Human Resource Management has many functions. Human Resource Development is just one of the functions within Human Resource Management. Human Resource Development is the frameworks for helping employees develop their personal skills, knowledge and abilities. Human Resource Development is a set of planned and systematic activities designed by an organization or Human Resource Department to provide its employees with the necessary skills to meet current and future demands of organization and society. This study was aimed to assess the deficiencies in in-service training contents/design for Teachers at primary and secondary level in Punjab. Main objectives of the study were: (1) To investigate the present in-service training practices in Punjab; (2) To explore the deficiencies in in-service training contents/design; (3) To investigate whether skills for modern teachers were inculcated in the training; (4) To investigate that presentation skills of teachers were main focus of training. The population of the study consisted of all Trainers and Trainees (Teachers) at Elementary and Secondary level in Punjab. The sample of the study consisted of 665 Trainer and Trainee and for Supplementary Questionnaire the sample consisted of 621 Trainer and Trainee. Questionnaires were used for data collection. Two separate questionnaires were prepared for Trainers and Trainees. A Supplementary questionnaire was also prepared to address the remaining questions about Technology, Multi grade teaching, and Disaster management. Questionnaires were personally administered to the respondents. Data collected through the above-mentioned research instruments, were tabulated, analyzed and discussed category wise as Trainers and Trainee. All questions were developed on three points scale. xix The weight-age was given as (1) Mostly (2) To Some Extent (3) Not at All. For Statistical treatment chi- square was applied. It was not possible for the researcher to collect data from whole Punjab, hence the study as delimited to (1) Rawalpindi Division: Data Was collected from two Districts, Attock and Rawalpindi (2) Gujranwala Division: Data was collected from District Gujranwala This study is beneficial for trainers, trainees as well as Govt. of Pakistan Education Sector. Most of the findings of the study shows satisfactory results, hence many areas were found neglected which needs attention and needs to be addressed properly.

The Third Party Involvement in Resolving River Water Disputes between Pakistan and India

Water and related issues are gaining importance in the present world politics. It is believed that water would be the source of some major future conflicts in many regions including South Asia. Water distribution between Pakistan and India has become a serious political issue since independence. The problem has its roots in the partition of the Indian Subcontinent in 1947. Although the issue was resolved amicably by the two states in 1960 and a treaty was signed, even then number of other issues developed after the treaty. One of the important aspects of the settlement route was the Indian refusal and Pakistan’s insistence on the presence and participation of any third neutral party. Despite the Indian policy of bilateralism on many regional issues, water disputes and resolution remained a classical example of multilateralism, where at least on four major occasions the settlements were reached with the involvement of a third neutral party.

Mapping Simulated Bt Cotton Productivity in Punjab under Changing Climate Scenarios Using Modelling and Gis Tools

Cotton is very important cash crop of Pakistan and its yield and fiber quality is directly affected by future changing climate. Two-year experiment was conducted at Faisalabad, Sahiwal and Multan during summer season of 2014 and 2015 to estimate crop yield under changing climate scenarios and develop cotton productivity maps using modeling and GIS. The treatments were comprised of two sowing dates (1st May and 1st June), three cotton cultivars (FH-114, FH-142 and MNH-886) and three nitrogen rates (150, 200 and 250 kg ha-1). Experiment was planned in randomized complete block design with split-split plot. Statistical analysis of agronomic data collected from two-year experiment confirmed that cultivars FH-142 and MNH-886 sown with 200 kg N ha-1 on 1st May performed well under Faisalabad, Sahiwal and Multan. Crop model Decision Support System for Agro-Technology Transfer (DSSAT) simulated crop phenology, seasonal crop biomass, leaf area dynamics and seed cotton yield. The observed data was used for calibration and evaluation of CROPGRO-Cotton Model. Model calibrated well with the best treatment (1st May sown crop with 200 kg N ha-1) having Root Mean Square Error (RMSE) of 0.81 day, 407.28 kg ha-1, 448.40 kg ha-1, 0.23, 0 day for anthesis days, total dry matter, seed cotton yield, leaf area index and maturity days for cultivar FH-142, respectively. Simulation results from seasonal analysis depicted that under future climate, 16%, 34% and 45% yield loss at Faisalabad; 23%, 34% and 36% yield reduction at Sahiwal and 20%, 32% and 35% decrease in yield at Multan till end of early, mid and late century, respectively. Strategy analysis showed that timely sown cotton cultivar FH-142 at Faisalabad and Sahiwal and MNH-886 at Multan in month of May with 200 kg N ha-1 can be viable option to get maximum yield. Geographic Information System (GIS) maps of cotton productivity were generated by running model in R script with two methods. Spatial analysis with Weather generator showed that cotton yield will reduce in future all over Punjab and Dera Gazi Khan, Mianwali and Khushab districts have potential of higher seed cotton yield under 2°C rise in temperature in future. GIS maps with Metamodel showed similar results along with Sahiwal, Okara and Pakpatthan as potential districts for future cotton in Punjab. Crop Model and Geospatial maps based on simulation can be helpful tools to predict crop yield under future climate to develop site-specific adaptation strategies by adjustment of sowing dates and fertilizer with better management practices for different genotypes.
