Pakistan is a country where the requirement of Environmental Impact Assessment was presented in 1983 by Pakistan Environmental Protection Ordinance (PEPO, 1983), but it was not efficiently implemented by the ordinance, and formally came to an effect when Pakistan Environmental Protection Act (PEPA) was passed in 1997 as a major environmental legislation. For the purpose of this study 150 environmental reports were reviewed and over 100 practitioners (consultants, NGOs, academics, lawyers, EPA personnel, environment specialists from donor agencies) were interviewed, besides closely monitoring the EIA process in the province of the Punjab. The present study includes the review of section 12 of PEPA vs actual practice in the province of Punjab Pakistan with reference to international Standards/guidelines and requirements, review of EIA Reports quality and consultants practice in Punjab, along with the Development of an outline/framework for Model EIA. The present study is based on multi-method approach involving survey, assessment checklist, and questionnaire. Despite the recent improvement in EIA implementation in Pakistan over the last few years, still there is a dire need to revise the current legislation on EIA due to difficulties and deficiencies identified in practice. The current study not only identifies and highlights the weaknesses and deficiencies that result in violation of section 12 of PEPA, but also suggest measures to revise section 12 of PEPA 1997 and its pertaining rules and regulations regarding screening, scoping public consultation, alternatives, mitigation measures and management plan to make EIA an effective decision making tool. Moreover assessment of EIA reports and consultant practice of carrying out EIA identified the wrong categorization of project, lack in identifying the scope of the project, weak consultation among stakeholders, poor quality of baseline data, missing component of project alternatives, insufficient mitigation measures, inadequate EMP and totally ignoring component of GRM, indigenous people and climate change. This pioneer study advocates the need to include, follow and implement Model EIA in execution phase of every developmental project. Referred format would result in introducing a better quality in assessment report and practice thus making EIA a powerful tool to mitigate the consequences of any proposed development projects through evaluation of the environmental and social determinants.

In Islam the system of Judiciary halds an immense importance the judiciary after faith is counted as an important obligation amongst all other obligations and is eminent and virtous amongst all outs of worships. The virue of judiciary is mentioned at hundreds of places in the Quran and in the Ahadiths. The Progression of the system of judiciary has been hard from the begning of the prophet hood, during the Rashidun ealiphale and is promulgated till tody. Before the existence of Pakistan there were many states amongst which one was the state of Kalat. Where the Baloch Government was setup in 1530 Meer Ahmed Yar Khan was elected as the Khan of Kalat. Who at the very Beginning laid the foundation of the system of judiciary? The details about this would be discussed in the article ahead. The Government of Balochs was set up in Kalat the foundation of system of judiciary here was first of all laid by Mir Ahmed Yar Khan. First of all juges were appointed in every district.

Evaluation of Nuclear Reaction Cross Sections for the Production of Radioisotopes of Yttrium for Medical Application

Evaluation of nuclear reaction cross section data was performed for the production of radionuclides of yttrium i.e. 86,87,88Y for medical applications via charhged particle induced reactions on different targets of 86.87,88Sr, 85Rb and natZr. Nuclear reaction cross sections for the production of these radionuclides were also measured experimentally via deuteron induced reaction on natural zirconium target up to 50 MeV beam energy by stack foil activation technique followed by gamma ray spectroscopy at Lawrence Berkeley National Lab, USA. A comprehensive analysis of all the experimental data obtained during actual experiment, EXFOR database and literature was done. The nuclear model calculations were performed by using nuclear model codes i.e. ALICE-IPPE, TALYS 1.6 and EMPIRE to check the reliability and consistency of experimental data. The recommended cross sections were generated based on our evaluation methodology. Yield of each radionuclide was calculated from the recommended cross sections. Medical applications of these radionuclides demand that they should be in a pure form, free from any radionuclidic impurity. So analysis of radionuclidic impurities associated with each reaction was performed based on our recommended cross sections and TALYS calculations. The recommended cross sections, yield and accompanying impurities are used for optimization of different charged particle induced reactions for the production of 86,87,88Y.
