The effectiveness of fiscal policy for economic activities has long been a subject on the applied research agenda and theoretical front for policy makers and academicians since the emergence of macro-economics. Over the years, developing economies failed to finance their public spending through collected revenues. This dissertation is focused to explore the four different facets of fiscal policy for a developing economy, Pakistan. Firstly, tax to GDP ratio of country is not sufficient to meet the public spending for welfare of society and improvement of human resource. Comprehending the importance to increase the tax revenues for economy, the determinants of tax morale in Pakistan are explored, acquiring data from the World Values Survey for the wave of 2010-2014. The estimation is carried out by using weighted ordered probit model that is a more appropriate technique to estimate such type of data. The estimated results demonstrate that confidence in parliament, confidence in civil services and confidence in government affect the tax morale positively and significantly. Moreover, religiosity has impact on people’s behavior and it may be a restriction in the way of tax evasion. The estimated results reveal that population having age of 30-49 years have higher level of tax morale contrary to other groups. It is also disclosed that Pakistani women and married people have higher level of tax morale as compared with man and unmarried people respectively. Institutions play a vital role to explain the varying economic performance across the nations and the impact of fiscal policy to improve institutional quality is still an explored dimension in literature. To find the impact of fiscal policy on institutions, annual time series data covering the time span from 1984-2015 was used and ARDL technique was applied. A new index for twelve institutional indicators taken from International Country Risk Guide was constructed by Principal Component Analysis. The estimated results draw attention that government spending 11 are contributing to improve the quality of institutions at little extent while education and equitable income distribution are also promoting the institutional quality in the country. The impact of institutions and fiscal policy on economic growth is examined using the data from 1984-2015 by applying the ARDL technique. The estimated results signify that government spending and institutions have momentous impact on economic growth of the country. In the same way, education and private investment are boosting the economic growth while trade openness has not significant impact on growth. Finally, the growth maximizing level of government spending for different categories like current expenditure, development expenditures, defense expenditures and overall government expenditures is determined. The data for this section consists of annual time series data for the period of 1984-2015. The Scully Model is used to estimate the optimal level of different categories of government spending that augment real economic growth. The empirical results illustrate that optimal sizes of government expenditures, current expenditures, development expenditures and defense expenditures are 20.66%, 13.18%, 6.75% and 3% of GDP respectively. It is suggested that government has to take serious steps to restore the confidence of people on public institutions to improve the tax morale, which will enhance the tax to GDP ratio of the country. The collected revenues should be spending on welfare oriented projects and free from resource crunch in form of corruption. It will improve the quality of institutions along with boosting economic growth. To attain the potential economic growth, government should have to rethink about different categories of public spending because the estimated optimal points of spending are different from existing trend of expenditures by the government.

اردو کے یہ منفرد روایت شکن، ترقی پسند شاعر یکم اگست 1910ء میں علی پور چٹھہ، ضلع گوجرانوالہ میں پیدا ہوئے۔ ان کا اصل نام راجا نذر محمد تھا۔ اور تاریخی نام " خضر" تھا۔ آج اردو ادب کی جدید تاریخ ن م راشد کے ذکر کے بغیرنا مکمل ہے۔ وہ جدید شاعری میں آزاد نظم کے بانی، علامت نگاری کی تحریک، نفی دانش کے اولین مشعل بردار ہیں۔
پہلا مجموعہ کلام:
اردو شاعری کو روایتی تنگنائے سے نکال کر بین الاقوامی دھارے میں شامل کرنے کا سہرا ن م راشد اور میرا جی کے سر جاتا ہے۔ 1942ء میں ن م راشد کا پہلا مجموعہ ’ماورا‘ شائع ہوا جو نہ صرف اردو آزاد نظم کا پہلا مجموعہ ہے بلکہ یہ جدید شاعری کی پہلی کتاب بھی ہے۔ ماورا سے اردو شاعری میں انقلاب بپا ہو گیا،اور یہ انقلاب صرف صنفِ سخن یعنی آزاد نظم کی حد تک نہیں تھا، کیوں کہ تصدق حسین خالد پہلے ہی آزاد نظمیں لکھ چکے تھے، لیکن راشد نے اسلوب، موضوعات اور پیش کش کی سطح پر بھی اجتہاد کیا۔
فیض اور راشد:
ن م راشد کا تقابل اکثر فیض احمد فیض کے ساتھ کیا جاتا ہے، لیکن صاف ظاہر ہے کہ نہ صرف فیض کے موضوعات محدود ہیں بلکہ ان کی فکر کا دائرہ بھی راشد کے مقابلے پر تنگ ہے۔ ساقی فاروقی بیان کرتے ہیں :
" فیض نے خود اعتراف کیا تھا کہ وہ راشد کی طرح نظمیں نہیں لکھ سکتے کیوں کہ راشد کا ذہن ان سے کہیں بڑا ہے۔"

اسلامی فوجداریت کا ضابطۂ قرائن

Qara’in - usually translated as circumstantial evidence - is a derived form of Arabic word " " قر ن which literally means a fact associated or accompanied with an event or circumstances. But when an event or circumstances discloses such associated or accompanied fact then such a fact becomes circumstantial evidence. Both proto-juristic and modern legal terms held circumstantial evidence for an evidence which is offered to prove certain attendant circumstances from which the existence of the fact at issue may be inferred. In Islamic Law, majority of jurists do not endorse Qara’in as an authoritative evidence, particularly, in offences leading to corporal punishments. On the other side, Ibn Farhun from Malikites and Ibn Qayyem from Hanbalites terms it equal to the direct evidence of Iqrar and Shahadah. It is not very strange that Dr. Anwarullah, a prominent Muslim scholar and Prof. Robert Preach are of the opinion that circumstantial evidence is, after all, more authentic even than the aforesaid two evidences. Herbert Broom- a western legal expert- also says that certain hidden facts can be deducted from the mode of a relevant act or to some extent it is modus operandi which gives birth to a circumstantial evidence. In this shortened article the juristic opinion of some early and contemporary legal experts has been discussed as to judge the legal mode and authenticity of circumstantial evidence.

Biodiversity in Pears Pyrus Spp. : Characterization and Conservation of Germplasm from Azad Jammu and Kashmir

A survey of five pear growing districts of Azad Jammu and Kashmir i.e. Rawalakot, Bagh, Muzaffarabad, Sudhnoti and Kotli was conducted during the year 2003 and 60 accessions of distinct characters of horticultural importance were selected from 48 sites of these districts for characterization. For each accession, passport data were collected with the help of Pyrus descriptor as developed by International Board of Plant Genetic Resources. During the next two years (2004 and 2005), all the selected accessions were visited thrice each year at the time of flowering, fruit setting and fruit maturity. Data were recorded on growth habit of plants, incidence of diseases (fire blight and apple scab), precocity, intensity of flowering, fruit setting, productivity, time of ripening, fruit shape and fruit colour. Leaves and fruit of these accessions were also collected and leaf area, fruit size and fruit weight were measured. Ripe fruit were evaluated for organoleptic parameters, nutritional value (TSS, total sugars and vitamin C content) and postharvest life at ordinary room temperature (26 ± 2 oC). The accessions differed for these parameters; however, the accessions with the same local name had almost similar characteristics. All the accessions locally called as Frashishi and Desi nashpati had the excellent fruit quality and can be exploited for commercial production in the area. Most of the other accessions, also had good fruit quality except few (locally called as Btangi, Btung, Raj btung and Pathar nakh), which are mostly used as rootstocks in the area. The accessions were characterized by using protein markers based on bio-chemical analysis (SDS-PAGE). The accessions differed in number of bands which ranged from 12- 20. According to the banding pattern the accessions were divided into the various groups and sub-groups showing similarities and differences among them. Out of sixty local xxaccessions, fifty six accessions along with eight varieties (used as reference control) were also characterized using DNA based SSR markers to assess genetic diversity and relationship among them. Nine out of 12 primers revealed clear and reproducible amplification banding pattern in 41 genotypes (33 accessions and 8 control varieties). Cluster analysis based on UPGMA dendrogram, grouped the genotypes into clusters sub- clusters and groups on the basis of relatedness and variability. Most of the accessions were absolutely homogenous and were classified into two homogenous groups, despite the fact that these accessions differed in there morphological and physico-chemical traits. Attempts were also made to preserve the local pear germplasm through in vivo and in vitro methods. For in vivo preservation, a nursery was established and nine pear genotypes i.e. Khurolli, Bagugisha, Pathar nakh, Desi nakh, Kotharnul, Desi nash, Frashishi, Kashmiri nakh and Raj btung were propagated through whip grafting on Btangi seedlings. The genotypes differed for growth parameters. Apical shoots of nine pear genotypes (already mentioned above except Desi nash but including Btangi) were preserved in vitro under minimal growth conditions using low temperature treatments, modification in medium strength and adding mannitol in the basal medium and also by reducing the concentration of BAP and using growth retardants for different storage periods i.e. 3, 6, 9 and 12 months. The genotype differed significantly for survival and regeneration percentages. Storage at 5 °C, MS medium containing 2.5% mannitol and MS medium with reduced concentration of BAP (0.50 mg l -1 ) were found significantly better as compared to other treatments. Storage for the minimum period (3 months) was better than other storage periods as assessed on the basis of survival and regenerability of the cultures.
