Pakistan is a country blessed with a long coastline, a potentially resource rich EEZ and continental shelf. The country is strategically located at the cross-roads of Central Asia, South Asia, Middle East and China, at the mouth of the Persian Gulf. However, despite all the ingredients of a maritime power, Pakistan’s maritime sector has remained neglected. The mercantile sector has declined since the 70s; ship building and ship breaking industries are in poor state. Fishing, that provides sustenance to a large coastal population, has failed to keep pace with modernization. There has been no progress in the offshore exploration, and the country lacks capability to explore and exploit seabed resources. Throughout its existence, Pakistan has depended entirely on a single port complex for economic and security purposes. Realizing the importance of additional/ alternative ports the country decided to build two ports on the thus far neglected Makran coast- a naval port at Ormara and a commercial port at Gwadar. Gwadar, a natural deep water port, is conceived as a regional hub port, providing transit access to Central Asia, Russia and China, and lending trans-shipment facilities to regional ports. However, due to its strategic location astride the energy jugular of the world, it has raised many an eyebrows. In Pakistan’s perspective Gwadar is extremely important from security as well as economic point of view. For a country like Pakistan with such a vast coast and geo-strategic location, it is imperative to have a vibrant and effective maritime strategy, to benefit from its maritime potential. Pakistan needs to revamp its maritime sector and Gwadar is just the right catalyst to provide the foundation, as well as the stimulus. With right planning and execution, the port should help strengthen all the elements of maritime power and contribute significantly in national security and prosperity.

Some of the variant readings of the Holy Quran having a sound chain of narration are not included in the Uthmanic Maṣāḥif (Codices). Hence, following three probabilities can be deduced about these readings; First: Those were abrogated in ʿArḍah Akhīrah (the last revision). Second: Those might be among those explanatory notes of the Holy Text by Prophet Muhammad (SWA) that were erroneously written by a few companions within the actual text of Quran considering them a part of the Quran. Third: Those may belong to such Aḥruf (readings) that were authentically transmitted from the Messenger of Allah (SWA) but, they were not mentioned in the orthography of the Uthmanic Maṣāḥif by the compilers due to any possible reason. To us, if we come across any authentically narrated recitation of the senior Qurrāʾ companions that seems contrary to the orthography of the Uthmanic Maṣāḥif and there is no proof of their being from the second category, then, it is better to consider them from the third category instead of the first one.

Post 9/11 Pak-Us Relations: Politico-Strategic Implications of Pakistan

Since global powers shape politics of the world for their self-interests and United States is the most influential power in the world today. Therefore, US foreign policy and its relations with other nations, especially with Pakistan in the South and west Asia is a prominent theme of international politics. So, this study helps us to understand the nature of US relationship with Pakistan i.e a cyclical pattern of cooperation and estrangement. This also enables us to understand the internal and external forces, which determine the cyclical pattern of relationship between the two countries during cold-war, post-cold-war and post 9/11, 2001 relations. It also sharpens insight regarding the transitional change in the relationship between Pakistan and US, i.e. Patron-Client relationship to Estranged-Client Relationship, due to transformation in international system. This dissertation also puts light on how such uneven interactions have affected the politics and security of Pakistan and expected future path of interaction. This also attempts to set forth a theoretical foundation that helps in understanding the identity (security related) construction that accompanies the Pakistan’s foreign policy collaboration with US. Major focus of the research is on the period of eight years i.e. 9/11, 2001 to 2008 that covers president Georg W. Bush junior’s administration in US and Gen. (Rtd) Musharraf’s regime in Pakistan.
