This study explores the impact of climate change-induced challenges on the national security of Pakistan. Specifically, it argues that climate change is a potent non-traditional security threat for Pakistan that is already facing myriad security challenges. The study seeks to explain why in spite of being low emitter of greenhouse gases (GHG), Pakistan is among the countries most vulnerable to climate change. The chief indicator of climate change is rising temperature which causes melting of glaciers and increase of evaporation affecting all living organisms and non-living things. The planet Earth faces menace of global warming as a result of climate change but poor nations are more susceptible to adverse effects because they have less resilience and coping capacity as compared to developed countries. A very large number of intergovernmental and non-governmental organizations are engaged in carrying out research, dissemination of knowledge and suggesting measures to address daunting challenge of climate change the humanity is currently faced with. This research is based on mixed methods strategy i.e. qualitative and quantitative research approaches have been combined for data collection and analysis. Barry Buzan’s sectoral approach to security and securitization theory has been deployed for analysis. The analysis of security discourses in Pakistan for the period from 2008 to 2017 suggests securitization of climate change. However, the process of securitization remains incomplete because the audience has not fully accepted the ‘securitization move’ and extraordinary measures have not been taken for adaptation and mitigation of the challenges related to climate change. The research highlights that being a developing country, caught up in the whirlwind of multiple security challenges; Pakistan lacks coping capacity for a befitting response to climate change. It proposes that the country’s resilience to challenges of climate change can be improved by synergising efforts at domestic level and through global cooperation. This research contends that the challenges arising in view of climate change should be treated as ‘high politics’ instead of routine treatment of ‘low politics’. National security policy makers and state institutions need to launch national action plan to address existential challenges climate change has posed to Pakistan. The research also suggests that assigning high priority to climate change should be manifested in implementation of policies and initiation of workable projects for mitigation and adaptation to climate change.

3۔ قوانین ِحدودوقصاص بین الاقوامی رویوں کے تناظر میں

وضعی قوانین کی جگہ شرعی قوانین بدرجہا بہتر اور قابل عمل ہیں ۔ ان میں غلطی کا احتمال بھی نہیں اور ان کا مقصد نہ صرف مجرموں کو سزا دینا ہے، بلکہ یہ مجرم اور معاشرے کی اصلاح کا ذریعہ، انسانوں کو برائیوں سے بچانا ، معاصی سے روکنا ، آمادہ اطاعت کرنا، اخلاقی اقدار کا تحفظ اور انسداد جرم کے لیے نہایت مؤثر ہیں، جب کہ وضعی قوانین میں مجرموں کو سزا دے کر صرف جرم سے روکنا مقصود ہوتا ہے، معاشرے کی اصلاح اور دوسری چیزیں مقصود نہیں ہوتیں۔ اس حوالے سے عبدالقادر عودہ شہید لکھتے ہیں
"شرعی قوانین میں سزا کا مقصد افراد کی اصلاح، اجتماعی تحفظ اور معاشرتی بہبود ہے۔ اس لیے سزا کو ان اصولوں پر قائم ہوناچاہیے جس سے یہ مقاصد حاصل ہو سکیں ۔اصول مندرجہ ذیل ہیں:
1. سزا ایسی ہو جس کی وجہ سے لوگ ارتکاب جرم سے باز رہیں ۔
2. سزا کی تحدید میں اجتماعی ضرورت اور معاشرتی مفاد کو پیشِ نظر رکھا جائے۔
3. مجرم کی تادیب کا مقصد اس سے انتقام لینا نہیں، بلکہ اس کی اصلاح ہے۔ "384

Influence of Metal Oxide Nano Materials in Brain Ischemia/ Cerebrovascular Accidents Cva

Nanomedicine covers a broad area involving the application of nanotechnology to the prevention, treatment, and diagnosis purposes. In this context strenuous attention is paid to the understanding of nanoparticle interaction to biological systems for their optimization in theragonstic efficacy. Apart from the use of nanomedicine special attention is paid to drug designing specifically for Central nervous system (CNS) in neurological disorders. Efforts are therefore invested by researchers to design CNS targeted medicine capable to permeate across the blood brain barrier. This project was designed to see the impact of various nano metal oxides (NMOs) on cellular uptake in brain ischemia/ cerebrovascular accidents. NMOs synthesized by co-precipitation route were initially characterized to analyze their properties. Various tools were used to study NMOs i.e. 14differential scanning calorimetry- thermo gravimetric analysis (DSC-TGA), X-Ray diffraction (XRD), scanning electron microscope (SEM),1transmission electron microscope (TEM), electron dispersive X-ray spectroscopy (EDXS), fourier transform infrared spectroscopy (FTIR) and ultra violet visible spectroscopy (UV/Vis). Thermal transitions and respective weight loss was observed through DSC-TGA to estimate annealing temperature. Degree of purity, crystallinity and crystallite size was determined by XRD. Structural characteristics and elemental compositions were investigated utilizing SEM, TEM and EDXS. FTIR was employed to study the presence of impurities and each NMO was identified by its characteristic vibrational modes. Bio-distribution/ toxicity analysis of NMOs towards brain cells/tissues as well as its trends towards MRI applications were studied in model rats. The specific antigen bindings to these MNOs were also studied 2individually. Histopathological findings show noxious toxic profile in kidney, liver and brain in order of severity. Moreover, immunofluorescence studies were examined on conjugations of NMOs with different immunoglobins in the brain section and perceived that had some degree of bindings with the antigens.
