Poor performance in manufacturing in Pakistan is due to technological obsolescence, low level of technological capabilities and poor technology climate. Development of such capabilities will not occur if left to market forces alone and will only be possible through the formulation and implementation of an up-gradation strategy based on strategic framework. This research, therefore establishes the need for such a strategy based on framework for up-gradation of industrial technology in Pakistan. Such strategy also stresses the need for Pakistan’s economy to also include within it important structural changes which other developing countries and newly industrialized countries have already embraced. In this regard the research highlights the need for Pakistan’s industrial sector to focus more on Medium, High Tech and R&D based manufactures. This research has also identified the targeted sectors using porter’s diamond analysis tool. The targeted sectors include; Low Technology (Ceramics), medium Technology Engineering (Automobile) and high Technology (Electronics) industries. Identification and critical analysis of various technological capabilities and supportive technology climate based on the targeted sectors, universities and R & D institutions in Pakistan has been carried out. Strategic framework based on three perspectives, each with three elements, representing technological capabilities and supportive technology climate has been established in this research. The framework includes; Indigenous Technology Development Perspective Elements 1: General technology status / competence level capability of targeted sector/industry. Element 2: Linkage (Collaboration) Capability among the various technology using, creating Sand governing institutions. Element 3: Research/Innovative Capability (Technology creating capability) such as universities and R&D Institutions. Import of Foreign Technology Perspective Element 4: Technology Acquisition Capability xivElement 5: Technology Assimilations Capability Element 6: Technology Improvement Capability Supportive Technology Climate Perspective Element 7: Supportive Organizational Environment Element 8: Supportive Management Style Element 9: Supportive Government Role. Further research explores the need for Pakistan to develop all such capabilities. Empirical evidence on general technological status/ competence level, research/innovative capability, linkages capability and similarly on acquisition, assimilation and improvement capabilities indicators substantiated the claim that Pakistan has not yet developed these advance capabilities. In order to facilitate the capabilities building process, it is imperative for Pakistan to have in place an intelligent strategic framework followed by supportive technology institutional framework based on the strategy formulated in this research. The need for a supportive (fostering) technology climate to act as an enabling environment for the entire exercise in this research is also stressed. Whereas the empirical evidence indicates that the organizational environment in industries, universities and R&D institutions is highly individualistic, less ethical, hostile and run on corrupt practices. Similarly the management style is highly centralized, unparticipative, personalized and does not govern on established procedures. The evidence further explore that the government role is extremely unsupportive, dictatorial, obstructionist and does not play guiding and leading role for intelligent policy formulation and implementation. Based on the need establishment and strategic framework, recommendations and strategic directions for up-gradation of all capabilities along with supportive technology climate identified in the framework have been made in this research. Moreover, some macro-political, economic and cultural factors with special reference to developing countries and it implication for Pakistan has also been identified and deliberated, which influence this entire technology up-gradation exercise. The benefit of the up-gradation strategy based on strategic framework are established through a case study of an existing automotive vendor industry in Lahore, Pakistan, anticipating focused and sustained approach compared to string of random and undirected intervention for technology up-gradation in the past.

نوجوانوں کا اخلاقی بحران
مثل مشہور ہے کہ جوانی دیوانی ہوتی ہے، عمر کا یہ حصہ عالم شباب گردانا جاتا ہے اور اسی حصے میں کئی نشیب و فراز آتے ہیں ، اتار چڑھاؤ کا سلسلہ جاری رہتا ہے۔ زندگی عجب انداز میں دکھائی دیتی ہے۔ آنکھوں میں نشیلا پن ہوتا ہے ، اعضاء بدن مضبوط ہو چکے ہوتے ہیں اور جملہ کار ہائے زیست میں نمایاں کارکردگی کا مظاہرہ ہوتا ہے، اور اسی طرح یہ عالم شباب گزر جاتا ہے۔
قابل صد تحسین وہ نو جوان ہے جو اپنی جوانی کو اسلامی اصولوں کے مطابق گزارنے کا آرزو مند ہوتا ہے، اور اس طرح اس کے ایّام حیات گزرتے جاتے ہیں اور ماضی کی نظر ہوتے جاتے ہیں۔ اسلامی اصولوں کے مطابق زندگی گزارنے والا شخص معاشرے کے ماتھے کا جھومر ہوتا ہے، قوم اس پر ناز کرتی ہے، اہل خانہ اس پر فخر کرتے ہیں۔ اور اس کے برعکس دوسرا قوم کے لیے باعث عار ہوتا ہے۔
نوجوانوں کو اخلاقی گراوٹ کا شکار اس کی ہم نشینی کرتی ہے، برے اور مذموم لوگوں کا ماحول اس کی عادات کو خراب کرتا ہے، برے دوست اس کی زندگی کو اجیرن بنادیتے ہیں۔ ہر اخلاقی برائی ، اخلاقی عیب ، اس کی عادت ثانیہ بن جاتے ہیں۔ زندگی کی رعنائیاں دم توڑ جاتی ہیں، دلفریبیاں عنقا ہو جاتی ہیں اور یوں وہ برے لوگوں کی صحبت سے برابن جا تا ہے۔

Frequency of Conjunctivitis among Farmers of District Vehari, Punjab, Pakistan Conjuntivitis among farmers of Vehari

Conjunctivitis is a globally prevalent ocular and/eye infection. The basic motivation of the current study may be traced back to the association of conjunctivitis with unhygienic situations and sunlight exposure. The daily routine of farmers, overwhelming poverty, and illiteracy ratio may have further enhanced the incidence ratio of conjunctivitis. The ocular infection and/or conjunctivitis is caused by various pathogens, if not managed properly and appropriately may lead to corneal perforation or blindness. Objective: The study has been designed to find out the prevalence of various pathogenic and allergic conjunctivitis among farmers in the district Vehari, Punjab, Pakistan. Methods: It was a community-based and cross-sectional descriptive studyfrom October- November 2019. The study involved the quantitative analytical method. Anterior segments of eyes followed by posterior segments were examined by using an ophthalmoscope and torchlight for the diagnosisof conjunctivitis. Data on pathogenic and allergic conjunctiva was collected. Result: Our study indicated that 33(16.5%) farmers were found with the symptoms ascertained with conjunctivitis. Among the studied subjects, 29(14.5%) and 4(2%) farmers were found with bacterial and viral conjunctivitis, respectively. As far as the tendency of seeking medical help and ophthalmic consultation is concerned, 31(15.5%) and 19(9.5%) patients preferred to get examined by an eye specialist and traditional treatment, respectively. However, 150(75%) patients neglected to seek any medical aid. It was found 27 (13.5%), and 55 (27.5%) farmers were using glasses and traditional eye protective measures, respectively. However, almost sixty percent 118(59%) of farmers were not using any type of eye-protective measures. It was found that 59%, 30%, and 11% farmer population was exposed to sunlight for almost six, four, and two hours, respectively on daily basis. Conclusions: The use of prevalent traditional protective measures and lack of treatment or medical aid seeking trendby farmers has been found responsible for the high incidence of bacterial conjunctivitis. Moreover, long working hours and sunlight exposure alongwith the predominant unhygienic conditions may further quadruple the frequency of viral and bacterial conjunctivitis. The high prevalence ratio of conjunctivitis, eye infections, and ocular injuries highlight the need of observing universal eye safety and precautionary measures. Keeping in view the downtrodden economic conditions of the farmers and agriculturalists in the country and the financial repercussions associated with the infection, a state-ownedmedical awareness and relief process must be ensured and encouraged for the Pakistani community.

Role of Genetic Factors in the Pathogenesis of Primary Open Angle Glaucoma and Potential Role of Antioxidants to Prevent Primary Open Angle Glaucoma

Glaucoma, the collection of syndromes, is the 2nd leading basis of vision loss in the world. Primary open angle glaucoma (POAG), the mostly occurring form is described by optic nerve head excavation, defective fields of vision & increased or regular intraocular pressure (IOP), with no sign of closed angle on Gonioscopic examination. Though the actual reason of POAG is unclear yet but inherited factors may perform key function in understanding actual mechanism of the disease. This study was conducted for linkage analysis between POAG and two genes (MYOC & CYP1B1) related with POAG in the people of Sindh province of Pakistan and elaborate the protecting properties of antioxidants (Resveratrol & Ascorbate) on cultured HTMC subjected to reactive oxygen species. For this purpose, twenty-six families having multiple affected members diagnosed with primary open angle glaucoma (POAG) were enrolled through hospitals from different cities of Sindh, Pakistan and were numbered from POAG-1 to POAG-26. After genomic DNA isolation, exclusion studies were carried out to analyze enrolled families for linkage to MYOC and CYP1B1 genes. Out of twenty-six families, two families were found linked with the MYOCgene and one family was found linked with CYP1B1 gene. In family POAG-26, a novel mutation for MYOC gene, c.1130 C>G resulting in p.T377R was identified where as in family POAG-06, one reported mutation for MYOC in Indian population, c.144G>T resulting in p.Q48H was found. In another family POAG-02, a novel mutation for CYP1B1 gene, c.650 G>A resulting in p.D217N was detected. For exploration of potential effects of antioxidants (Resveratrol & Ascorbic acid) on cultured Human Trabecular meshwork cell line, Cells were purchased from The ScienCell Research Laboratories, Canada. Cultured HTM cells were co-incubated with varying concentrations of H2O2 in growth media for twenty-four hours. Effects of different concentrations of H2O2 on TM cell metabolism were determined by observing the cells under light microscope and detecting mitochondrial enzymes functional activity with the help of MTT assay. It was proved that Resveratrol has more protecting properties than the Ascorbic acid, even at 4.0 mM H2O2, the TM cellular movement was 76%. Underneath co-treatment circumstances, the 1mM Resveratrol maintained TM cell metabolism. Related to H2O2- treated TM cells, resveratrol enhanced role of mitochondria up to 4.0 mM H2O2 (76%). For evaluation of protective effects of co-incubation of Ascorbate and Resveratrol was because of metabolic alteration of Trabecular Meshwork cells, which were pre-treated by Ascorbate and Resveratrol for 24 hours followed by H2O2 treatment termed as “pretreat-only’’. Highly significant differences were noticed for the 1.0 mM H2O2 concentration (Chi Square test, p=0.0001). A considerable decrease in metabolism of Trabecular Meshwork cells was noticed estimating sixty one percent at 1.0 mM of hydrogen peroxide associated to Ascorbic acid – ninety nine percent and Resveratrol ninety nine percent (p=0.0001).
