Internal efficiency of schools owes itself to the proper and effective use of all inputs simultaneously. However the non-availability and /or improper use of some of the inputs do not make the internal efficiency of schools possible. It is generally believed that most of secondary schools in public sector are not internally efficient. It was one of the considerations that required a systematic research in this area, to identify what factors made the school internally inefficient and what were the weaknesses of the system that could be addressed for remedial solution. It is a descriptive study that explored the current status of efficiency in Government boys’ secondary schools in Khyber Pakhtunkhwa Province of Pakistan, with a view to identify gaps and their causes for remedial solutions. This also required the development of a framework within which the gaps, causes and suggestions for improvement are to be given. The literature review facilitated the study to find out indicators for improvement of internal efficiency and to place them under specific categories for the development of an opinionnaire/questionnaire. The following key questions were framed for this study: 1. What is the current scenario of internal efficiency of Government boys’ secondary schools in Khyber Pakhtunkhwa Province of Pakistan? 2. What are the indicators for promoting internal efficiency in Government boys’ secondary schools? 3. What are the gaps in the internal efficiency of Government boys’ secondary schools of the province that can be focused for remedial solution? 4. What implementable framework can be suggested for improving the internal efficiency of boys’ secondary schools in Khyber Pakhtunkhwa Province? The purpose of the study included a consideration of unbiased assessment of the current status of internal efficiency in boys’ secondary schools; exploring indicators on the basis of literature review and identification of gaps for development of a framework. The target population of the study was 1229 principals/heads of boys’ secondary v schools and 4201 senior school teachers in Khyber Pakhtunkhwa Province of Pakistan. The sampled population of the current study was 297 principals/ heads of Government boys’ secondary schools and 1433 senior school teachers in five districts randomly selected from five divisions of Khyber Pakhtunkhwa. (Source KP EMIS 2010-11). The sample of the study was adequate because 75 (25%) principals and 359 (25%) senior school teachers were included in the study from the five districts of Khyber Pakhtunkhwa Province of Pakistan. Stratified random sampling technique was used to ensure its representativeness. The primary source of data collection was closed-ended opinionnaire/ questionnaire, which were personally handed over to 75 principals and 359 senior school teachers of sampled boys’ Government high schools. They were also collected back in person. The secondary sources of data included a study of documents, office records and review of relevant literature. The data were quantified in terms of figures and percentages. However, qualitative data were given different treatment. They were described and discussed for drawing inferences from them. For authenticity of results appropriate statistical measures (Chi-square test) were applied. The gaps identified by the study included low allocation of financial resources to secondary education; low retention of students in schools and absence of proper check on repetition; dropouts and wastage of resources (time, men, materials and money). Moreover adequate access to secondary schools and poor quality of instruction always remained the concern of the stakeholders of education. The study also found that the internal efficiency was adversely affected by incompetent principals/heads of the schools and poorly trained and non-committed teachers. The study made a number of recommendations for promoting the internal efficiency of Government boys’ secondary schools in public sector, which included proper training of teachers and principals as well as availability of basic facilities for school improvement. These recommendations were further supplemented by a framework, which incorporated gaps, causes and suggestions for improvement.

افسوس ہے پچھلے مہینے ڈاکٹر مولوی عبدالحق نے۹۲برس کی عمر میں مری میں انتقال کیا اورکراچی میں دفن ہوئے۔وہ غالباً علی گڑھ کے سب سے پرانے طالب علم تھے جنھوں نے سرسید احمد خاں،مولانا شبلی اورمولانا حالی اوراُس زمانہ کے دوسرے اکابر علم وادب سے استفادہ کیااوراُن کی صحبتوں اورمجلسوں سے فیض پایا تھا۔وہ۱۸۷۱ء میں ضلع میرٹھ کے ایک قصبہ ہاپوڑ میں پیداہوئے۔یہاں مڈل تک تعلیم پائی، پھر علی گڑھ چلے آئے اوریہاں سے۱۸۹۴ء میں بی۔اے کاامتحان پاس کیا، اس کے بعد حیدرآباد منتقل ہوگئے جہاں اُن کی زندگی کے بہترین ایام بسرہوئے۔ ایک اسکول کے ہیڈ ماسٹر مقرر ہوئے پھر انسپکٹر آف اسکولز کے عہدے پرفائز ہوئے۔اُس سے ترقی کی تواورنگ آبادکالج کے پرنسپل بنائے گئے۔اس کے بعد مولوی وحیدالدین سلیم کاانتقال ہواتواُن کی جگہ جامعۂ عثمانیہ میں اردو کے پروفیسر مقررہوئے۔موصوف جہاں اورجس حیثیت میں رہے اپنی لیاقت و قابلیت،حسن کارگردگی اورفرض شناسی کے باعث نمایاں اور ممتازہوکررہے لیکن قدرت نے جس اصل کام کے لیے پیداکیا تھا اورجس کے باعث انھیں بڑی شہرت اورعظمت نصیب ہوئی وہ ابھی تکمیل کے لیے اُن کے واسطے چشم براہ تھا۔چنانچہ جب وہ انسپکٹر آف اسکولز تھے انہی دنوں(۱۹۱۲ء) میں انجمن ترقی اردو کے سیکرٹری منتخب ہوئے۔انجمن اب تک محمڈن ایجوکیشنل کانفرنس کی ایک شاخ کی حیثیت رکھتی تھی لیکن مولوی عبدالحق صاحب نے اس کواتنی ترقی دی کہ وہ جلد ہی ایک مستقل انجمن بن گئی اوراس کی سرگرمیوں کاحلقہ وسیع ترہوتا چلا گیا۔

Evaluation of Objectives of Population Education Integrated in School Curriculum on the Basis of Islamic Philosophy

Pakistan emerged on the map of world in 1947 as an Islamic state on the basis of two nation theory. Islam was the main binding force behind that unprecedented successful struggle. The inherent education system of Pakistan was greatly influenced by British and Indian education system. Since independence, various education policies and plans were formulated to align our education system with our philosophical foundation. During period 1983-1998, population education was integrated in school curriculum in three phases. The main objective of study was to evaluate the objectives of curricula on basis of Islamic philosophy. This study was delimited secondary school curriculum for class 1-10. The researcher used document analysis and expert review. The data obtained were tabulated, analyzed and interpreted statistically. The findings of study revealed that Population education remained a controversial area among curriculum developers.

Exploring Roles of a Subject Coordinator in a Private Secondary School Karachi, Pakistan

The study explored the roles of a subject coordinator in improving teachers' classroom practices in a private secondary school in Karachi, Pakistan. It aimed to further explore the facilitating and hindering factors in the coordinator's role. In order to conduct the study, a qualitative design through a case study approach was undertaken. The purpose of the study was to explore the processes of a subject coordinator, on how she performs her responsibilities and activities. The study was conducted with one subject coordinator, Shakila (pseudonym) and two teachers: Nina (pseudonym) and Saima (pseudonym). The data were gathered through different data collection tools like interviews (unstructured and semi-structured), observations of Shakila's practices, for example, during her classroom teaching, the planning sessions and departmental meetings Conducted on Fridays, as well as document analysis, where teachers' lesson plans, reflective journals, students' homework note books, school timetable and TORS of the coordinator were analyzed. All the interviews with the participants were tape-recorded. The interviews were then transcribed, coded, and themes were accordingly discovered. The findings of the study revealed that Shakila plays a number of roles aimed at improving teachers' classroom practices. The roles were found to be doing classroom observations, giving constructive feedback, facilitating planning and departmental meetings, monitoring students' and teachers' progress, communicating with teachers, mentoring by helping teachers in the lesson planning, helping teachers to enhance their pedagogical content knowledge and helping them in classroom management. The study further illustrates that working as a subject coordinator is not always a smooth and easy task. Rather, it has both facilitating and hindering factors for a subject coordinator in performing his/her roles effectively. The study further unveiled the factors which facilitate or help subject coordinators. The facilitating factors were found to be the subject coordinator's own quest for knowledge, school structure, Friday's sessions, support of the Aga Khan University-Institute for Educational Development (AKU-IED), support of South Education Office, and the cooperation of teachers; whereas, the hindering factors were found to be workload on subject coordinator and challenges faced by the teachers.
