Total Quality Management (TQM) is a management philosophy and practices that aims to harness the human and material resources of an organization in the most effective way to achieve the objectives of the organization. This descriptive study investigated the preparedness of public sector universities in Pakistan for ISO 9001:2008 implementation and proposed a TQM framework. The study was carried out in the backdrop of National Educational Policy 1998-2010 recommendations for implementation of ISO 9000 and Higher Education Commission (HEC) push for enhancing the quality of education. The objectives of the study were to: (a) survey the presence of effective quality assurance processes in HEIs (b) explore the problems faced by HEIs to improve the quality of education (c) explore critical success factors for TQM implementation (d) explore correlation among different management practices in HEIs (e) find out the factors influencing Customer Focus and Satisfaction (f) propose a TQM implementation framework. It studied 25 HEIs through the perceptions of 25 VCs, 25 Registrars, 25 Deans, 500 Teachers and 1500 Students regarding the quality management practices. The study focused on the core activities i.e. teaching, learning and research; and the aspects which had a direct impact on the quality of the educational product. ISO 9001 requirements were used as a survey instrument for Gauging Absence of Prerequisite (GAP) analysis for the implementation of ISO 9001. Descriptive Statistics, Correlation, Regression and ANOVA were performed to analyze the data. The findings indicated that HEIs were strong in the area of measurement, analysis and improvement but weak in resource management and their standing regarding QMS, as a whole, was above average which showed that more need to be done and improved. Customer focus and satisfaction was a dependent variable and a proxy to measure TQM level of implementation. The study revealed management commitment, internal communication, work environment, infrastructure, teaching processes and assessment processes as significant predictors of customer focus and satisfaction. Moreover, all selected TQM factors were positively correlated to one another. The study proposed a TQM implementation framework. It also revealed insufficient financial and physical resources, lack of planning and lack of quality assurance at feeding colleges as top detriments to education quality in HEIs. The study adds to academic knowledge, provides a solid foundation for future research in the area of quality assurance and offers recommendations for quality assurance in HEIs.

This research addresses Islam's view of the social ties that man creates by virtue of his living among the people or in which he borns as its member, and aims to answer several questions about the relationship of these social ties with the Islamic brotherhood bond that Islam has brought. Does Islam recognize the social ties? On which basis does Islam recognize them and why? What is their position in front of Islamic brotherhood? How does Islam invest these ties to achieve religious, psychological and social security? Are there any conditions that Islam has developed to recognize and nurture these ties? The answer to these questions comes through the Qur’ānic texts, the prophetic Hadiths and the events of the Prophet's biography, based on open and direct reference, and away from the ambiguous interpretations or weak evidences; in order to clarify this matter clearly, and to check the validity of the results of the study.

The Relationship Between Teacher Motivation and Students Acdemic Achievement at Secondary School Level

Motivation is one of the key elements considered important for the enhancement of quality of an organization.It has been considered vital for the excellence in performance of individuals as well as improved standards of output.In the field of education teacher motivation has its prime importance as the teacher is a major stake holder of this system.Motivated teacher can do more for achievement of students to achieve the set objectives in a very positive, drastic and effective way. The major aim of the study was to find out relationship between teacher motivation and students’ academic achievement at secondary school. This was a co-relational research and data was collected through survey technique.Population of study consisted of 3168 male and female secondary school teachers working in rural and urban are secondary schools located in five districts of Lahore division. Sample of the study comprised of 950 secondary school teachers which was 30% of the population. Questionnaire “Motivational Orientation to Teaching Survey” (MOT-S III) developed on five point Likert scale was used to find out motivation level of the teachers and students’ academic achievement was measured from the results of students of 9th and 10th grade in annual examination of the years 2010 and 2011 conducted by Board of Intermediate and Secondary Education (BISE).The validity and reliability of the questionnaire were ensured through experts’ opinion and pilot study respectively. The reliability of questionnaire after translation and pilot testing was 0.73.Frequencies and percentages of respondents were calculated. Person ‘r’ was used to find out the relationship. It was found that significantly positive relationship existed between teacher motivation and students’ achievement at secondary school level.Statistically significant relationship was also found between the factors of teacher motivation and students’ academic achievement.The findings of the research study elaborated that increase in motivation level of teacher enhances the students’ academic achievement as well.
