The acts of terrorism committed by non-state actors on September 11, 2001 were promptly responded by the use of force against Afghanistan, thus, commencing the ‘war on terror.’ This thesis sets out the essential components of the international legal framework i.e. jus ad bellum and jus in bello against which the September 11 attacks and the lawfulness of measures taken in response, thereto, fall to be assessed. The main emphasis remains on relevant laws in relation to the responsibility for 9/11 terrorist attacks, lawful constraints on the use of force in self-defense, limitations on conduct of hostilities under the humanitarian principles and safeguards provided by law-enforcement paradigm to protect basic human rights. This study is, therefore, to highlight the existence of international legal regime capable of addressing the events such as September 11 and governing the responses to that. It enquires the compatibility of the ‘war on terror’ with the legal framework provided by international law especially the Law of Armed Conflict in order to find out the legitimacy of use of force in preemptive self-defense, conduct of military operations to prevent transnational terrorism, targeted killings, collateral damage, detention operations and prosecution procedures. It also refers to the implications for states responsible for noncompliance to the law and subsequently for international rule of law. In this regard, the study explores that interpretation of the law is significant that regulates the state-based rationale behind compliance or noncompliance to the law. If there is a state-will to focus on humanitarian protection of individuals then rationale is more related to the applicability of the law, and if a state uses its influence and powerful status to achieve political-military objectives then rationale is less concerned about the rule of law. This proposition constitutes the threshold of applicability of the law in the ‘war on terror'' and eventually leads to the conclusion that unilateral use of force to counter terrorism is not a viable solution rather it obscures international law as a legal framework in such military operations. This thesis, thus, maintains that the existing international norms and standards can only establish the rule of law, if states interpret the law in its simplest form, apply it regardless of their vested interests and pay due respect to international legal regime.

Islam is religion of humanity that wants us to behave good to others and has nothing to negate the rights of others. Minorities also have their legal rights in a welfare society, which makes itself an examplary society. Islam is a religion that negates violence. The rights of minorities can be traced in islamic society by many saying of Holy Prophet ﷺ. Holy Prophet ﷺ always advised muslims to treat the minorities kindly. Whatever the deligation of minorities came, Prophet ﷺ hosted himself. In the same way, when a deligation came from Najran, Prophet ﷺ not only hosted but allowed them to worship in Masjid al Nabi according to their own religion. In the light of ordinance of Prophet ﷺ, even fourteen centuries have passed but minorities are being given their rights. According to the law and order of a welfare state, minorities must be given their rights. In this article, the rights of minorities in a welfare state are tried to discuss.

Synthesis, Electrical Properties and Bio-Compatibility Analysis of Barium Manganate Nanostructures

Single phase barium manganate nanorods, nanoparticles, nanofibers and microparticles were prepared using composite–hydroxide mediated (CHM) method, hydrothermal (HT) technique, electrospinning (ES) and solid state reaction (SSR) route respectively. Size and uniformity of BaMnO 3 nanorods were optimized against different reaction times and reaction temperatures. BaMnO 3 powders consisting of nanorods of an average diameter ~ 200 nm and length ~1 – 1.5 μm, prepared at reaction temperature 200 °C and reaction time 48 hours, were chosen for electrical characterization. Impedance spectroscopy (IS) from 300 – 400 K and 20 Hz – 2 MHz, revealed presence of non-ideal Debye type behaviour in BaMnO 3 samples and was attributed to the presence of heterogeneity in the sample. The heterogeneity was explained on the basis of “brick layer model”. In BaMnO 3 nanorods sample, on the basis of extracted capacitance values, two electro-active regions were investigated i.e., dominant grain boundaries and sample-electrode interfaces. No indication from the bulk effect was observed. Experimental results were fitted using equivalent circuit model (R gb Q gb )( R e Q e ). The ac and dc conduction mechanisms in BaMnO 3 pellets can be explained by correlated barrier hopping (CBH) model and Poole– Frenkel conduction mechanism respectively. While IS analysis of bulk BaMnO 3 sample revealed that different electro-active regions such as grain, grain boundary and sample- electrode interface exist that overlapped with each other in the applied frequency domain. These results were also modelled via a best fit equivalent circuit model (R g C g )(R gb Q gb )(R e Q e ) and the response from different overlapped electro-active regions were separated. The ac conductivity obeys CBH model for bulk BaMnO 3 sample. Uptake of PEGylated BaMnO 3 NPs alone and loaded with photosensitizer (5-ALA) were examined on Hep2c cell lines. It was observed that PEGylated BaMnO 3 NPs loaded with 5-ALA has higher uptake as compared to 5-ALA. The high uptake was attributed to large surface area of BaMnO 3 NPs. It was also observed that BaMnO 3 NPs are non-toxic when administrated to Hep2c cell lines. BaMnO 3 nanofibers were synthesized for the first time using ES technique. Effect of different polyvinyl pyrrolidone (PVP) concentration on uniformity and homogeneity of nanofibers was investigated.
