Chapter 4: Dr. Isrār Aḥmad as Mufassir-E-Qur’ān

Characteristics of Bayān-Al-Qur’ān

            “Bayān al-Qur’ān” in the series of services towards the Qur’ān by Dr. Isrār Aḥmad (d:1431A. H/2010A. D) has an important standing. He had been presenting the translation besides brief explanation of the Qur’ān during Ṣalāt-e-Tarāvīh since 1984A. D; this series of daura-e-Tarjuma (translation) was liked world-wide.

            The task of publishing daura Tarjuma-e-Qur’ān(held in 1998A. D inQur’ān Academy, Karāchī) in a book form had commenced in the life-time of Dr. Isrār Aḥmad. This important assignment was taken on by Anjuman Khuddām al-Qur’ān, Khyber Pakhtūnkhwāh, Peshāwar; so far, five volumes of Bayān al-Qur’ān upto Surah al-sajadah have been published.

            Dr. Isrār Aḥmad’s Tarjuma-e-Qur’ān comprising a brief translation and explanation in the form of Bayān al-Qur’ān has the following peculiarities:-

1. He presents the points of explanation (Tafsīr) in a very simple but convincing way for the audience which is easy as well as understandable. While explaining the ‘Split Alphabets’(ḥarūf-e-Muqatti‘āt) with refernce to the first Āyah of Surah al-baqarah, he writes:

            “These are the split words; suffice to know that no one knows the real and specific meaning of these with certainty except Allāh and His prophet(SAWS). This is a mystery resting between Allāh and the prophet(SAWS). Many explanations have come up but none of these is attributable or endorsed by the prophet(SAWS). However, it is known that the use of such split-words was common in poetic expression of the Arabs, hence they never raised a finger about the same. Out of 114 Suwar-e-Mubārakah (chapters) in the Qur’ān, 29 begin with such alphabets (ḥurūf-e-muqatti‘āt). ” [1]

Components of Valid Interrogation Techniques under Islamic Law

Valid interrogation of the accused is an art or skill in today’s modern world. The law and techniques of interrogation varies in the developed and developing world. Similarly, the Islamic law is not silent about the techniques of valid interrogation. There are specific rules and procedures for the interrogation of an accused either a criminal, an enemy, a spy or a war prisoner. This paper gives a detailed analysis about the principles and procedures of a valid interrogation process in Islam and its computability with the International Human Rights standards of interrogations. The paper argue that understanding the psychic-analytical niceties of interrogation helps an investigator to reach the truth. The paper finds that Islamic law gives full protection and safeguard to the rights of persons under custody and restrict the authorities to follow free and fair interrogation for ensuring justice. In this regard Islam presents a balanced view of the rights of the persons under custody and the executives exercise of legitimate force for interrogation. Islam strongly forbids torture and other inhuman ways of interrogation.

The Effect of Teacher Performance Appraisal on Teachers Beliefs, Practices and Attitudes

Teacher performance appraisal has not had a smooth passage since it was first mooted by the central office of AKES, P. It was sometimes referred to as a confidential report and was mostly associated with the purpose of weeding out' those teachers whose performance was not satisfactory. It was assumed a sort of anxiety and had been regularly criticised as being improperly conducted and ineffective in promoting teacher development. Once misunderstood and often feared, teacher appraisal is now seen not only as necessary but as an issue of central importance to the future progress of the education service. Appraisal of teaching is an essential requirement in virtually all AKES, P schools as a means of ensuring teacher accountability, improving teaching and linking it to the professional development of teachers. The central focus of this study was to find out and illustrate the main components of the appraisal process with special reference to its effects on teachers' beliefs, attitudes and practices. This study elaborates on the conduct of appraisal, the arrangements for handling data collection and disagreements, and how the results of appraisal could be documented i.e. rating and grading of teachers. It comments on follow up procedure training and implementation, and how the appraisal should affect the development of teachers and schools. Yet, there should be one central purpose of the appraisal and that is to improve teaching and learning. This study should provide teachers, head teachers, and other stakeholders with substantial insight into the conception of teacher appraisal.
