The dissertation entitled “Role of Opposition against Zulfikar Ali Bhutto and against Ziaul Haq: a comparative study” provides a comprehensive account of the role of two opposition movements; first against Bhutto and the second against Gen. Zia. In Bhutto’s ascendency to power establishment played a mixed role as it had to bring him in power in the wake of military disaster of 1971. But after assuming power he could hardly maneuver between the civil and military leadership to steer the ship of democracy on a sustainable track. Eventually he met a tragic end at the hands of same forces that earlier brought him into power. In the case of Gen. Zia the opposition played a reverse ball game. The role of opposition movement (PNA) against Bhutto, role of various key players, “behind the curtain” forces against the popularly elected government of Bhutto was quite obvious in bringing down the popularly elected government of Zulfikar Ali Bhutto. On the contrary, the struggle of opposition movement (MRD) against Zia, role of various segments of Pakistani society in the movement for the restoration of democracy and rule of law led to an extent in restoration of democracy in the country. In fact, Bhutto came in power as a result of a popular movement of 1968-69 which mounted against the then President Ayub Khan. This movement, for the first time in the history of Pakistan, challenged the status-quo. After assuming power as a popular leader of the country he introduced egalitarian reforms which further antagonized opposition among the forces of status quo. The study explored that opposition in connivance with other forces overthrew the democratically elected government. Ironically, the then opposition turned a democratic country into dictatorship; an anti-capitalist country turned into a staunch ally of US-led Jihad (war) against USSR in Afghanistan and adopted a pro-US foreign policy. Bhutto, despite being a feudal himself introduced a number of egalitarian reforms and challenged the interests of the elitist classes including civil-military establishment, industrial elite, feudal class and other elitist groups. These groups with their class interest supported to launch a strong movement against Bhutto and consequently succeeded to overthrow him with the help of military junta. In contrast the movement against Zia was launched by people of Pakistan for the establishment of democracy and rule of law in the country. Almost all opposition political parties and progressive segments of Pakistani society played an important role to render great sacrifices in the movement against Zia. The role of political workers, lawyers, students, women and other segments of society has been instrumental against the dictatorial regime of General Zia. Although the movement could neither bring the dictator down nor succeeded to bring back the process of change started by the 1968-69 movement against the strata of ruling elite, nor it could bring back the process of egalitarian reforms initiated by Bhutto regime.

                یہ ناول جہلم بک کارنر لاہور سے 2020ء میں شائع ہوا۔ اس کا انتساب جواں مرگ بھائی اصغر علی اورمقتولہ بہن خدیجہ بی بی کے نام ہے۔ یہ کل 638 صفحات پر مشتمل ہے۔’’کماری والا‘‘ علی اکبر ناطق کا دوسرا ناول ہے۔یہ بھی ایک تاریخی ناول ہے ،ناول کی زبان بہت رواں اور اچھی ہے۔ناول میںمصنف نے کچھ علاقائی الفاظ کا بھی اضافہ کیا ہے۔جس سے علاقائی مہک کا تاثر ابھرتا ہے،جیسے کہ ٹہلیوں کا ایک نیا لفظ استعمال کیا گیا ہے۔بھلے ہی یہ ایک علاقائی لفظ ہے لیکن ناول نگار نے اس کے ذریعے اردو زبان میں ایک اضافہ کیا ہے۔منظر نگاری کو بہت عمدگی سے بیان کیا گیا ہے اور یہ کہانی نسلوں پر مبنی کہانی ہے۔ناول میں نوخیز لڑکوں اور لڑکیوںکی  عصمت کے کاروبار،ملک کے سیاسی اور بیورو کریٹس اور مذہبی زوال کی عکاسی اور اعلیٰ ترین افسران کے اخلاقی زوال کو بڑی جسارت کے ساتھ بیان کیا ہے۔ناول پڑھ کر احساس ہوتا ہے کہ  ناطق کو اچھی نثر لکھنے پر کمال حاصل ہے ہر ایک واقعے کو ناطق نے بہت وضاحت کے ساتھ بیان کیا ہے یہ ناول یقیناً اپنے عہد کا ایک قابل ذکر ناول ہے۔عرفان جاوید لکھتے ہیں:

’’علی اکبر ناطق کے تخلیقی وفورکے سرکش،سر پٹکتے، اچھلتے، چھینٹے اڑاتے دریا نے’’کماری والا‘‘ کی تخلیق کے بعد یک پرسکون، لامتناہی،گہرے،بھید بھرے سمندر کی شکل اختیار کرلی ہے۔اس ناول نے اسے اردو ادب کے چند اعلیٰ ادیبوں میں شامل کردیا ہے جو مذکورہ لطیف مقام کمال تک جاتی راہ کے قافلے کے مسافر ہیں،وہی مقام جہاں فن پارہ فن کار کی قید سے آزاد ہوکر ضوفشاں ستارہ بن جاتا ہے۔‘‘(17)

China Pakistan Economic Corridor: Challenges and Opportunities

Pak-China relations have been exemplary in the contemporary international politics. Both States have been maintaining strong ties in terms of diplomatic and military cooperation. However, the close economic cooperation has added a new dimension in the Pak-China all weather partnership. Over the years, China and Pakistan strategic cooperation has evolved at unprecedented level. In the year 2013, the Chinese President Xi Jinping proposed the construction of One Belt One Road (OBOR) that aims to connect China with West Asia, Central Asia, South Asia and Middle East. It is a bitter fact that, since 9/11 Pakistan has suffered in socio-political and especially in economic dimension. The regional security environment and rise of extremism and terrorism has resulted into the hampering economic development. Therefore, the CPEC project will prove to be game changer and when completed it will have deep impact on economic development of Pakistan in future. The CPEC provides an opportunity for Pakistan to stabilize its society and reshape its positive image at international level from fragile State to emerging economy in the South Asian region. The rise of China in economic sphere has been jealously seen by other developed countries while for Pakistan it has been a blessing factor. Thus, Pak- China strategic partnership entered into the new phase of economic cooperation that will certainly change the dynamics of the regional politics. This paper aims to discuss the multiple dimensions of CPEC its importance for Pakistan and China along with its internal and external challenges. Moreover, economic and security perspectives will be focused in detail. To fully understand the role of CPEC as driving force of economic prosperity, this paper discusses its potential as a game changer for both China and Pakistan. ___________

A Macroeconometric Model for Trade Policy Evaluation: Evidence from Pakistan

Trade policies are an essential enabler of economic growth, job creation, and poverty reduction for developed as well as developing countries. Trade provides new market opportunities for domestic firms, stronger productivity, and innovation through competition. The macroeconometric modelsplay an important contribution in policy optimization. After reviewing Pakistan’s regional trade performance, it is concluded that regional trade can play a vital role in the economic development of Pakistan. To sustain this improvement, there is a need to construct a macroeconomic model to forecast regional trade and perform scenario analysis to make growth enhancing policies for the country. In this study, we develop a macroeconometric model for evaluation of region related trade policyand forecasting of trade performance of Pakistan. These regions are Organization of Islamic Council (OIC), Organization for Economic Cooperation and Development (OECD), Association of SouthEast Asian Nations (ASEAN), South Asian Association for Regional Cooperation (SAARC) and the rest of the world. Macroeconometric model has been developed that contains 15 behavioral equations and 8 identities. Cointegration results suggest there exist long run relationships among variables of all behavioral equations. Additionally, results of different policy shocks based on (i) export price, (ii) importprice, (iii) exchange rate, (iv) foreign direct investment, (v) interest rate and (vi) foreign exchange reservesuggest that the model is useful for economic planning to sustain growth performance of Pakistan. In addition to this, it is also noticed that very few studies attempt to examine the relationship between international trade and human development. Some panel and cross section studies have been done but mostly Pakistan has not been included. This study also examines first time ever the effect of aggregate and disaggregates trade on human development in Pakistan by vi using annual time series data. This study contains five models in which human development with (i) total trade (ii) aggregate exports (iii) aggregate imports (iv) exports of primary commodities, semi manufactured goods and manufactured goods and (v) imports of consumer goods, imports of capital goods, imports of industrial raw material of consumer goods and imports of industrial raw material for consumer goods are considered. Cointegration test has been applied to check the long run relationship between human development and trade. Sensitivity analysis confirms that initial results are robust. Causality analysis has also been done the causal relationship between international trade and human development. Generally, it is concluded that trade is a significant contributor to human development in Pakistan.
