English has become a global language and virtually every nation is using it for national or international communication. It is helping the world to bridge the ethnic and linguistic differences. Although it has got international status, it is also exhibiting local cultural traits. It enjoys global ownership and the age old concept that it only reflects the Judo-Christian cultural traditions has been rejected at least by the language scholars around the globe. In this evolutionary process, new dialects and varieties are emerging. A plethora of research activity, in line with the ‘World Englishes’ tradition, is being conducted around the globe. The issues like status of the newly emerging varieties of English and the similarities and differences between the native and nativised varieties, are being vigorously studied. English, in Pakistan, enjoys the status of a privileged official language. English is being used both for country internal as well as external functions. English language has been nativised in Pakistan. Pakistani English is similar to British and American English to the extent that it does not impede communication but it has developed a flavor and colour of its own. Pakistani English is not a well researched variety. Only a handful of research studies have been conducted so far, pointing to some of the variety specific features, but all of these researches are intuition based or have relied on chance examples. No quantitative data based comparative study of the variety exists till to-date. The present research is an attempt to make a corpus based analysis of Pakistani English and to find some characteristic features of the variety which are different from the British and American varieties. It is basically a quantitative, corpus based comparative research. Two million words corpora, each from Pakistani, British and American written Englishes have been employed to outline the characteristic features of Pakistani English. The research question, ‘Whether Pakistani English is an independent variety’, has not been completely answered by the present research as the data available was not sufficient enough to make any conclusive judgement. But it is still considered a step forward, in the sense that in this research corpus based methodology has been used to study the variety specific features of Pakistani English. On the one hand, it has verified some of the earlier judgements about Pakistani English and on the other hand it has pointed out the new areas which have not been discussed in the previous literature about Pakistani English. Some of the areas like the use of subjunctive, verb particle, and complementation have been explored by the linguists to study the distinctive features of the non native varieties. The same has been done in the case of Pakistani English and the results indicate that these areas show potential differences among the native varieties, i.e. British and American Englishes, and the Pakistani English which need to be explored further. The results point out that Pakistani English is an independent, systematic, and rule governed variety which shares features both with the British and American Englishes.

ساغر جعفری(۱۹۱۳ء۲۰۰۲ء) کا اصل نام محمد حسین جعفری ہے۔ آپ سیالکوٹ میں پیدا ہوئے۔ ساغر جعفری ایک پختہ گو شاعر تھے۔ ان کا کلام’’ادبِ لطیف‘‘،’’ساقی‘‘،’’رومان‘‘ اور دیگر ملکی سطح کے رسائل و جرائد میں چھپتا رہا۔ساغر جعفری رومانوی تحریک سے وابستہ رہے۔ (۶۵۹) انھوں نے غزل ،نظم،گیت ،قطعہ ،نعت ،منقتبت،مرثیہ ،سلام،ماہیہ ،اور ہائیکو میں طبع آزمائی کی۔ آپ اقبال کی قومی و ملی شاعری سے بہت متاثر تھے۔ قومیت و وطنیت کے حوالے سے اقبال کا رنگ ساغر جعفری کی شاعری میں واضح طورپر نظر آتا ہے۔

’’بہارو نگار‘‘ ساغر جعفری کا پہلا مجموعہ کلام ہے۔ جس کا پہلا ایڈیشن ۱۹۹۵ء میں شائع ہوا۔ اس مجموعے کے صفحات دو سو چوبیس ہیں۔ا س کا پیش لفظ ڈاکٹر وحید قریشی اور تعارف احمد ندیم قاسمی نے لکھا ہے۔ اس مجموعے میں غزلیں ،ہائیکو اور ماہیے شامل ہیں۔ دوسرا شعری مجموعہ ’’برگِ گل‘‘ کے نام سے ۱۹۹۵ء میں شائع ہوا۔ اس مجموعے کے صفحات کی تعداد ایک سو چھہتر ہے۔ اس میں ان کی نظمیں ،غزلیں اور گیت شامل ہیں۔ برگِ گل میں مشاہیر پاکستان بالخصوص قائد اعظم اور اقبال کی خدمات پر انھیں خراجِ عقیدت پیش کیا گیا ہے۔ ان کے علاوہ میرانیس اور مرزا دبیر کے فکری و فنی اثرات کا اظہار بھی ہے۔ اس کتاب کا دیباچہ ڈاکٹر وزیر آغا اور تعارف ظہیر کا شمیری نے لکھا ہے۔

ساغر جعفری کا تیسرا شعری مجموعہ ’’دائرے‘‘ ہے۔ جو ۱۹۹۶ء میں شائع ہوا۔ اس کے صفحات کی تعداد ایک سو چوراسی ہے۔ اس مجموعے میں غزلیں اور قطعات شامل ہیں۔ اس کتاب کا مقدمہ ڈاکٹر انور سدید نے لکھا ہے۔ اس کے قطعات کا بڑا موضوع اخلاقی ،معاشرتی اور سماجی مسائل ہیں۔

The Straight Baselines in International Maritime Law: Impact on Continental Shelf and Exclusive Economic Zone

The baselines being linchpin of various maritime zones (internal waters, territorial sea, contiguous zone, Exclusive Economic Zone (EEZ) and continental shelf) are crucial in shaping maritime claims. Different types of baselines, depending on coastal configurations of states, are starting point for measuring maritime zones as well as controversies between the states. Straight baseline system legitimized during 1951 Anglo-Norwegian Fisheries case between Norway and UK was only meant for irregular coastal configurations. The 1958 Convention on the Territorial Sea and Contiguous Zone (hereafter TSC) embodied the judgment into a codified article. TSC provision on straight baselines transformed almost verbatim into United Nations Convention on Law of the Sea, 1982 (hereafter UNCLOS). Vague parameters of straight baselines, devoid of precision, leave much room for liberal interpretations and flexible application. Vagueness of straight baseline terms is the main cause for excessive lines having enormous impacts on various sea regimes, brewing conflicts on international maritime arena. The means of interpretation for treaty terms like ordinary meaning; object and purpose, preparatory works and state practice are unhelpful due to compromising nature of UNCLOS and scarcity of its official record. Excessive baseline claims kindle varying degree of conflicts on regimes of sea. study addresses; whether vagueness leads to excessive straight baseline claims. The Do excessive straight baselines affect the regimes of various maritime zones? How can vagueness and inadequacies prevailing in straight baselines provision be addressed in interpretation and application? The great impact of unfounded straight baselines on EEZ and Continental shelf because of interfacing of these zones with international community rights has been investigated. Different factors behind employing excessive straight baselines by the coastal states leading to controversies and instability in the oceans have been discussed. Vagueness undoubtedly exists in terms and conditions on straight baselines with divergent state practice. The study concludes that terms and phrases in Article 7 of UNCLOS are vague, unclear, non- objective and imprecise. To avoid isolated individual or regional state practices, an international pragmatic approach is needed for uniformity of straight baseline principles. A structured oceanic legal order on the pattern of Commission on the Limits of Continental Shelf (CLCS) with a watchdog capacity is need of day to monitor the coastal state claims based on straight baselines. UN Division of the Ocean Affairs and Law of the Sea are considered most apposite forum to patron such initiative.
