The study determined to find out the status of English language teaching at primary level by focusing grade 4 in the government primary schools in Punjab, Pakistan, after the introduction of English as a compulsory subject from grade 1 in 2002. To accomplish this, three tools were designed; questionnaire for teachers, a classroom observation checklist and an achievement test for grade 4 students. 5000 students of grade 4 were tested; classroom teaching of 200 teachers teaching English to grade 4 at 200 primary schools was observed, and the questionnaire was administered on the same teachers. In an effort towards providing opportunities to public school students to develop communicative competence in all the four skills of English language in primary years, instead of grade 6, the Punjab government introduced English to be taught from grade 1 and accordingly designed the curriculum in the light of this objective. The study indicates that even after four years of teaching English and the in-service teacher training imparted to the teachers, the teaching methodology is based on the classical approach rather than skills-oriented one, hence the general aims and objectives of English curriculum for enabling primary level students to have communicative competence with respect to their grade level, have not been achieved so far. The students are found lacking in all the language skills in general, listening and speaking skills in particular. It has been also observed that much time is spent on the completion of syllabus which does not allow catering to the language education needs of the learners. English is taught mostly without teaching aids, and teachers despite being academically and professionally qualified do not practise learner-centred teaching. This occurs due to the gap between ivteachers’ theoretical knowledge and the application of their pedagogical skills in the classroom which ultimately results in poor communicative competence of the students. Teachers do not design skills oriented class exercises and tests for assessing the achievement of students in English because they are not effectively motivated to incorporate their updated skills in their instruction. In addition, a bit undue pressure on syllabus covering within the stipulated time and the absence of proper monitoring of teachers in the class after getting training as well as positive reinforcement from the administration came out to be other factors responsible for this not so encouraging status of English language teaching. However, the study reflects that the textbook does provide for the needs related to the grade and age of the learners having sufficient practice exercises for the learning of English language skills. The study concludes with a discussion of possible ways of bringing positive change in the present scenario. The conclusion and recommendations outline more realistic efforts in revising the methods of teaching, having a proper monitoring and evaluation system, and enhancing teachers’ motivation for incorporating appropriate teaching techniques in the teaching of English to have better competence in students’ communication in English language. This further suggests drawing connections between teaching of the textbook and the curriculum aims for practically consistent application of skills oriented teaching of English in government schools at the primary level.

            اردو فارسی کے قدیم خدمت گزاروں میں ایک مولانا شوکت میرٹھی تھے جو خود کو ’’مجدد السنۂ مشرقیہ‘‘ کے خطاب سے مخاطب کرتے تھے۔ انھوں نے خاقانیؔ، عرفیؔ اور غالبؔ کے دیوانوں کی عجیب و غریب شرحیں لکھی ہیں اور ہمیشہ اپنے مذاق کے مطابق وہ کچھ نہ کچھ کرتے اور کہتے رہتے تھے۔ افسوس ہے کہ گذشتہ مہینہ انھوں نے ایک طویل علالت اور کبر سنی کے بعد وفات پائی۔ اب شاید ایسے لوگ بھی ہمارے ہندوستان میں آئندہ پیدا نہ ہوں گے۔ (جنوری ۱۹۲۳ء)

 

Islamic Perspective of Governance and Judiciary: A Literature Review

The aim of this research is to accumulate the literature related to an Islamic ideology for two of the basic components of a State, Governance and Judiciary; both have a strong impact on society. Pakistan is an Islamic ideological state, the only Islamic rule created on the name of religion after the state established by the Prophet Muhammad (Peace be Upon Him) in Medina. Its constitution and the style of governance should have its foundation based upon the principles of Islam; this is the main concept behind the creation of “Islamic Republic of Pakistan”. The paper will review some of the basic requirements for an administrative system to be qualified as Islamic way of governance and the judicial system in Islam includes the formulation of a comprehensive ideology of human equality and justice; the creation of a powerful incentive to adopt this ideology; and to establish a living example of equality and justice at all levels of life by defining the Islamic Judicial System & Its Legal Basis. Different Quranic verses, sayings and acts of Muslim jurists in this perspective are also studied. The paper has literature review in two major parts, first we will cover governance and Islam along with some basic terminologies from Islamic point of view and in the later part Judiciary, the concept of Justice and Judicial system in Islam will be discussed.

Effect of Home Environment on Personality and Academic Achievement of Students of Grade 12 in Rawalpindi Division

The aim of the study was to examine the effect of home environment on the academic achievement and personality of students. Home environment has been identified as being an important contributing factor in child’s educational development. Very few researches have dealt with this dimension of education in Pakistan. The population of the study comprised 8533 Intermediate science male and female students of grade 12, who appeared in the Intermediate examination (part 1)2006, taken by the Board of Intermediate and Secondary Education Rawalpindi. The sample of the study included 724 students, 410 were female and 314 were male. Three research instruments were used for data collection. To determine the personality of students a Five Factor personality inventory developed by Dr. Tom Buchanan (2001) was used. The intra-familial environment as perceived by students was measured by using the Index of Family Relations (IFR). Researcher translated these instruments into Urdu and used them after pilot testing. A Demographic Variable Information Performa, developed by the researcher, was used to collect information relating to the demographic variables of the study. The information about the achievement was collected from the Result Gazette of the Board of Intermediate and Secondary Education Rawalpindi. Seventy null hypotheses were tested to find the effect of home environment, socio economic status, family relations, gender, parental education, income of the family, family size, birth order of the student and type of the family on students’ personality and achievement. Data was analyzed by using Analysis of Variance (ANOVA), and t-test. It was concluded from the study that with the exception of birth order and family type, all the independent variables of the study had a significant effect on the academic achievement of students. However students’ personality was partially influenced by these variables.
