This research project is a case study of the public sector university libraries in Pakistan. This thesis investigates and documents the impact of digital technology on library and information services and resources in the public sector universities of the country. All 73 public sector universities in Pakistan have been covered. Questionnaires, interviews, observation, web analyses and documentary sources of information were the major data collection techniques. The findings of the study reveal that the implementations of emerging library technologies have positive impact on library services and resources in the public sector universities in Pakistan. It was pinpointed that inadequate funding for library automation, lack of skilled library professionals, lack of user education programs on emerging library technologies, frequent power failure are the major barriers to the implementation of latest technologies in university libraries of the country. The findings also reflect that public sector university libraries of Islamabad and Punjab are far ahead in modernization of library services and resources as compared with Sindh, Khyber Pakhtunkhwa, Balochistan and Azad Jammu and Kashmir& Northern Areas. Recommendations are given at the end. Among other things, it is suggested that separate budget for automation and digitization, recruitment of IT skilled human resources, supply of powerful generators/ UPS, provision of latest hardware and standardized library software, revision of LIS curriculum, systematic planning for modernization of university libraries, digitization of library own publications, provision of high bandwidth of internet speed connections , effective periodic training for library professionals and continuing user education on modern library trends for library users are the tools which can be used for the improvement of modern library culture in the universities of Pakistan .

Pengaruh Sistem Pengendalian Manajemen Terhadap Kinerja Pegawai

Penelitian ini bertujuan untuk mengetahui dan memperoleh data apakah sudah diterapkan sistem pengendalian manajemen dan memperoleh data capaian kinerja pegawai serta seberapa besar pengaruh sistem pengendalian manajemen terhadap kinerja pegawai pada LPP RRI Gunungsitoli. Sampel dalam penelitian ini di ambil seluruh jumlah populasi sebanyak 39 orang. Metode yang dipergunakan dalam penelitian ini adalah metode penelitian kuantitatif (Inferest), di mana data yang dikumpulkan di verifikasi, validasi, reliabilitas dan diuji hipotesisnya dengan menggunakan uji t. Pengolahan data distribusi t dengan dk = 37 dan taraf signifikan 5% diperoleh ttabel =1.687. Dengan demikian bahwa thitung > ttabel (6.384 >1.687), dengan koefisien korelasi sebesar 0,724. Hasil yang didapatkan dengan melakukan pengujian koefisien determinasi sebesar 51% pengaruh sistem pengendalian manajemen terhadap kinerja, sedangkan faktor-faktor lain yang tidak di bahas dalam penelitian ini sebesar 48%. Berdasarkan hasil pengujian hipotesis Ha di terima dan H0 di tolak, menunjukkan bahwa thitung>ttabel (6.384>1.687), sehingga dapat dikatakan ada pengaruh sistem pengendalian manajemen terhadap kinerja pegawai LPP RRI Gunungsitoli.

Causes of Delay in the Administration of Civil Justice: A Study of Lower Courts in Kp Pakistan

To ensure smooth running of all organs of state and provision of conducive environment to investment and progress timely disposition of civil cases is necessary. Despite the widespread concerns about the problem of delay in disposition of justice in civil cases, the solutions have not kept up with the growth of the problem in Pakistan. The purpose of this research was to assess quantitatively the role of different factors in such delays. The study was descriptive and hypotheses testing in nature in which quantitative research approach in the form of a survey were used. The survey was conducted in six districts of Khyber Pakhtunkhwa (KPK), Pakistan. Appropriate sample size was picked from the population consisting of lawyers, judges and litigants of these districts on the basis of Cochran formula. For data collection a specifically designed questionnaire was used which was intended to measure four main categories of causes of delay i.e. judicial causes, procedural lacunas, budgetary insufficiency, and lawyers’ related causes. Correlation, regression, one way ANOVA and two independent sample t tests were conducted for data analysis. The results of the study ranked budgetary insufficiency as the highest contributor to delay followed by procedural lacunas and Lawyers related causes while the judicial causes remained at the tail of the continuum. Despite availability of qualitative work on the subject the magnitude of role of different causes of delay was not completely understood and quantitative data was required for more accurate understanding of the issue. The results of this dissertation urges for demonstration of generosity while allocating budget for judiciary and revision of civil procedures. Moreover it also underscores the necessity of inciting sense of responsibility through seminars, workshops and other activities in lawyers to decrease the incidence of frivolous litigation.
