This study is aimed at the climate change and its impact on the agriculture sector in the arid region of Pakistan between 1961 and 2000 (40 years) taking into account the secondary data of temperature and precipitation of 21 weather stations of the Pakistan Meteorological Department. The agriculture data were collected from the Pakistan Agriculture Research Council, whereas the primary data sources are questionnaire survey, and personal interviews. Five international publications were published from the current research and placed in the last of dissertation. Physiography and location of the study area with respect to sea are the key factors that control the climate. There are a number of factors that have their influence on the cropping pattern in the area apart from climate. They include the type of soils, availability of irrigation water, government policies, socio-economic condition, advance technologies, market value and human demand etc. The soil of irrigated plain in lower Punjab and Sind is more suitable for the agriculture as compared to other parts, where the water is insufficient for cultivation. The results obtained through trend analysis of annual temperature indicate warming of 1.6oC from 1961 to 2000. The mean monthly temperature shows rise and fall after an interval of five, ten, fifteen and twenty years. There is a negative trend during summer because of an increase in the monsoon precipitation, while it remains positive in winters. Five temperature zones have been identified including hot, warm, mild, cool, and cold. There is a slight increase in temperature in cold, pre-monsoon, monsoon season, and decrease in the post-monsoon season that adversely affect the agriculture sector in the arid region. The precipitation trend shows decrease throughout the series and depletion in the flow of the Indus and its tributaries causing change in landuse pattern, growing season, yield per acre, and make the agriculture sector more vulnerable. Palmer Drought Severity Index shows the dry condition prevailed over the arid region of Pakistan (1871 to 2000). The meteorological data from 1961 to 2000 reveal a slight change after every five years, medium in ten and fifteen years and long term oscillation after 20 years. The decline in the winter precipitation is higher as compared to the summer season. This decrease is maximum in cold and pre-monsoon season, whereas it is minimum in monsoon and post monsoon season. The change in precipitation decrease yield in rabi season in the rainfed as well as in the irrigated plain of lower Punjab and Sind, while the production of the kharif crops remain stable due to increase in the monsoon lows, cultivated area, and human demand. The isohyets reveal heavy rains in the southern Sind in monsoon season, while in winter, it shifts towards northwest Baluchistan. Generally, the isohyets of the southern arid region reveal a shift in the boundary towards northwest. Resultantly, Quetta and the adjoining areas of Afghanistan fell into arid climate during 1961 to 2000 and aridity prevailed over most of Baluchistan, Sind and lower Punjab. The flow of the Indus and its tributaries seem to have direct relationship with the precipitation fluctuation. The impact is not visible on the flow of the Kabul river, but it is more prominent on the Indus, Chenab, Sutlej, Ravi and rivers in Baluchistan.

 جب ستمبر 1977ء کو ذوالفقار علی بھٹو کو گرفتار کیا گیا تو پیپلز پارٹی کے وکلاء نے لاہور ہائی کورٹ میں ضمانت کی درخواست جمع کروائی مگر اس درخواست کو سننے کیلیے کوئی بھی جج تیار نہیں تھا ۔کوئی جنرل ضیاء الحق کی ناراضگی مول لینے کو تیار نہیں تھا ۔تب اس مردِ مجاید جسٹس کے ایم صمدانی نے اس کیس کی سماعت کی اور بھٹو کی احمد رضا قصوری کے قتل کے الزام میں گرفتاری پر ضمانت منظور کر لی اور یہ بات جنرل ضیاء الحق کو بہت بری لگی کیونکہ ضیاء الحق کے دبائو کے باوجود انہوں نے ضمانت دے دی اور بھٹو کو آزاد کر دیا مگر تین دن کے بعد فوج نے بھٹو کو لاڑکانہ سے گرفتار کر لیا ۔جسٹس کے ایم صمدانی لاہو ر ہائی کورٹ کے سینئر ترین جج تھے اور وہ چیف جسٹ بننے والے تھے مگر ضیاء الحق نے ان کو عدالت سے نکال کر وفاقی لاء سیکرٹرری بنا دیا اور مولوی مشتاق کولاہور ہائی کورٹ کا چیف جسٹس بنا دیا ۔

اسی دن جنرل ضیاء الحق نے وفاقی سیکٹریوں کا اجلاس بلوایا جس میں جسٹس صمدانی بھی لاء سیکرٹری کے طور اس اجلاس میں موجود تھے ۔جنرل ضیاء الحق ڈکٹیٹر نے تمام سیکرٹریوں کو دبائو میں لانے کے لیے کہا کہ آپ لوگ سدھر جائیں ورنہ میں آپ کی پینٹ اتار دوں گا سول بیوروکریٹ نے یہ سنتے ہی ایک دوسریکے چہرے دیکھنے  شرو ع کر دیے اس دھمکی آمیز رویے پر جب چپ سادھ لی تب اس مردِ مجاہد جسٹس نے ضیاء الحق کو مخاطب کرتے ہو ئے کہا کہ آپ نے اپنے کتنے جنرلز کی پینٹیں اتاریں ہم خود بخود اپنی پتلونیں اتار دیں گے جسٹس صمدانی کے ایسے الفاظوں نے...

Situation Analysis of Nation Building Efforts in Sri Lanka: From Early Years of Independence to Contemporary Days

Despite the smooth transition of power from the British colonists to the Sri Lankan Sinhalese in 1949, Sri Lanka inherited considerable challenges. After the culmination of the civil war, from 1983 to 2009, Sri Lanka confronted numerous obstacles in the reconstruction and rehabilitation of the country. Drawing from Birch’s model of national integration, this study attempts to examine the diverse political, economic, and social challenges facing Sri Lanka. The review shows that Sri Lanka needs critical nation building in the following areas: (i) Infrastructural development; (ii) Resettlements and rehabilitation of displaced populations; (iii) Ethnic and religious integration; (iv) Equality in political representation; (v) Educational and employment policies; (vi) Gender equality policies; and (vii) Mental health interventions for children and women. The role of international bodies, like the United Nations Human Rights Council, and neighboring countries is key to creating pressure for national integration and growth. There is fear that if national unity is not at the forefront of state and international policy for Sri Lanka, conflict and instability may arise again.

Synthesis of Cd Substituted Cu0. 5Tl0. 5 Ba2can-1 Cun-Ycdy O2n+4-Δ N=3, 4 Samples and Study of Their Superconducting Properties

(Cu0.5Tl0.5)Ba2(Can-1-xMgx)(Cun-yCdy)O2n+4-δ (n=3, 4) high Tc superconductors have been synthesized by solid state reaction method. The samples were characterized by dc- electrical resistivity, ac-magnetic susceptibility, XRD, FTIR, and dielectric measurements. The main objective of these experiments was to investigate the possible existence of electron-phonon interactions in the mechanism of high Tc superconductivity. Owing to our previous studies in which we have achieved enhanced superconductivity by doping Zn at the Cu-sites in (Cu0.5Tl0.5)Ba2(Can-1-xMgx)(Cun-yZny)O2n+4-δ superconductors, we have doped heavier Cd atoms at the Cu sites in (Cu0.5Tl0.5)Ba2(Can-1- xMgx)(Cun-yCdy)O2n+4-δ superconductors. Since Cd (4d10) and Zn (3d10) have similar ground state electronic configurations but the atomic mass of Cd is twice as that of Zn; it was expected that similar enhancement of superconductivity will be observed in Cd- doped samples if electron-phonon-interactions were not essential for mechanism of superconductivity in these compounds. The XRD of (Cu0.5Tl0.5)Ba2(Can-1-xMgx)(Cun- yCdy)O2n+4-δ samples revealed orthorhombic structure following PMMM space group along with a decrease in the c-axis length with the enhanced doping of Cd and Mg. From the resistivity measurements, a sequential suppression of the Tc(R=0) was observed with the increasing doping concentration. The ac-susceptibility measurements have shown suppression of the transition temperature from normal to superconducting state and an overall decrease in the magnitude of diamagnetism with the increasing x and y-contents. The Tc(R=0) and magnitude of diamagnetism in (Cu0.5Tl0.5)Ba2Ca3(Cu4-yCdy)O12-δ samples were improved after annealing in oxygen atmosphere. This improvement most likely arises due to the incorporation of oxygen in the charge reservoir layer which optimizes the carriers’ density in the superconducting CuO2 planes. In the FTIR absorption spectra, the apical oxygen modes are systematically changed with the increasing concentration of both the Cd and Mg which clearly indicate the incorporation of Cd and Mg in the unit cell. Fluctuation induced conductivity (FIC) analyses of the Mg- free (Cu0.5Tl0.5)Ba2Ca3(Cu4-yCdy)O12-δ samples were carried out in the neighborhood of Tc and above by applying the Aslamazov-Larkin (A-L) and the Lawrence-Doniach (L-D) models. Coherence length along the c-axis (ξc(0)), phase relaxation time (τφ), and the vii Fermi velocity of the carriers (VF), were calculated from these analyses. The 3D to 2D cross-over temperature (T3D-2D), and the temperature at which the resistivity curve starts deviation from linear behavior (T*), are shifted to lower temperatures while width of the transition region (∆Tc) is shrunken with the enhanced Cd-concentration. It is most likely that variation in the apical oxygen modes of vibration are associated with the damped harmonic oscillations of the heavier Cd-atoms (ions) in the CuO2 planes, which suppress the population of the desired phonons (required for electron-phonon interactions) from its optimum level. This reduced population of the desired phonons causes suppression in the density of the Cooper pairs which ultimately result into reducing the magnitude of superconductivity in the final compound. In the FIC analyses results, the suppression of T3D-2D, T*, and the narrowing width of the superconducting transition with the enhanced Cd-doping strongly support this argument. Further, the temperature and frequency dependent measurements of the capacitance (C) and conductance (G) were carried out in the frequency range of 10 KHz–10 MHz at various temperatures between 80 and 300K for Mg-free samples, from which the dielectric constants (ε′, ε′′) and ac-conductivity (σac) were calculated. Negative capacitance (NC) was observed for all the samples of the series. Large values of NC were observed at lower temperature and frequencies which may be attributed to the reduced thermal vibrations and higher polarizability of the material. The polarization of the samples most likely arises due to the displacement of mobile charges in the CuO2/CdO2 planes by the applied electric field relative to the static charges at Ba2+, Tl3+, and Cu2+ sites in the charge reservoir layer. But with the increasing concentration of Cd, the NC, dielectric constant and the ac-conductivity are systematically decreased at low temperatures and frequencies. The decrease in the values of ε′ and σac are most likely related to the induced anharmonic oscillations of the heavier Cd atoms in CuO2/CdO2 planes reducing the polarizability of the final compound and eventually suppresses the dielectric properties. All these studies strongly suggest that the role of electron-phonon interactions is essential for the mechanism of high Tc superconductivity in oxide superconductors.
