A descriptive study was conducted to find out the feasibility of introducing Pashto language as a medium of instruction in government primary schools of Khyber Pakhunkhwa. Pashto is a provincial language of Pakistan. Due to its importance in our daily life and particularly in education, it was felt necessary to conduct a study on its feasibility. The main objectives of the study were: (1) To get information about available human resources for adopting Pashto as a medium of instruction with regard to trained teachers, translators for text books, curriculum developers, reviewers and authors; (2) To find out the tendency of teachers, parents and students towards Pashto medium of instruction regarding teachers, students and parents literacy skills (reading, writing and speaking ability) in Pashto; teachers knowledge of the contents of various primary school subjects in Pashto; teachers’ qualification in Pashto and teachers, students and parents’ preferences for Pashto medium of instruction; (3) To find out barriers in adopting Pashto as a medium of instruction; and (4) To explore the advantages and disadvantages of adopting Pashto as a medium of instruction. A representative sample of 1200 students, 600 teachers of government primary schools and 600 parents (of government school students) was selected through cluster sampling technique from six sampled districts i.e. Swat, Malakand, Nowshera, Peshawar, Kohat and Bannu. Two research instruments i.e. questionnaires and structured interviews were used for data collection. Questionnaires for teachers and parents (based on 2 & 3 points scale) while structured interview for students (based on 2 points scale) were used as the main research tools for data collection. The two data collecting instruments (questionnaires and interviews) were pilot tested on limited size of the sample (twenty teachers, forty students and twenty parents) and was improved prior to data collection. The researcher carried out extensive visits for data collection to the sample districts. The obtained data was tabulated, analyzed and interpreted using t - test and chi - square through SPSS version 19 software. No significance of difference was found between the mean scores of the sample with respect to the use of Pashto as medium of instruction. Majority of parents opposed Pashto medium of instruction, because they were thinking about the future of their children in respect of higher education and competitive examinations. Parents also pointed out that their children will be relegated to the provincial boundaries only. It was concluded that the use of Pashto language in teaching-learning process was helpful but was not considered feasible in the light of maximum respondents opined against its use as a medium of instruction.

گذشتہ مہینے (۱۳ مارچ) کواجڑنے اور باربار بسنے والی دلّی کی ایک اور فخر روزگار شخصیت مولانا حفیظ الرحمن واصف کی شکل میں اس دنیا سے اٹھ گئی اور دلّی کی بساط علم و دین اورادب وشعر پرچھایا ہوا اندھیرا کچھ اور گہرا ہوگیا، ان کی وفات پر محدود صحافتی اورعلمی حلقوں میں اضطراب اور ہلچل کی کمزورسی کیفیت نظر آئی جو مولانا حفیظ الرحمن واصف جیسی جلیل القدر شخصیت کے ماتم کے لیے نہ صرف ناکافی بلکہ کہناچاہیے کہ ان کی رفعت شان سے حددرجہ کم تر تھی۔ وہ ان ٹمٹماتی ہوئی شمعوں میں سے ایک شمع تھے جوآزادی سے پہلے اورآزادی کے بعد کی دہلی کی تمدنی تبدیلیوں اورلسانی اورسماجی تلاطم کی نوعیت اور کیفیتوں کی عکاس تھی اوروہ خود آزادی سے پہلے اور آزادی کے بعد کے درمیان نہ صرف حدِ فاصل کی حیثیت رکھتے تھے بلکہ ان کاشمارسماجی انقلاب حال کے مشہور ماتم گساروں اور میرؔ،سوداؔ، غالبؔ ،حالیؔ اورداغؔ جیسے نوحہ خوانوں میں ہوتاتھا۔
وہ اس خانوادۂ علم وشریعت کے چشم وچراغ تھے، جس نے ۱۸۵۷ء میں اجڑنے والی دہلی کواز سر نوسجانے اور بہاروں سے آراستہ کرنے میں حصہ لیا تھااور ایک پورے تمدن کی تباہی کے بعد اس کے ملبہ سے نئی اوردلآویز عمارت تعمیر کرنے کی ہمت دکھائی تھی۔
وہ حضرت مولانا مفتی کفایت اﷲ کے فرزند دلبند اوران کی سیرت اور خصلت کے بے شمار پہلوؤں میں ان کے حقیقی وارث اور جانشین تھے۔انہوں نے آنکھ کھول کراپنے یگانہ روزگار والد کے علاوہ جن لوگوں کی آنکھیں دیکھی تھیں، اور جن کی صحبتوں سے فیض اٹھایا تھاوہ سب وہ لوگ تھے کہ اب ان کا ثانی، دہلی کی سرزمین پرشاید ہی چشم فلک کوکبھی دیکھنا نصیب ہو۔

U. S. War Against Terrorism and its Impact on Pak-U. S. Relations 2001-2008

Pakistan has been facing security threats since its independence, and looking for security assurances from external sources. Its alignment policy with the U.S. has been primarily based on its heightened sense of insecurity at different times. This sense of insecurity and the U.S. need for allies brought the two countries together during the Cold War. Military collaboration has been an important component of this alliance. Since then, the U.S.-Pakistan security relationship has been a roller coaster ride with periodic highs and lows at both ends. This relationship has been based on periods of friendship as well as mutual distrust. Pakistan and the U.S. developed new security strategies in the region to face the growing threat from Afghanistan in the 1980s and after 2001. American economic aid and the arms sales packages were meant to meet Pakistan’s security needs during the Cold War and the Afghanistan Jihad. This was also meant to promote U.S. interests in the region. The U.S. has enforced a reactive policy towards Pakistan by relating aid to other requirements, such as nuclear nonproliferation, strengthening of democratic institutions and to fight terrorism. After September 11, 2001, Pakistan and the U.S. once again formed a security partnership. Pakistan by virtue of its geopolitical environment became a natural and frontline ally in the U.S led global War on Terror. However, Pakistan’s role in this war is a complex phenomenon in terms of its implications. Though, Pakistan was an isolated country prior to 9/11 due to nuclear sanctions, military takeover by General Musharraf, and close ties with the Taliban regime in Afghanistan. Pakistan once again became a U.S. ally to fight terrorism. This new relationship brought new opportunities and challenges for the two allies. While the War on Terrorism has made Pakistan to pay a heavy price, it has managed to build a sustainable 10 relationship with the U.S. However, the future remains uncertain pertaining to the conclusions of the War on Terror, and future developments in Afghanistan. This dissertation analyzes the deciding factors in the Pakistan-U.S. relationship in the post 9/11 era. While the main focus remains on the complex dynamics of the relations, and Pakistan’s role in the War on Terror is highlighted.
