This current project is dedicated to an easy, fast and one step method for the synthesis of metallic nanofluids. The gold (Au), silver (Ag) and copper (Cu) nanoparticles have been synthesized by ―laser ablation synthesis in liquid‖ (LASiL) method in de-ionized water. The purpose was to explore the dependence of various properties of metallic nanoparticles and nanofluids on the nature of laser (CW or pulsed). In order to prepare nanofluids, a low power continuous wave (CW) diode laser and a high power pulsed Nd:YAG laser have been utilized. The thermophysical and optical properties of the prepared nanofluids have been investigated to optimize the better laser for synthesis of metallic nanoparticles and nanofluids with desired properties. The morphological and structural properties of the nanoparticles have been analyzed by atomic force microscopy (AFM) and X-ray diffraction (XRD), respectively. Thermal and optical properties of the nanofluids are investigated by thermal conductivity of liquids and gases unit (TCLGU) and UV-Visible spectroscopy, respectively. The diagnostics revel that the synthesized nanoparticles are spherical in shape and have well defined sizes in the range of 1- 49 nm having crystalline structure. The resulting nanofluids exhibited the appreciable enhancement in thermal conductivities as compared to base liquid (de-ionized water). The optical band gap energies are found to be dependent on size of the nanoparticles. It is further inferred that size of nanoparticles can be tuned by the nature of laser.

منشی میراں بخش جلوہ

منشی میراں بخش جلوہ انیسویں صدی کے ربع آخر میں سیالکوٹ میں اردو میں شعرو شاعری کرتے تھے۔ انجمنِ حمایتِ اسلام کے جلسوں میں شریک ہوتے ہوئے نظمیں پڑھتے تھے۔ آپ سراج الاخبار(جہلم) کے سیالکوٹ میں نمائندہ تھے۔ جلوہ کے پانچ شعری مجموعے گلشنِ نعت‘ جلوہ حق‘ تحفہ جلوہ‘ نوحہ جلوہ‘ دیوان جلوہ اور ایک نثری کتاب جو جلوہ کی شعری تصانیف کے بارے میں معلومات فراہم کرتی ہے۔ شائع ہو چکی ہیں۔(۵۳) جلوہ کی مذکورہ بالا کتب نایاب ہیں۔

مولانا عبد المجید سالک اپنی تالیف’’ذکرِ اقبال‘‘ میں جلوہ سیالکوٹی کے بارے میں لکھتے ہیں:

ایک شاعر منشی میراں بخش جلوہ سیالکوٹی تھے جو اکثر انجمنِ حمایتِ اسلام میں بھی آ کر نظمیں پڑھا کرتے تھے۔ نہ جانے کہاں سے شعر کہنے کی لت پڑ گئی۔ شعر کیا تھے پکوڑے تل لیا کرتے تھے۔ ان دنوں خزانے کے ایک کلرک اہلِ زبان تھے جلوہ صاحب ان کو اکثر شعر سنایا کرتے تھے۔ ایک روز انہوں نے تنگ آ کر کہا بھائی جلوہ تمہارے شعروں سے چھیچھڑوں کی بو آتی ہے۔ جلوہ صاحب تاؤ کھا کر شاہ صاحب کی خدمت میں حاضر ہوئے اور ان کو اپنے اشعار سنا کر پوچھا کہ یہ اشعار کیسے ہیں شاہ صاحب۔ شاہ صاحب سے مراد مولوی سید میر حسن ہیں ‘ نے فرمایا سچ پوچھتے ہو تو تم نے شعروں کا جھٹکا کر دیا ہے۔(۵۴)

میراں بخش جلوہ فن تاریخ گوئی میں مہارت رکھتے تھے۔ شاعرِ کشمیر منشی محمد دین فوق کے چچا منشی غلام محمد خادم کا بیٹا محمود فوت ہوا تو جلوہ نے کئی تاریخیں کہیں جن میں سے ایک یہ ہے:

مر گیا جلوہ جو خادم کا پسر                              نام تھا محمود اور تھانیک خو            

کیوں نہ خادم روئے سر کو پیٹ کر                 مل گیا ہے خاک میں 

دینی پروگرامز میں موسیقی کا حکم اور اس کا جائز متبادل

Music and the instruments used for it are forbidden clearly in Quran and Sunnah. The Prophet Muhammad SAW warned us about its punishment in hereafter. Along with it due to its attraction to human’s interests, Music is often added to various programs. Besides listening it in songs, it is used as background in various audios and videos. The aim of this background music is to make the program more effective and attractive to the audience. As nowadays TV and Radio are also being used as means of preaching Islam, especially in the current age of social media many web and social media channels have been emerged to propagate Islam. One of the main problems been faced by these channels is forbidden of music in Islam, due to which the public does not take enough interest in them as compared to other entertainment channels. In this paper after discussing shariah status of Music I have tried to come up with various alternate ways to make the religious and Islamic Programs more attractive and effective to the people.  

Assissing the Role of Local Government in Evolving Representative Leadership in Pakistan

It is widely believed that institutionalizing decentralization is a viable strategy to stimulate a system wherein previously disenfranchised local people participate in decision-making, and the elected officials are accountable to their constituents. In turn it produces conducive environment for inclusive political participation at grass root level. Hence, this thesis endeavors, to study the role of a decentralized local government in evolving representative leadership in Pakistan from institutional perspective. This study is conducted in Khyber Pakhtunkhwa, a province in Pakistan, characterized by strong patriarchal practices, low literacy, Khanism, religious fundamentalism and strong adherence to cultural norms and values. Introduction of decentralization in the shape of local government in Pakistan was a bold step however; the informal institutional practices as mentioned above hindered the way to deliver promising outcomes. This understanding was carried out by employing qualitative research methodology. The data was collected through in-depth interviews from community members, including men and women and local-government elected officials. In order to understand the stance of respondents on the role of local government, interpretivist approach was used employing unstructured interview schedule in individual interviews as well as in focus group discussions. Moreover, to get relevant information purposive sampling technique was utilized to locate more erudite respondents. This study finds out that some socio-cultural, political and religious factors derailed the operation of local government to develop in linear fashion as prescribed in theory. Among these, local power structure distorted participation, and representation of previously marginalized local people. Local elites were powerful enough and challenged the new positions created by local government. Due to their strong socio-political status, they easily manipulated the novice system and hijacked it away from the reach of the common people. Similarly, patriarchy disenfranchised women from political enterprise, limiting their role to pseudo participation in local government Central and provincial government relations were found as major impediments in the way of local government to produce an egalitarian system of decision making at grass root level. It was highlighted that the central government of General Pervez Musharraf used local government for legitimizing its own government at federal level. Provincial governments too were reluctant to share power with local representatives in district government. Therefore, provincial governments under duress administered fragile structure of local governments within their jurisdictions just to fulfill the constitutional requirements. Moreover, political parties, too, adversely affected the structure of local government to aggrandize in proper way. Local elites affiliated with political parties over shadowed the newly elected/created positions in local government. Consequently, the Hypocratic attitude of political parties added to the dilemma of failed decentralization in evolving representative leadership in Pakistan.
