Public sector organizations operate in complex and compelling social, political and economic environment. Need and call for public organizations to become more citizen-focused and entrepreneurial are common. The demand to work in a more business-like and innovative manner, are burgeoning for public organizations. Planned efforts to change organization need to be implemented in public organizations like in private sector. The advancement of organization development (OD) literature on public sector will help public organizations to become efficient and high performing. The existing limited OD applications and interventions in public sector call for theestablishment of a new field of public organization development (POD). OD scholars and practitioners also believe that further research on OD initiatives relevant to thepublic sector is the urgent need to make them efficient, entrepreneurial and effective. Incidentally, in the public sector, entrepreneurship is regarded as either nonexistent or sketchy. Researchers provide evidence that entrepreneurship enhances organizational effectiveness. Public sector entrepreneurship introduces activities to kick off change by innovating, adapting, identifying and realizing that individual goals are not as much of importance as organization’s goals. An understanding of the culture is warranted to address the current challenges of transforming public sector to attain governpreneurship. It is well known that any neglect of diagnosis of culture results in dramatic failure of attempts to change the organizational culture. Therefore, considering the challenge of culture change and development of scanty knowledge in the field of POD, culture in the public organization was comprehensively diagnosed in the first step followed by planned interventions for changing the existing culture to attain governpreneurship, in the second step. Asequential explanatory mixed method research design was adopted to achieve the purpose of the study. A large size public organization responsible for metropolitan planning and development in one of the major cities of Pakistan was the research site.In quantitative phase, 160 managers having at least six months of work experience in the public organization were surveyedusing thelatest version of organizational culture assessment instrument(Cameron&Quinn, 2011). In qualitative phase, the survey resultsregarding culture diagnosis were corroboratedthrough field observation and in-depth in interviewswith 50 managers. Secondly, building on these ethnographic notes, systematic literature review of 20 articles published in top-tier academic journals; and focus groups discussion with 18 managers coded by NVivo 10, were conducted to propose planned interventions for attaining governpreneurship finally. From the survey data, it is analyzed that rule-based rigid hierarchy culture was the dominant existed culture and flexible, innovative and human development culture was the preferred culture. Data from field observations and in-depth interviews revealed that participants highlighted the human resource issues and raised the demands to address these issues preferably for achieving the spirit of public entrepreneurship. The systematic literature review and focus group discussions proposed human resource management (HRM) interventions in the first stage amongst four types of interventions to transform the rigid and control culture into flexible, entrepreneurial and family-like culture. The findings of the study propose HRM interventions to develop, retain, reinforce and support people in the public organizations for achieving organizational effectiveness. Further, governpreneurship results from introducing and implementing improvedhuman resource practices for assimilating employees into organization.

I’Jaz Al-Qur’an Al-Karim an Evaluation of Historical Discourse and Dimensions

This paper aims at an evaluation of various approaches to define and redefine the classical theory of the I‘jaz (the inimitability of the Qur’ān) in the perspective of the challenges and problems faced by the Muslim society emphasising a need to cope with the rational thinking, modernity, scientific progress, psychological advancement and civilizational development, though there has been a comparatively lesser description of the rhetoricism of the Qur’ān too. It provides an account of scholarship exploring some novel dimensions of the matchlessness of the Qur’ān in the contemporaneous context. They have justified rationally and psychologically the Qur’ānic historic challenge of producing a book or its some surahs or few verses similar to the Qur’ān that has offered the irresistible call to the whole mankind: “Say: “If the whole of mankind and Jinns were to gather together to produce the like of this Qur’ān, they could not produce the like thereof, even if they backed up each other with help and support”. (Al-Isra 17: 88) The same challenge occurs in the Qur’ān on three previous occasions (Al-Baqarah, 2: 23-24; Yunus 10: 38, and Hūd 11: 13) and later also in al-Tūr (52: 33-34). The content of all the verses referred to above is in response to the allegation of the unbelievers that the Qur’ān had been composed by the Prophet (peace be on him) and then falsely ascribed to God. All this was refuted. This refutation of the Qur’ān was logically established by the modern Arabic scholars through their sound arguments.

Use of Social Network Site As a Source of Social Capital Among Youth: A Cross Sectional Study of University Students in Lahore

This study aimed at investigating the social utility of a leading social network site (Facebook) among university students in Lahore. It employed a theoretical model that combined users and gratification perspective with social capital theory. The conceptual framework proposed that Facebook usage along with users’ motives played a central role in generating social capital. Additionally, this research also attempted to find out the role of socio-demographic characteristics and basic Facebook profile features in predicting social capital of Pakistani university students. Social capital referred to as bridging social capital, bonding social capital and civic participation of the students. Both online and offline forms of social capital were measured. Facebook usage was analysed as the intensity of Facebook use and Facebook relationship maintenance behaviours. After reviewing the literature of users and gratifications focused on Facebook use, a model of motivations that encompassed; Facebook use for making new social ties, maintaining of the existing social ties, seeking and sharing of information, entertainment, selfdocumentation and self-expression, was developed. By opting cross sectional survey research method, the researcher collected data (N=1245) from eight degree awarding institutes of Lahore. The data were collected through self- administered questionnaire. The response rate of the study was 86.3%. Eight research questions were crafted in line with the objectives of the research and tested by conducting a series of statistical analyses including descriptive statistics, correlations, independent sample t-tests, analysis of variances and multiple linear regression models for each form of social capital. The findings of the study revealed that Pakistani students were active users of Facebook. The students primarily used Facebook for making new social ties, maintaining the existing social ties and for seeking and sharing of information. The secondary motives were evaluated as self-expression, self-documentation and recreational use of Facebook. Regression analysis confirmed that the intensity of Facebook use influenced all forms of social capital except offline bridging and offline bonding social capital. Facebook relationship maintenance behaviours explained social capital with the exception of offline bonding social capital. Apart from recreational use of Facebook, all other motives significantly contributed to the development of social capital among the youth. However, the variations were located in the independent variables to explain the different forms of social capital. Moreover, some socio-demographic and Facebook profile characteristics also emerged out as the predictors of social capital except offline bridging social capital. On the basis of these findings, the study concluded that the manifestation of social capital among young Facebook users mostly depended upon level of their Facebook usage and the motivations that drove them to make use of this social network site in their daily lives.
