Purpose – This study was conducted to identify factors affecting talent management in the context of Khyber Pakhtunkhwa (KPK), Pakistan their causal relationship. The study expected to facilitate policymakers and human resource managers to formulate and implement exclusive talent management strategies, in order to attract and engage talented individuals for sustainable competitive advantage. Research methodology – The study was correlational and descriptive (quantitative) in nature. The population comprised, students and Heads of Department (HoD) of medical and engineering universities charted by Government of Khyber Pakhtunkhwa a province of Pakistan and overseas Pakistani medical doctors/engineers. Total 845 questionnaires were distributed, 376 amongst students, 71 in HoD’s and 398 amongst overseas doctors/engineers. Total 670 questionnaires were received, 351 from students, 68 from HoDs and 251 from doctors/engineers. The data was analyzed using SPSS and AMOS software. The analysis comprised Descriptive Statistics, Exploratory Factors Analysis and Confirmatory Factors Analysis with Structural Equation Modelling. Research findings – Study found seven factors affecting talent management in the context of KPK, Pakistan. The most significant positive predictor was found workplace environment. However, recruitment and selection, technological advancement and talent demand & supply were also found significant positive predictors of talent management.Practical implications – This study provides systematic management process for employees’ management starting from fair and quick recruitment & selection process, provision of conducive working environment, appropriate development opportunities and remuneration & reward system. This study also provides starting point to researchers in the context of talent management. Policy level implications – To revamp education system, educational institutes launch career counseling services, ensure equal employment opportunities, also discourage discrimination of local v/s foreign qualification, encourage local and foreign investors, overcome issues such as, energy crises, unemployment, poor law and order situation, justice denied or delayed, poverty (lack of food, shelter), favoritism, broken family bonds and breakdown of civic facilities. Originality/value – The research identified factors affecting in the context of Khyber Pakhtunkhwa, Pakistan based on data collected through survey questionnaire. The findings of research study are strategically important for organizations to attract, develop, engage and beneficially utilize the talent for sustainable competitive advantage. This study provides reference for future research studies on talent management, specifically those aims to investigate the formulation and implementation of talent management strategies.

محنت میں عظمت
محنت میں عظمت سے مراد یہ ہے کہ کام کر کے ،دست و باز وکو با مقصد متحرک کر کے، قلوب و اذہان کو طمانیت بخشتے ہوئے حصولِ عظمت کی خاطر جہد مسلسل کرنا، گورا ہو، کالا ہو، پست ہو، طویل القامت ہو، دُبلا پتلا ہو یا لحیم شحیم ہو، یہودی ہو، نصرانی ہو یا ٓتش پرست، الغرض جس مسلک یامشرب سے منسلک ہواس بات کا وہ ضرور معترف ہے کہ اگر کوئی عظمت، آن اور تفوق کے سہرے کو اپنے سر پر سجانا چاہتا ہے تو وہ صرف اور صرف محنت سے ہی ایسا کر سکتا ہے۔

Classical Works on Islamic Political Order: Critical Evaluation of the Methodology of the Modern Scholars

As Muslim scholarship generally treated with the issues relating to rebellion in the manuals of creed, Western scholars and many modern Muslim scholars generally overlooked them. Moreover, when some of them focused on manuals of law-proper where the rules for regulating the conduct of hostilities during rebellion are elaborated, they pick and choose between the views of the jurists belonging to various schools presuming that jurists of various schools followed a common legal theory. The present paper after critically evaluating the methodology of these scholars concludes that every school of law represents a distinct and internally coherent legal theory and as scuh mixing the views of the various schools leads to analytical inconsistency. Hence, it suggests that scholars woking on the legality of rebellion from the perspective of Islamic law should focus on proper legal sources and should adopt a principle-based approach instead of mixing the views of the various schools which are founded on different, sometimes, conficting legal principles.

Taxonomic Studies of Two Major Genera Polygonum L. Complex and Rumex L. of Polygonaceae from Pakistan

The detailed taxonomic study of the Complex genus Polygonum L. (segregated into six genera and discussed separately in the present account) and Rumex L. of Polygonaceae has been carried during 2006-2009. Material for morphological, anatomical and palynological studies was obtained from the herbarium specimens and freshly collected material while for Amplified Fragment Length Polymorphism (AFLP) only fresh samples were used. Forty eight species belonging to seven genera, Aconogonon (Meisn.) Reichenb., Bistorta Adans., Fagopyrum Mill., Fallopia Adans., Persicaria Mill., Polygonum L. and Rumex L. were morphologically reviewed in detail, original observations being supplemented by and compared with previously published information. 6 new taxa were described first time in this account and proposed to be the new varieties. These included three varieties of Polygonum aviculare L., two varieties of Polygonum paronychioides C. A. Mey. ex Hohen and one variety of Polygonum polycnemoides Jaubert & Spach. Leaf epidermal studies have been carried out on forty seven species of the family and observations are made through traditional light microscopy. To my knowledge no such work is yet known which has dealt with comprehensive qualitative and quantitative micromorphological foliar investigations in the taxa of Polygonaceae from Pakistan. The study revealed some distinctive anatomical features on adaxial and abaxial leaf surfaces such as epidermal cells outline, single or mixed type of stomata on the single leaf surface and presence or absence of trichomes. The shape of epidermal cells is found to be variable; six different stomatal patterns have been examined, including cyclocytic, pericytic and staurocytic stomata not reported earlier for the family. Variation among glandular and non glandular trichomes is also examined. Glandular trichomes are of peltate, capitate and spheroidal type while five types of non glandular trichomes are also examined. Crystalliferous cells have been reported first time in Rumex nepalensis Spreng. Although analyzed epidermal characters have systematic value but they are likely to be stable at specific and generic level and are not much helpful in generic delimitation.Pollen morphological characters have been investigated by light microscope (LM) and scanning electron microscope (SEM). Both qualitative and quantitative characters including aperture number, pollen shape, size in polar and equatorial view, colpi length, exine and intine thickness and exine sculpturing in both LM and SEM have been observed. The characters employed, have been proved to be useful in classification of the complex genus Polygonum L. into different genera. On the basis of aperture number and exine sculpturing pattern in SEM, 14 main pollen types and 6 subtypes namely, Aconogonon type, Bistorta type, Fagopyrum type, Dumetorum type, Convolvulus type, Persicaria type (further subdivided into three subtypes), Capitata type (subdivided into three subtypes), Plebijum type, Patulum type, Cognatum type, Avicularia type, Chalepensis type, Acetosa and Dentatus type have been identified. These different pollen types are arranged in three parallel directions to establish evolutionary trends in pollen types of seven genera of the family Polygonaceae. To examine inter and intraspecific relationship among 28 accessions of 13 species belonging to four genera, AFLP (Amplified Fragment Length Polymorphism) marker system was first time used. Single primer pair was used to amplify AFLPs and fragments were separated in 6% denaturing acrylamide gels. A total of 131 fragments were analyzed. According to present results, the AFLP knowledge was found to be sufficiently susceptible to identify small level of variations and can differentiate highly interrelated genotypes.
