Pakistan after 11thSeptember, 2001 changed its policy of supporting Taliban Government in Afghanistan and joined US led Global War on Terror. US military action in Afghanistan started in October 2001; this operation pushed the militants and operatives of Al-Qaida from Afghanistan into Pakistan’s Tribal Areas. Thus, turning it into a safe sanctuary for foreign militants and also provided base for Al-Qaeda and Afghan Taliban, these militants used the porous Pak-Afghan border to attack US and Western forces in Afghanistan. Though Pakistan became a close ally of US and its allies in GWOT in Afghanistan and was given the status of a “major non-NATO ally” for its important role in supporting US forces to get hold of Al-Qaida and its supporters. However, Afghan government (established in 2001 in Bonn Conference), Western and international community began to blame Pakistan for allowing and supporting militant groups and for encouraging cross-border attacks. This mistrust ruined Pakistan’s relations with Afghanistan. India subsequently took advantage of situation and became a major actor in Afghanistan through investing and rebuilding projects and started growing its economic and political influence in Afghanistan. Pakistan’s post 9/11 Afghan policy designed to protect Pakistan from any external threat perception and supported Afghanistan politically, financially and hosted millions of Afghan refugees but despite these efforts distrust between both the neighbours, Pakistan and Afghanistan and excessive Indian presence in Afghanistan was a major strategic defeat for Pakistan. It gave rise to security threat perception of Pakistan in its neighbour hood which it always wanted to counter. The flaws in Pakistan’s Policies in responding to the militancy post 9/11 are its entire dependence on the hard options and neglecting peace inside the state. This thesis develops its argument for the appropriate approach to the regional and internal security of Pakistan. This Thesis also shows to embrace the solutions for eliminating the root cause of militancy and extremism on which terrorism feeds and grows.

آہ مولانا ابوالمحاسن محمد سجاد بہاری!
پچھلے دونوں ہندوستان نے اس خبر وحشت اثر کو نہایت رنج واندوہ سے سُنا کہ مولانا ابوالمحاسن سید محمد سجاد بہاری چندروز کی علالت کے بعد اس دنیائے فانی سے رخصت فرماگئے۔خبر چونکہ بالکل غیر متوقع طورپر ملی تھی اس لیے فرط حزن والم نے حیرت کی صورت اختیار کرلی۔ یعنی ہم یہ جانتے ہیں کہ ہماری بزم علم وعمل کاکوئی لعل شب چراغ گم ہوگیا ہے، لیکن اس احساس کے باوجود تحیر کی فراوانی ہم کو رخصت گریہ اورفرصت نوحہ بھی نہیں دیتی۔
مولانا ابوالمحاسن محامدِ اخلاق اورمحاسن فضائل کے جامع تھے۔فکر ونظر،علم و عمل، محنت ودیانت،تفقہ وتدبر،ایثار وجفاکشی،خلوص وﷲیت۔ان سب اوصاف کے بیک وقت جمع ہونے نے اُن کی ذات کوایسا گلدستۂ خوبی بنادیا تھا کہ وہ’’ای تو مجموعۂ خوبی بچہ نامت خوانم‘‘کا مصداق بن گئے تھے اوراُن پر’’ابوالمحاسن‘‘کی کنیت واقعی طورپر صادق آتی تھی۔ہندوستان میں کوئی قومی اورمذہبی تحریک ایسی نہیں ہے جس میں مولانا نے پورے جوش وخروش کے ساتھ حصہ نہ لیا ہو اوراس میدان میں اپنے ساتھیوں سے پیش پیش نہ رہے ہوں۔سب سے بڑی خوبی یہ تھی کہ اُن کادماغ نہایت دقیقہ رس اور معاملہ فہم تھا۔وہ موضوع فکر کے ایک ایک پہلو پربڑی سنجیدگی اورعالی ہمتی کے ساتھ غوروخوض کرتے تھے،اوراُس میں ایسی ایسی باریکیاں پید اکرتے تھے کہ لوگ حیران رہ جاتے تھے۔وہ عملاً بڑے جری اوربہادر تھے لیکن اُن کادماغ انتہائی جوش وخروش کے عالم میں بھی کبھی مغلوب نہیں ہوتاتھا۔جذبات کی گرمی کے ساتھ وہ ہر معاملہ پرٹھنڈے دل سے غور کرتے تھے۔حق یہ ہے کہ جماعت علما ہند میں وہ اپنی گوناگوں خصوصیات کے لحاظ سے گوہر یکتا تھے۔بقول کسی کے وہ ہرشخص کی قائم مقامی کرسکتے تھے لیکن اُن کی قائم مقامی کوئی نہیں کرسکتا۔فواحسر تاکہ ہماری انجمن کایہ گل سرسبدآج خزاں دیدۂ اجل ہوکرآغوش لحد میں آسودۂ...

Comparative Analysis of Mphil/Phd Education Programs in Public and Private Sector Universities in Khyber Pakhtunkhwa Pakistan

The study was descriptive in nature dealt with comparative analysis of MPhil/PhD Education Programmes in Public & Private Sector Universities of Khyber Pakhtunkhwa (KP), Pakistan. The population of the study was all twenty five (25) recognized universities of KP province at present. The sample was purposively selected from both sectors universities and the reason was that all universities did not have MPhil/PhD programmes in Education. Total Six (06) Universities (03 from public and 03 from private sectors) were the sample of the study. The research objectives were: (1) to make a comparative analysis of MPhil/ PhD Education programmes of selected universities in KP in terms of input process and output. (2) To explore the weaknesses and strengths of MPhil/ PhD Education programmes & (3) to make viable recommendations for improvement and strengthening of the MPhil/PhD programmes of these universities. The study intended to find out the answers to these research questions: (1) what are the current practices in both public and private sector universities in MPhil/PhD Education programmes? (2) What are the strengths and weaknesses in MPhil/PhD Education programmes in sampled universities? & (3) what recommendations the study can make for the improvement of these programmes? Tools used for data collection were questionnaires and interviews. Questionnaires were used for academicians and research scholars, while interviews were conducted from the Chairman Department of Education, Controller of Examinations and Registrars of the sampled universities. The major findings were: that all the sampled universities have all the basic requirements, human resources and other required facilities for MPhil/PhD Programmes as per Higher Education Commission guidelines. The administration of all sampled universities did not take required interest in conducting seminars, workshops and conferences to develop research culture and skills of the research scholars. The problems of internal politics and grouping in both sectors universities were visible which resulted in delaying of approval of synopses from the boards of research committee. Teachers did not work properly on different aspects of research and report writing in the class for improving the quality of research. The study concluded that Public sector universities were performing slightly better than private sector universities in terms of appointment; staff promotion; staff facilities; provision of financial assistance; relations with HEC, provision of scholarships to scholars and faculty, and College affiliation. A significant difference among these universities in terms of research was noted. The research supervision process was quick and fast in private sector universities as compared to public sector universities. The study recommended that: Private universities research scholars should be provided HEC scholarships for encouragements. The curriculum at MPhil and PhD levels should be upgraded and may be made compatible to the developed countries. Research related workshops and seminars should be conducted on regular basis. Promotion of faculty members may be made on the basis of research publication and research supervisions. The teaching learning environment at universities level may be made students friendly. The universities administrative and teaching staff may be made free from malpractices, nepotisms and favoritisms. Staff hiring may be made transparent.
