Social web or Web 2.0 has gain popularity since last decade due to its valuable services such as social networking, blogs, online forums, through which users can easily produce and consume information. Online discussion forums are an emerging service of social web, provide an excellent opportunity for knowledge exchange and sharing of ideas. In online forums, collaborations occur when questioning-answering take place among online forum members. Expert finding in online discussion forums, such as BBC, StackOverflow, is a specialized problem of information retrieval. Previously, the expert finding approaches in online forums were based on content and link based features. The link based expert ranking techniques are based on users’ social network authority and can be measured through link analysis techniques such as PageRank and HITS. Content based techniques utilize the answers content to measure user’s reputation or expertise. Posts contents quality can be measured through textual and non-textual features. Textual similarity is measured through standard similarity techniques such as cosine and semantic similarity. Non-textual features include post length, position, references and sentiments etc. Users expertise are measured through their self-reputation scores, however, users performance is not evaluated on the basis of their neighbors’ or co-existing participants’ reputation scores. Moreover, important features such as user’s activity, participation strength, discussion quality and consistent performance have not been utilized for expert finding problem. Thread ranking is another specialized problem of information retrieval in online discussion forums with the aim of finding relevant and quality threads for a given query. Thread ranking problem is addressed through structure and content-similarity features, however features such as semantic similarity, participants’ reputation and thread structure have not been utilized. In this research work, we propose improved expert finding techniques for both rated and non-rated discussion forums such as BBC and StackOverflow. In case of non-rated forums like BBC, we measure the users’ expertise through their co-existing users’ reputation. Users who answer together in multiple threads are termed as Co-existing users. For expert finding in rated-forums like StackOverflow, our techniques consider the element of consistent performance of a user. Reputation features are derived from StackOverflow dataset which are based on voter reputation, vote ratio and tags popularity. We have validated our both expert ranking techniques (for rated and non-rated forums) against a link based expert finding technique and achieved quality results. Lastly, we have addressed the thread ranking problem in BBC forums. Threads quality has been measured through structure, content quality and participant reputation. Experiments on BBC forum dataset show that our thread ranking technique outperforms the baseline technique.

2۔ اہل اور تربیت یافتہ حکام کا انتخاب و تقرر

حکام بالا ،بااختیارمقتدر عہدیداران اور ملازمین و اہلکاروں کے بغیر نظام حکومت نہیں چل سکتا ۔ حکام میں صدر ، وزیراعظم ، گورنرز، وزرا ءسےمشیروں تک، قضاۃ سے لے کر فیصلہ لکھنے والوں تک اور مفتیان کرام تک سب شامل ہیں ۔ ان سب مناصب پر اہل ، ایماندار اور قابل لوگوں کا تقرر لازمی امر ہے ۔ ان حکام کے انتخاب کے لیے شریعت مطہرہ نے اصول و ضوابط مقرر فرمائے ہیں جو کہ مندرجہ ذیل ہیں:
2.1ریاستی عہدوں پر اہل افراد کا تقرر
سیاست کا ایک بنیادی اصول یہ ہے کہ ریاست میں انتظامی امورکی انجام دہی کے لیے تمام عہدوں اور مناصب پر اہل، باصلاحیت اور ایماندار افراد کا تقرر کیا جاناچاہئے ۔ حکومت کے اختیارات اور اموال اللہ اور اس کے رسول ﷺ کی امانت ہیں جنہیں خداترس، ایماندار اور عادل لوگوں کے سپردکیا جانا چاہئے اور اس امانت میں کسی شخص کواپنی مرضی کے مطابق ، یا نفسانی اغراض کے لئے استعمال کرنے کاحق نہیں ہے ۔ جب کسی منصب پرکسی نااہل شخص کا تقرر ہوتا ہے تومعاشرہ میں بدامنی، ظلم وزیادتی اور بے چینی کا آنا لازمی امر ہے، جیسا کہ حضرت ابو ہریرہؓ سے روایت ہے
"فَإِذَا ضُیِّعَتِ الأَمَانَۃُ فَانْتَظِرِ السَّاعَۃَ، قَال کَیْفَ إِضَاعَتُہَا؟قَال إِذَا وُسِّدَ الأَمْرُ إِلَی غَیْرِ أَھلِہِ فَانْتَظِرِ السَّاعَۃَ ۔" 345
’’ جب امانت ضائع کردی جائے تو پھر قیامت کا انتظار کرو۔ پوچھا کہ یا رسول اللہ امانت کیسے ضائع ہوگی۔ آپ ﷺنے جواب دیا کہ جب کوئی منصب کسی نا اہل کے سپرد کردیا جائے تو پھر قیامت کا انتظار کرو۔ ‘‘

Role of Islamic System of Education in Moral Behavior and Spiritual Identity of Muslims

Humans have always had the curiosity to know themselves, to know the world around them, and to know their place in the world. Morality, spirituality and religion are closely intertwined, ‘certain moral ideas became united with certain religious and spiritual ideas to such an extent as to become indistinct from them’. The role of religion in educational institutions is one of the most sensitive and volatile topics on the political and legal landscape now a days especially in country like Pakistan which has been created on religious ideology. The Islamic Way of Life is based on this unique approach to life and a peculiar concept of man's place in the Universe. Islam has provided mankind with the highest possible standard of morality. This moral code, which is both straightforward and practical, provides the individual with innumerable ways to embark upon and then continues the path of moral evolution. By making divine revelation the primary source of knowledge, moral standards are made permanent and stable. The first part of the paper is about the relationship between education and its role as spiritual and moral tool of training. Second part deals with the concept of education in Islam and third part will present types of knowledge in Islam and their application as moral and spiritual tool of education. Last part will give moral and spiritual training methodology in Islamic education. The relationships between ‘moral’, ‘spiritual’ and ‘religious’ seem to be akin to the relationships between the cluster ‘social’, ‘human’ and ‘political’. In each of these clusters, only beings of the kind appropriately described by the middle term can engage in activities which could be properly described by the first and third terms. Islam as religion of spirituality and morality gives a frame work to educate and train the students in modeling their life as more moral and spiritual with practical application in this life and success in the hereafter. The chief characteristic of the Islamic Concept of Life is that it does not admit a conflict, nay, not even a significant separation between life-spiritual and life-mundane. It does not confine itself merely in purifying the spiritual and the moral life of man in the limited sense of the word. Its domain extends to the entire gamut of life. It wants to would individual life as well as the social order in healthy patterns, so that the Kingdom of God may really be established on the earth and so that peace contentment and well-being may fill the world as water f ills the oceans.  

New Bioactive Homoleptic and Heteroleptic Cu Ii Carboxylates

There is a dire need in modern era of scientific research, to discover new metal based drugs with higher activity and selectivity to cope with the impending challenges in treating diseases like diabetes, alzheimer and cancer. In this regard, metal complexes derived from biologically essential metal like copper with strong history of biological activities are exciting candidates to be considered. This thesis reports the synthesis, characterization and biological activities of five series of homoleptic and heteroleptic Cu(II) complexes (5×7=35). Different derivatives of phenylacetic acids (2-chloro, 3- chloro, 2-methyl-3-nitro, 2-methoxy and 2-bromo) were reacted in aqueous medium with the metal salt CuSO4.5H2O to yield five (1-5) new homoleptic metal complexes. Further, reacting these complexes with pyridine based compounds (Pyridine, 1,10- phenenthroline, 2,2’-bipyridine, 2-chloropyridine, 2-bromo-pyridine, 3-methylpyridine) generated five series of new heteroleptic metal complexes. A total of twenty crystal structures were determined throughout this work by single crystal XRD analysis. The multi binding mode of phenylacetic acids used in the study gave rise to different molecular arrangements ranging from monomer to dimer, oxygen bridged or paddlewheel conformations. In almost all crystal lattices distorted square pyramidal geometry was found around the metal center. The DNA binding ability of the synthesized complexes was tested through UV-visible spectroscopy and the binding constant (Kb) was calculated for each complex along with ΔG values. Results of the study suggested that all these complexes bind with Salmon-sperm DNA through a mixed binding mode both intercalative and groove binding. In order to evaluate the other therapeutic applications of the complexes, an in-vitro enzyme inhibition assay was performed. The enzyme inhibition potential was tested for two classes of enzymes, α-glucosidases and anticholinesterases which are considered for diabetes and Alzheimer, respectively in humans with acarbose and galantaminehydrobromide as control. Their enzyme inhibition abilities were further correlated with the structural features of the synthesized complexes. All data suggested that such complexes could provide a potential solid foundation in future for designing Cu-based drugs to treat type (II) diabetes and Alzheimer disease.
