Education was decentralized to the district governments under the Devolution of Power Plan in Pakistan in 2001. This research was designed to study the changing paradigm of education management in Punjab in the perspective of decentralization. The major objectives of the study were: 1) To assess the extent to which the following objectives of the devolution plan have been achieved: a) decentralization of administrative authority b) Public participation in decision making, c) Improvement of service delivery, and d) Measures against maladministration; 2) To investigate the opinions of stakeholders about the organizational changes and their implementation at district level, 3) To identify the specific elements of reform that seem helpful to improve the school management, and 4) To recommend the measures for the solution of problems and improvement of performance of the school educational managers in future. The study was significant for the understanding of the process of decentralization of education in Pakistan. The analysis of this study may highlight the major factors for success or failure of the decentralization process and would supply an important informational base for the planners and managers to make necessary changes to achieve the targets. This study was descriptive in nature. Thorough review of the relevant literature was carried out followed by surveys through questionnaires and interviews. Its population included all the school cadre management, head teachers and teachers in the Punjab province. Twelve out of the 35 districts of Punjab were included in the sample. From each district 42 schools were selected randomly. Principals / Headmasters / Headmistresses, and one teacher from each sample school and ten educational managers from each sample district were included in the sample. Thirty (30) Educationists/policy makers and planners were interviewed. The study was delimited to the management of school education in Punjab only. Percentage, Chi Square, t-Test, and ANOVA were applied for analysis and drawing the conclusions. On the basis of the findings of the study the researcher concluded that: a) decentralization of administrative authority did not happen, b) public participation in decision making regarding education, provision of missing physical facilities and resource mobilization has enhanced to some extent, and public access has increased mostly against the maladministration, c) improvement of service delivery is rare due to some misconceptions in the understanding of roles and responsibilities, confusion between provincial and district governments, and lack of capacity building measures, d) political interference has been increased in the administrative affairs and there are evidences of political victimization of the teachers and officers, e) significant differences have been seen in the opinions of educational managers of different districts in Punjab regarding the decentralization of authority, public participation in decision making, improvement of service delivery, and measures against maladministration. The researcher recommended that: 1) educational managers i.e. EDOs, DEOs, DDEOs and AEOs should be properly empowered. Their empowerment should be ‘teacher - specific’ not ‘scale - specific’, 2) planning, and financial decisions should be more decentralized, 3) SMCs/SCs and CCBs should be strengthened through proper training for this purpose, 4) roles and responsibilities of each and every level officer must be quite clear and well defined. It should be provided to them in written form, 5) a proper set up for training of educational managers and head teachers at district level be established, 6) job specific training for persons being deputed on some managerial post be arranged, 7) performance bonuses for the efficient educational managers, head teachers along with the teachers for their better performance be introduced, 8) proper accountability system for the elimination of corruption and maladministration be launched, 9) Monitoring and Evaluation Cell should be dissolved, 10) management cadre be separated from the teaching cadre, 11) no person should be directly posted on a higher post unless he/she has experience of lower level post, 12) minimize the political influence in the education management system and teachers / officers should be protected against the political victimization, 13) proper training for plan implementation and execution be provided to officers/ head teachers, and 14) monitoring committees should be formulated by selecting persons amongst the community including well reputed retired educational managers, head teachers and teachers.

Frequency of Osteopenia and its association with Socio Economic Status among general female population aged 18-60 years Osteopenia and Socio Economic Status

Osteopenia is regarded as the Bone Mineral Density (BMD) which is lower than that of the average value but not as low as Osteoporosis. In Pakistan, Osteoporosis and Osteopenia among women have become one of the most common problems of recent times. Objectives: To find the frequency of osteopenia among females in Faisalabad and its association with SES (Socio Economic Status). Methodology: It was an analytical and cross-sectional study which was conducted at Niaz Medicare Clinic in Faisalabad. The study was completed in 9 months from 18 October 2019 to 18 July 2020. Non probability purposive sampling was done and 323 females were taken for the study. Results: The results demonstrated that 56.3% of the population had Osteopenia. Socio Economic Status had as statistically significant association with Osteopenia (p= 0.041). The results also revealed that the females belonging to middle class and lower class had a higher prevalence of Osteopenia than the females of upper Socio Economic Status. Conclusion: the frequency of Osteopenia was fairly high among females specifically the age group 18-29 years. There was an association found between Osteopenia and Socio Economic status (p =0.041).

First Principles Studies of Two Dimensional Transition Metal Dichalcogenides and Mxenes With Tailored Properties

In this thesis, we employ Density Functional Theory to gain a comprehensive insight in the physical properties (structural, vibrational, optoelectronic, photocatalytic) of MXenes, two dimensional (2D) transition metal dichalcogenides (TMDCs) and their heterostructure, aiming at extending their applicability. In MXenes, Ti2CO2, Zr2CO2, and Hf2CO2 are found to be indirect band gap semiconductors with a band gap of 0.85 eV, 1.62 eV and 1.72 eV respectively. Transition from an indirect to a direct band gap has been achieved for the biaxial tensile strain of 3% for Ti2CO2, 8% for Zr2CO2, and 13% for Hf2CO2 while the nature of the band gap remained indirect in the case of the compressive strain. The size of the band gap passed through a maximum under tensile strain and decreased monotonically under compressive strain. Analysis of Bader charge distribution show that the tensile strain decreased the transfer of charge from the Ti, Zr, and Hf atoms to the C atom. Phonon spectra exhibit that these systems are stable under a wide range of strains from compression to tension. The photocatalytic properties shows that unstrained and biaxial tensile strained Ti2CO2, Zr2CO2, and Hf2CO2 systems can be used to oxidize H2O into O2. In 2D TMDCs, MoS2, MoSe2 and MoTe2 are found to be direct band gap semiconductors. Compressive strain of 1.5% for MoS2, 1% for MoSe2, and 1.5% for MoTe2, transform their band gaps from direct to indirect. A remarkable valence band splitting and mobility of electron are also calculated and found to vary under strain. Photocatalytic properties show that unstrained and respective strained MoS2 and MoSe2 systems can oxidize H2O to O2, while MoTe2 fail to oxidize. Furthermore phonon spectra dictate that these systems are stable under both compressive and tensile strains. Mo2CO2/W2CO2 and Mo2CF2/W2CO2 out-of-plane heterostructures and their corresponding monolayers are found to be dynamically stable. Mo2CO2 and W2CO2 exhibiting the properties of two dimensional large band gap topological insulator, while Mo2CF2 and W2CF2 are metals. Topological behavior of Mo2CO2 and W2CO2 monolayers remain in Mo2CO2/W2CO2 (semiconductor-semiconductor) van der Waals heterostructure having type-II band alignment. Metal-semiconductor (Mo2CF2/W2CO2) heterostructure generating n-type Schottky contact with barrier height of 0.29 eV, due to dipole interface induced by charge rearrangement. Large absorption in visible region is observed in the Mo2CO2 than W2CO2, where blue shift is noticed in the excitonic peaks of later. A further blue shift is observed in the W2CO2/Mo2CO2, especially the part contributed by Mo2CO2.
