 ڈاکٹر عبدالمنا ن چیمہ شہر ِ اقبال سیالکوٹ میں پیدا ہوئے ۔انتہائی محنت اور لگن سے اپنی ابتدائی تعلیم شہر اقبال سیالکوٹ میں مکمل کرنے کے بعد عملی زندگی کا سفر شروع کیا ۔بعدازاں اعلیٰ تعلیم کے شوق اور حصول کے لئے برادر عبدالمنان چیمہ نے یونیورسٹی آف سرگودھا کا انتخاب کیا۔2010ء میں ایم فل میں داخلہ کے لئےشاہینوں کے شہر سرگودھا کا رخ کیا۔ایم فل کے بعد 2014ء میں جامعہ سرگودھا میں پی ایچ ڈی میں داخلہ لیا۔ ڈاکٹر عبدالمنان چیمہ نے 2022ء میں "اسلام میں قدرتی وسائل و ذرائع کا تحفط اور استعمال کے اصول و آداب" کے عنوان پر میری نگرانی میں ایک انتہائی خوبصورت اور جاندار لکھ کر ڈاکٹر یٹ کی ڈگری حاصل کی ۔یہ مقالہ اپنے موضوع اورمواد کے حوالے سے انتہائی اہمیت اور انفرادیت کا حامل ہے۔انسانی زندگی کےلئے حیوانات ،نباتات اور معدنیات جیسوں وسائل کی مثلث کا پایا جانا انتہائی ناگزیر ہے۔ان کا استعمالات میں اسراف نہیں ہونا چاہئے ۔(وَّكُلُوْا وَاشْرَبُوْا وَلَا تُسْرِفُوْا-)،اللہ تعالیٰ نے تمام جانداروں کو پانی سے پیدا کیا۔( وَجَعَلْنَا مِنَ الْمَاءِ كُلَّ شَيْءٍ حَيٍّ۔القرآن)

آیتِ کریمہ يَاأَيُّهَا الَّذِينَ آمَنُوا لَا تَقُولُوا رَاعِنَا وَقُولُوا انْظُرْنَا سےحجیتِ سدُالذرائع پر ابنِ حزم کےمعارضہ کا تجزیاتی مطالعہ An Analytical Study of the Ibn-e-Hazam’s Objections to Authenticity of the Sadd-o-Zaree'ah

As well as per Shariah, it is admissible and some of the time even mandatory to save the devotees from the activities that might lead them towards the prohibited exercises. Consequently, the decision of denial from these kinds of exercises is called Sadd-e-Zaree'a. This is the guideline derived from the Quran and Sunnah. As Almighty Allah prohibited the devotees to say 'Raina' because this word was utilized by Jews purposely in an off-base way with underhanded aims, while, Muslims introduced their solicitations by this equivalent word in the most elevated court of The Holy Prophet (harmony and gifts arrive) for looking for effortlessness and unwinding in their concerned issues. As in Quran: O People who Believe, don't tell (the Prophet Mohammed-harmony and gifts arrive), "Raina (Be accommodating towards us)" however say, "Unzurna (Look leniently upon us)", and listen mindfully in any case. [Baqarah 2:104]. (To disregard the Holy Prophet - harmony and endowments arrive - is impiety.) Ibn Hazm in his famous book Al-Aḥkām Fī ūṣūl Al-Aḥkām has objected to the mentioned verse from which jurists have taken the argument of Sadd-e-Zaree'a. Because the Zahiri school of thought is based on the appearance of the text (Quran o Hadees). This is why Ibn Hazm Zahiri denies it (the source of Shariah), and proves that accepting the source of Shariah is an increase in religion which is in itself illegitimate as well as the opposition of the Prophet (peace and blessings of Allah be upon him). There is also the addition of items by their thoughts in Shariah. In the above article, an analytical study of the objections of Allama Ibn Hazm will be presented, explaining the sources and the arguments as to whether or not their source is Shariah.

Understanding the Trend of Social Capital Building in the Development of Education in Pakistan

This project aims to analyze the implications of social capital building at community levels through policy implementations for the development of education in Pakistan. The policy is envisaged to furnish its aims and objectives through establishing links between schools and communities in the form of Parent-Teacher-Councils. The councils are formal bodies embodying the essence of private and public partnership focusing upon providing better standard of education for all children. In order to paint a refined picture of the issue, multiple case study design is adopted to analyze data from three different districts of Khyber Pakhtunkhwa. The cases are different with regards to socio-economic conditions, literacy rate, employment opportunities, sources of communications, nature and distribution of population and gender wise structure of the communities. The study extended to the three districts helps us understand the phenomenon in wider context. The data collected is composed of individual/group interviews along with personal observations in the field. Parents, teachers, PTC members, principals and students are selected for interviews from four different schools/communities in each district. PTC meetings are also observed coupled with studying the record of the councils. The study is taken as repercussion of synergy view of social capital, treated as a resource in obtaining Epstein’s six types of parental involvement. Each chapter is designed to revolve around this central proposition theoretically and caters for possible explanation in the prevailing situations. The study exhibits that introduction of PTC as a tool of social capital building largely failed to play a vital role in attracting community for improving the quality of education. Among many reasons, lack of government’s interest, poor socio-economic conditions and bureaucratic structures of school, are few of the important factors curtailing the outputs of the councils. However, the councils delivered encouragingly in some areas characterized by high literacy, sound economic conditions, gender based relationships and democratic attitude. Hence, it is concluded that PTC is a source of social capital building and can be more effective in achieving the targets of Epstein’s model in developing countries if hindrance in its way, as revealed above, are properly addressed.
