Obviously pollution hampers badly to prosper and develop the economy of any nation. This thesis explores the applications of existing laws to control marine pollution specifically in Karachi Harbour/its adjoining & generally in the coastal areas of the country and the difficulties faced in application of existing laws of marine pollution as well as Land Based Sources of Marine Pollution in national waters. Environmental degradation of Karachi & its coastal area is a long standing issue and pollution created by a number of sources is the major contributing factor. It identifies the sources and effects of LBSMP in addition to the problems and associated issues in controlling marine pollution. Amongst all, the deteriorating environment at Karachi Harbour warrants immediate corrective actions in order to curtail further destruction by this menace. Many steps both at Governmental as well as at private level have been taken however, improvement is much awaited that there is no shortage of laws on the pollution control but accomplishment of the same by all concerned agencies and cooperation by public in true letter and spirit is a dream. The prevailing environment cannot be improved without enforcement of existing laws in their true perspective by removing all obstacles and difficulties with creating strong political will, a dire need of time. While investigating major issues of Karachi Harbour & its surrounding coastal areas has been studied critically to found actual facts and figures on pollution related activities/problems causing environmental degradation. A close analysis of the existing laws and many conventions/ has been carried out for correct understanding as non-implementation of laws is held responsible of current alarming situation. It is envisaged that performance based regulation is best suited for the purpose of regulating marine pollution. As per the Global findings 80% of marine pollution instigates from land-based sources and it is naturally trans-boundaries. Many legal and policy based initiatives at international level have been taken to incorporate and to manage the principles to establish international regimes to control the environment of marine as of Land Based Sources of Marine Pollution. However, they have yet not been implemented. This analysis gives an unambiguous and broad picture for correct understanding of the major issues related to the Marine Pollution in Karachi Harbour & its adjoining coastal areas and implementation of existing laws for its mitigation in a true letter and spirit as merits.

پروفیسر محمد نعیم الرحمن مرحوم ریڈر شعبۂ عربی و فارسی الہ آباد یونیورسٹی کی وفات علمی حلقہ کا بڑا المناک سانحہ ہے، مرحوم مشہور مصنف و مترجم مولوی خلیل الرحمن صاحب مرحوم صاحب اندلسیات کے خلف الصدق اور خود ممتاز صاحب علم اور علم و فن کے خدمت گزار تھے، عربی، فارسی اور انگریزی کے علاوہ فرنچ اور عبرانی سے بھی واقف تھے، عربی زبان سے ان کا تعلق محض درس و تعلیم تک محدود نہ تھا، بلکہ ان کو اس کا ذوق اور ان میں اس کی خدمت کا جذبہ تھا، انجمن عربی صوبہ متحدہ کے معتمد اور اس کے سرگرم کارکن تھے، انھوں نے الہ آباد یونیورسٹی میں عربی کی اہمیت اور مسلمان طالب علموں میں اس کا ذوق قائم رکھا، بہت سے علمی اور تعلیمی اداروں کے رکن اور ممبر تھے، تصنیف و تالیف سے بھی ذوق تھا، متعدد کتابوں کے مصنف، مترجم اور مرتب تھے، عربی و فارسی کی بہت سی درسی کتابیں لکھیں، ان کی قلمی یادگاروں میں مورخ عبدالواحد مراکشی تمیمی کی ’’المعجب فی تخلیص اخبار المغرب‘‘ کا اردو ترجمہ خلافت موحدین خصوصیت کے ساتھ لائق ذکر ہے، مرحوم کی عمر پچپن چھپن سال سے زیادہ نہ تھی اور صحت ایسی تھی کہ مشکل سے پینتالیس سال کے معلوم ہوتے تھے، چند مہینے بیمار رہ کر، ۲۷؍ فروری کو انتقال کیا، اﷲ تعالیٰ اس خادم علم کو نعیم جنت سے سرفراز فرمائے۔ (شاہ معین الدین ندوی،اپریل ۱۹۵۰ء)

 

مشكلات التمويل بالمرابحة من وجهة نظر العملاء (دراسة ميدانية على عينة من عملاء المصارف المتمولين بالمرابحة بمدينة الأبيض)

هدفت الدراسة إلى التعرف على المشكلات التي تواجه عملاء المصارف عند طلب التمويل بالمرابحة، واقتراح الحلول اللازمة لمعالجة هذه المشكلات حتى تتحقق الاستفادة الكاملة من فرص التمويل بالمرابحة، وقد أظهرت نتائج الدراسة أن من المشكلات التي تواجه العملاء عند طلب التمويل بالمرابحة تتمثل في: تحديد البنك المركزي لمجالات محددة للتمويل بالمرابحة وعدم السماح لبعض المجالات الأمر الذي يؤدي إلى حرمان بعض العملاء من الاستفادة من هذا التمويل، وأن السقوفات التي يضعها البنك المركزي للتمويل بالمرابحة ولا يسمح بتجاوزها لا تتناسب والطموحات الاستثمارية لبعض العملاء، وأوصت الدراسة بضرورة سماح البنك المركزي للمصارف بالتوسع في مجالات التمويل بالمرابحة، والسماح بزيادة سقوفات التمويل بالمرابحة حتى تتحقق الاستفادة الكاملة من هذا التمويل. الكلمات المفتاحية: المرابحة، مشكلات التمويل بالمرابحة. المصارف

Resource Aware Process Migration in Wireless Sensor Networks

This thesis presents a novel architecture for native process migration (PM) in wireless sensors networks (WSN) without the use of virtual execution environment. Resources in WSN are scarce, therefore creating a virtual execution environment for processes so that they can be migrated, put an extra burden on already constrained resources. The proposed architecture for process migration allows live native processes to be migrated during execution. The process migration architecture takes migration decisions by continuously monitoring resources including remaining battery life and free memory space on a node. The architecture is suitable for networks with fewer expensive sensor nodes as it allows for better utilization of network resources. Transferring a live executing process helps in meeting processing demands dynamically, improves fault tolerance and resource utilization, and allows easier network management in WSN. The proposed architecture supports resourcing monitoring, request broadcasting and response collection, target node selection, process code and state transfer, and restoration of native process at the target node. Implementation of proposed architecture has been successfully tested on COOJA simulator and a test-bed of TelosB motes. The final implementation has been compared to agent based systems and virtual machine architectures. It shows a remarkable improvement in runtime energy efficiency and executable code size.
