This study examines the effectiveness of Basel Accord regulations on the banking sector of Pakistan. Pakistani banking sector has undergone a lot of changes and it has witnessed a remarkable growth from 1998 to 2015. Incidentally this is the time period when Pakistan started implementing Basel regulations. Since one objective of these Basel regulations was to reduce risk of the banks and enhance the efficiency of banks so the purpose of this study is to find the impact of Basel capital regulations on the risk taking and efficiency of Pakistani banks. The fact that banks are obligated to implement Basel also raises questions on how regulation affects efficiency and risk taking behavior of the banks, and how this effect has changed over time. By taking various proxies and using secondary data collected from balance sheet and income statements of banks listed in Pakistan Stock Exchange during 1998 to 2015 the present study empirically investigates the impact of bank capital regulation on bank risk and bank efficiency from beginning of Basel regulation in 1998 to 2015 in Pakistan. Moreover this study also quantifies the effect of different Basel accords on the banking sector of Pakistan. By employing the Generalized Method of Moments (GMM), results of this study highlights that Basel capital regulations have reduced the bank risks taking, however the effect of capital regulation of Basel I and II on bank risk taken is not same. Though capital adequacy ratio for Basel I and II is same, however Basel II is more successful than Basel I in curbing the risk taking behavior of banks, thus highlighting the effectiveness of Basel II in reducing risks than Basel I. As far as the impact of capital regulation on the bank efficiency is concerned, it reduces the bank efficiency. However banks have seen their efficiency reduced more in Basel II, while Basel I impact on the cost efficiency of banks is negligible. Furthermore this study also analyzes the effect of other regulatory, firm specific and macroeconomic factors on the relationship between capital, risk and efficiency in the commercial banks of Pakistan. The findings of this study are beneficial for policy maker like State Bank of Pakistan (SBP) and management of banks to assess the consequences of implementation of Basel regulations in terms of risk reduction and efficiency enhancement. The results of this study are significant as they facilitate (SBP) to assess whether banks in Pakistan are following Basel regulation in its true Letter and Spirit. The findings of this study are helpful to SBP in formulating and enforcing suitable policies and strategies regarding risk management and improvement of the efficiency of Pakistani banks for the betterment of the banking industry in particular and stability of financial system in general.

West generally blames the Muslim world on the grounds that it does not accede to freedom of expression. But in fact, Islam gave the right of freedom of expression for the first time in history. In Rome before Islam was introduced, the rulers used to enslave the masses. Greek ministers, Roman Catholic pastorates, Spanish Inquisitions and the ministerial experts used to rebuff the individuals who used to articulate unapproved religious perspectives. The British Parliament passed a Bill of Rights in 1689. This bill proclaimed the right to speak freely. It returned amid the French Revolution of 1789 which declared speaking freely as a natural right of each person. As indicated by Holy Quran there might be no impulse in acknowledgment of the religion which is also proved from Sunnah and through the actions of the companions of Prophet Muhammad (PBUH). Blasphemy law is a law related to blasphemy, or irreverence toward holy prophets, or beliefs or religious traditions. In the provisions of Article 18 and 19 of the U.N. Charter, no limitations were made for expression which has left the room open for the defamation on name of freedom of speech. According to Islam, maintaining the honor and respect of all people is essential for regional, national and universal peace. Any articulation which abuses peace, honor and pride of any individual, race, religious gathering or any minority assembly as a rule and so forth cannot be incorporated into the meaning of flexibility of articulation or freedom of speech.

Meeting the Needs of Students With Learning Difficulties: A Case Study

Children who experience learning difficulties and achieve below what is expected, are found in every school. These students tend to be referred to by teachers as 'slow', 'weak', 'unintelligent' or similar labels that connote low intelligence. However, most schools in Kenya and Pakistan are hardly aware of the existence of these students and know little about how to identify and cater to their needs. This study looked at how a private school in Pakistan identified and responded to the needs of its students, who experience difficulty in learning through an initiative that they referred to as the 'slow learners' programme'. The study found that the response grew out of pressure on the teachers from the parents, and the need for accountability to the head of the school and the administration rather than from a deep seated concern for the students. It reports how the teachers characterised the students and labelled them as 'slow learners'. It found that prior to the intervention, teachers' viewed these students as creating problems for them, as well as the cause of their own learning difficulties. As teachers got to know the students' and their backgrounds better, they found that the students were not 'slow' as previously thought, but that there were factors which 'slowed' them down. This revelation brought a shift in the teachers' attitudes from viewing the child as a problem, to viewing their environment as a problem. Data from the study draws implications for the school and offers recommendations to teacher training and development institutions. This is done to begin raising awareness of diverse learning needs, through courses that enable teachers to identify students with learning difficulties and adapt their methods and resources to meet the needs of these students.
