„Energy security‟ is a unique blend in the realm of International Relations. The later part of the term has dominated the entire sphere of Realist theories of International Relations. Security has been the prime objective of state and fulcrum of its existence. Theories of Terrence and Deterrence, Power and Balance of Power have strived to bring about the required security for the nations. In recent times, it has been explored that security is just a meaningless phenomenon unless tools to acquire sufficient security are absent from the menu of the „elements of power‟. The oil embargo of 1970s has revealed the genuine position of energy resources amid the multiple strategies of regional and global power politics, tools and tactics. Originally energy security has emerged out of this catastrophic instance. Energy security theory is quite nascent and its contours are yet under development. The Realist theories and their tenants have contributed in shaping the concept to. Classic Realism and its off-shoot theories believe in a nation‟s self-interest and supremacy of the state. Liberalists and Neo-liberalist stand for collective security, competitive environment and mutually beneficial cooperation. Institutionalism stresses upon the legalization of IR and environment of economic development. Theory of energy security is an amalgamation of all basic tenants of Realist theories. The application of Energy Security theory provides a wide range of competitive and beneficial horizon where states can secure not only their own security but also contribute to the collective security parameters. But this application of the theory varies from region to region. A congenial political environment may give it a viable shape of cooperation and non-congenial environment may turn it into a hostile competitive phenomenon. South Asian region presents some interesting case studies of energy insecurity. Pakistan is one such example that has been engulfed in the energy insecurity since its inception. Although some issues related to the division of Sub-continent can be held responsible for the energy inefficiency but in the later part of its political history subtle miscalculations, negligence and mismanagement have added in the prevailing energy deficiency turmoil. There has never been one long-term, well-planned and coherent energy policy. Switching the balance of energy mix from hydropower to thermal power, delays in the construction of mega storage dams, political non-consensus and institutional disarrays have ruined the basis of energy sector. According to the Realist perspective, it was required to secure state interest and indulge actively in securing and utilizing most of the energy resources but most of the natural endowments have been mismanaged severely. After concluding IWT with India, there was no logic left in showing negligence towards hydropower management sector. There could have been better conditions if the hydro resources were accurately managed. Likewise, thermal resource management could have been done in a better way. Natural Gas utilization, coal mines exploration, oil sector policies and civil use of nuclear energy required some serious and in-depth plan. Amid the grim thermal resource management, creation of IPPs proved additionally troublesome in the long run. Evasion of long-term policies and adoption of piecemeal policies for frittering away the situation ruined the basis of energy sector management. Disintegration of WAPDA and non-coherent institutional set up has messed up the entire management of energy sector. Energy security is conditional with the domestic policies at one hand and dependent on the regional and global cooperation on the other hand. In this regard South Asian region has been lagging behind. Pakistan‟s share in the regional energy trade is quite low. Entire region including Pakistan is in dire need of viable energy cooperation and technological coordination under the umbrella of regional organization SAARC. Beside domestic energy sector management, unless the issues of all South Asian states on the regional and global front are resolved, attainment of energy security for this region shall be a far cry. In case of Pakistan, it is indispensible to form a prudent policy and a realistic execution. Unless hydro and alternative energy resources are fully utilized, thermal resources are well calculated, institutional efficiency is acquired, political consensus over key energy decision is attained, regional energy trade parameters are utilized and global aspirations are met, no energy security can be attained in the true letter and spirit.

میلا رام وفاؔ (۱۸۹۵۔۱۹۸۰ء) ظفر وال کے گاؤں دیپو کے میں پیدا ہوئے۔ طالب علمی کے زمانے میں ہی شاعری کا شوق تھا۔ ان دنوں ظفر وال میں قریشی ثناء اﷲ اور شیر محمد شیر کے ادبی معر کے زوروں پر تھے۔ آپ نے شیر صاحب کے سامنے زانوئے تلمذتہہ کیا اور ابتدائی کلام پر اصلاح لینی شروع کی۔ لیکن یہ سلسلہ زیادہ دیر تک قائم نہ رہا اور آپ روزگار کی تلاش میں لاہور چلے گئے۔

آپ نے لاہور میں داغ دہلوی کے شاگرد راج نرائن ارمان دہلوی سے اصلاح لی اور ان سے بہت استفادہ کیا۔ استاد کی ہمراہی میں بہت سے مشاعروں میں جانے کا موقع بھی ملا اور آپ کا کلام اردو رسائل میں چھپنا شروع ہو گیا۔ زیادہ عرصہ نہیں گزرا تھا کہ آپ مشہور شعراکے پہلو بہ پہلو چلنے لگے۔ آپ روزنامہ ’’ہندوستان‘‘ کے نائب مدیر اور روزنامہ ’’ویر بھارت‘‘ کے مدیرِ اعلی کے عہدے پر بھی فائز ہوئے۔ تقسیمِ ملک کے بعد آپ اس عزم سے دہلی تشریف لے گئے کہ ’’اے سر زمینِ ظفر وال‘‘ میں تیری تبلیغ کو زمین کے کناروں تک پہنچا دوں گا۔(۲۴۷)

SINERGITAS PENGEMBANGAN KURIKULUM PAI DALAM PENDIDIKAN

Islamic education curriculum has central value for education process, as education vision direction. Islamic education mission is how to create religious people by leaning perfectly. Curriculum becomes one of success applications and quality in education institution most. Curriculum will develop based on global world and people life style existency. Therefore, education should view people life style increased as learning source that is becomed a value for curriculum step making. Beside that, islamic education curriculum development also becomes teacher’s choice to implement learning manner in class. In where, it’s implementation should be arranged and systematically to make maximal learning either in development vision, indicator, lesson teory, lesson model proccess, learning evaluation or teacher’s development skill. The process of islamic education curriculum development  must be done good and awesome also seeing several factors as supports and obstacles of it. In other to get an education result based on such the plan made before(education planning).

Gender Discrimination in Workforce Through Sticky Floor & Glass Ceiling Effects: A Study of Public & Private Organizations of Pakistan

Human Resource Management (HRM) is a very essential tool of the organizations. Now-a-days its importance has increased because of the heterogeneous work force. Globalization has resulted in the “Managing Diversity”, the prime aim of which is to provide equitable work environment for heterogeneous work force to perform to its potentials. One of the tools of the managing diversity is Equal Employment Opportunity (EEO). EEO prohibits all forms of employment discrimination. Affirmative Action (AA) is a supportive tool of EEO to correct the employment number mistake of the past. If EEO is not operating properly it will result in Sticky Floor and Glass Ceiling effects. This thesis examines Gender Discrimination through Sticky Floor (Horizontal Discrimination) and Glass Ceiling (Vertical Discrimination) effects. Horizontal discrimination is examined through employment, trainings, assignments and behavior at work place; vertical discrimination is examined through promotions and wage gap. Close ended questionnaire was administered from 526 samples-242 males and 282 females- of lower, middle and higher category employees of public and private health and education departments of Hyderabad and Jamshoro districts. The findings showed that females are discriminated more than males in employment, assignments, trainings, and behavior; more in public sector than in private sector. In terms of promotions there is no any significant discrimination against females in any of the sector. Study has also found that females in all age groups are discriminated more than males in public organizations than in private organizations. However females in age group 31-40 years are discriminated more and in age group 41-50 less. Effect of viiimarital status on gender discrimination in workforce is not different for females and males in public organizations than private organizations. The effect of children on gender discrimination in workforce is not different for females and males in public organizations than private organizations. The effect of domicile on gender discrimination in workforce is not different for females and males in public organizations than private organizations. Females are discriminated more than males in majority of the post groups (designation they hold) in both organizations. ‘paramedical’ females in public health department and ‘nurse’ in private health department and ‘HST’ in public and private education department face more discrimination; whereas ‘professors’ in public and private health department and ‘university professors’ in public and private education department face less discrimination. The effect of social class on gender discrimination in workforce is not different for females and males in public organizations than private organizations. The effect of district on gender discrimination in workforce is different for females and males in public organizations than private organizations. The effect of organization on gender discrimination in workforce is not different for females and males in public organizations than private organizations. Females are discriminated more than males in majority of the current salary groups in both organizations. In both sectors, females of salary group ‘5,100 to 8,000’ face more discrimination and ‘more than 50,000’ face less discrimination. The influence of education on gender discrimination is not different for males and females in private organizations than in public organizations. However, females of education group ‘intermediate’ face more discrimination and ‘PhD’ face less discrimination in public sector and females of education group ix‘matriculation’ face more discrimination and ‘MPhil’ face less discrimination in private sector. Females are paid less than males and that wage gap is more in private sector than public sector, though they have equal educational attainment level in both sectors. The findings have also shown that gender discrimination is inversely proportional with job satisfaction and motivation and commitment and enthusiasm, and directly proportional with the stress level.
