہ سر ولیم میور نے کہہ دیا کہ ’’ یہ خواہش کہ مذہب اسلام کے پیغمبر ﷺ کو حضرت اسمعیل ( علیہ السلام) کی اولاد سے خیال کیا جائے اور غالباََ یہ خواہش کہ وہ نسل اسمٰعیل سے ثابت کیے جائیں ‘ ان کی حین حیا ت میں پیدا ہوئی تھی o اور اس طرح محمد ﷺ کے ابراہیمی نسل کے نسب نامہ کے ابتدائی سلسلیگھڑے گئے ہیں o اور اسمعیل ؑ اور بنی اسمعیل کے بے شمار قصے نصف یہودی نصف عربی سانچہ میں ڈھالے گئے ہیں‘‘ o ( ضیاالنبی ۔۷۔۱۷۱)
جواب : ارشاد خدا وندی ہے رَبَّناَ وَابْعَثْ فِیْھِمْ رَسُوْلاََ مِّنْھُمْ یَتْلُوْا عَلَیْھِمْ اٰیٰتِکَ وَیُعَلِّمُھُمْ الْکِتٰبَ وَالْحِکْمَۃَ وَیُزکِّیْھِمْ ط( البقرہ ۱۲۹،پارہ۱) ’’ترجمہ : اے ہمارے رب ان میں ایک برگزیدہ رسول انہیں میں سے بھیج تاکہ پڑ ھ کر سنائے انہیں تیری آیتیں اور سکھائے انہیں یہ کتاب اور دانائی اور پاک صاف کر دے انہیں ‘‘۔ خانہ کعبہ کی بنیادیں اٹھاتے وقت باپ بیٹے ( ابراہیم ؑو اسمعیلؑ ) دونوں نے اپنی اولاد کے لیے دعا مانگنے کے بعد ایک رسول کی بعثت کے لیے التجا کی َ۔ دیکھنا یہ کہ اس دعا کا مصداق کون ہے ۔ ’’ وا بعث فیھم رسولا منھم ‘ پر غور کرنے سے معلوم ہوتا ہے کہ ’’ ھم ‘‘ کی ضمیر کا مرجع امت مسلمہ ہے یا ذریتنا ہے ۔ ھم کی ضمیر کا مرجع کسی تاویل سے اور قرار نہیں دیا جا سکتا ‘ اب ان دو صورتوں میں پہلی صورت یہ ہے کہ امت مسلمہ میں سے جو ہماری اولاد سے ہو ‘ رسول مبعوث فرما ۔ دوسری صورت میں یہ معنی ہو گا کہ ہماری اولاد میں سے ایک رسول بھیج ۔...

An Empirical Evaluation of Budget Implementation on Economic Development in Nigeria

One of the primary goals of this study was to explore how a budget review approach may affect Nigeria's economic development. The reasoning was that the Nigerian economy was being challenged by a variety of imbalances in budget creation and implementation. The study strategy was based on events that occurred after the study was completed, and the data used in the study came from the Central Bank Statistical Bulletin and the Federal Ministry of Finance. A model was constructed based on both empirical and theoretical investigations in order to achieve this broad goal. The HDI, which was utilized as a measure of development, was the dependent variable in the model. The government's capital budget, recurrent budget, and the speed of annual budget implementation were the other independent variables in the model. They examined data using the Auto Regressive Distributed Lag (ARDL) Model, diagnostic tests such as the test of normality, auto correlation test, and heteroskedasticity test, which proved the validity and reliability of the model they chose; inferential results reveal that the use of budget evaluation had a positive and significant impact on the Nigerian economy. According to the study's suggestions, Nigeria's government should try to increase capital and recurrent expenditures in its annual budget, both of which have a significant impact on economic development. Finally, the government should work to build budget monitoring and review infrastructure that will aid in the effective implementation of large budget expenditures while also ensuring compliance with legal procedures.

Transformation and Expression Studies of Multiple Frost Tolerant Genes in Solanum Tuberosum L.

Potato crop is vulnerable to a number of biotic and abiotic stresses. Among abiotic stresses, frost may cause devastating effects on quantity as well as quality of yield. In Pakistan, 75% of potato is cultivated as autumn season crop sown in Sep-Oct and harvested in Jan-Feb. This crop undergoes frost during tuber formation stage resulting in significant loss of production. The aim of the present research was the expression studies of Ice Recrystallization Inhibition Protein (IRI3) from Lolium perenne, Antifreeze protein (AFP) from Daucus carota and Zinc Finger protein (ZnFP) from Gossypium hirsutum under CaMV35S Promoter in potato variety Diamant to enhance the tolerance against cold stress. Expression of these genes in potato was enhanced under the influence of 58 base pair 5’-untranslated region of Alcohol Dehydrogenase Gene (ADH1) as a Translational enhancer. To study sub-cellular Localization of these Proteins, gene cassettes were fused with GFP gene and transformed in model plant Arabidopsis thaliana. Confocal Microscopy revealed the expression of these proteins in the cytoplasm of the cells of Germinating Arabidospsis seedling under stress conditions. To achieve the objective of this study, genes were cloned in plant expression vector pCAMBIA 1301 under the control of 35S constitutive promoter and then transformed into potato plants through Agrobacterium mediated transformation system. Transgenic plants were confirmed with GUS histochemical analysis, PCR and southern Blot analysis. Quantitative expression in Positive transgenic plants was increased under stress conditions. As high as 20.41 fold increase of IRI3 gene expression was observed under stress conditions. The expression of ZnFP and AFP was also increased 16.1 folds and 10.2 folds respectively under stress conditions. Positive transgenic plants exhibited reduction in ion leakage percentage. Ion leakage percentage was observed as 59.41% for IRI3, 65.34% for ZnFP and 70.21% for AFP as compared to 83.21% of control. Plant survival rate was enhanced significantly in transgenic plants. It can be concluded from the results that these genes induced tolerance against low temperature. Thus, use of DNA recombinant technology to combat abiotic stress could be promising for increasing the production of the potato crop in Pakistan.
