مولانا ابوبکر محمد شیثؔ جونپوری
افسوس ہے کہ شیث جونپوری نے دو ڈھائی برس کی سخت علالت کے بعد اپنے وطن جونپور میں ۲۳؍ شعبان ۱۳۵۹؁ھ مطابق ۲۶؍ ستمبر ۱۹۴۰؁ء کی رات کو ۳ بجے اس جہانِ فانی کو الوداع کہا، اناﷲ وانا الیہ راجعون۔
مر حوم جونپورکے ایک مشہور علمی خاندان کے فرد تھے،اُن کے دادا مولانا سخاوت علی صاحب مولانا شاہ عبد الحئی صاحب دہلوی اور مولانا اسماعیل شہید کے فیض یافتہ اور پورب میں توحید و سنت کے سب سے بڑے داعی، اور اس دور میں اسلامی علوم وفنون کے بہت بڑے مدرس تھے، جونپور میں بیٹھ کر تنِ تنہا سینکڑوں علمائے دین پیدا کئے اور پورب کے خطّہ میں اُن کو جگہ جگہ پھیلا کر اس نازک مو قع پر اسلام کی مو رچہ بندی کی، وہ ہجرت کرکے بعد کو مدینہ منورہ چلے گئے تھے اور وہیں وفات پائی، راقم کو بھی یہ فخر حاصل ہے کہ اس کے دادا کے حقیقی بھائی انھیں کی مجلسِ درس سے مستفیض تھے۔
مو لانا کا پورا خاندان اس وقت سے اب تک علمائے دین کا خانوادہ ہے، جس کی سعی و کوشش نے پورب کی سرزمین کو بڑا فیض پہنچایا، مولانا مرحوم نے نیچے کی تعلیم گھر میں پاکر مولانا عبداﷲ صاحب غازی پوری سے مدرسۂ احمدیہ آراہ جاکر علوم کی تحصیل کی، اور واپس آکر اپنے خاندانی مدرسہ کے اہتمام وانتظام کا اور ساتھ ہی ملک کے مختلف گوشوں میں جاکر ہدایت و ارشاد کا کام انجام دینا شروع کیا۔

An Analysis of the Effects of Human Resources Management on Healthcare Innovation in Hospital: A Scoping Review

In many health care systems around the world, increasing attention is focused on Human Resource Management (HRM). HRM is currently manifested as a key element of successful innovation because the human element is involved in the entire innovation process. Innovation is important in terms of public services, for example service innovation using information technology so as to increase efficiency and effectiveness in providing services. This study aims to analyze the effect of HRM on health service innovation in hospitals. This research method is a scoping review. The results of the research are from the literature search that discusses the effect of HRM on innovation in health services in hospitals. The types of innovations supported by HRM are HRM Practices, Knowledge Management, Humble Leadership, Green HRM, Crisis Management Theory, Clinical Directorates Model, and E-Medical services, E-Nursing services, and E-Adminstrative Services.

War on Terror and the Law of Armed Conflict: Legal Aspects and Implications

The acts of terrorism committed by non-state actors on September 11, 2001 were promptly responded by the use of force against Afghanistan, thus, commencing the ‘war on terror.’ This thesis sets out the essential components of the international legal framework i.e. jus ad bellum and jus in bello against which the September 11 attacks and the lawfulness of measures taken in response, thereto, fall to be assessed. The main emphasis remains on relevant laws in relation to the responsibility for 9/11 terrorist attacks, lawful constraints on the use of force in self-defense, limitations on conduct of hostilities under the humanitarian principles and safeguards provided by law-enforcement paradigm to protect basic human rights. This study is, therefore, to highlight the existence of international legal regime capable of addressing the events such as September 11 and governing the responses to that. It enquires the compatibility of the ‘war on terror’ with the legal framework provided by international law especially the Law of Armed Conflict in order to find out the legitimacy of use of force in preemptive self-defense, conduct of military operations to prevent transnational terrorism, targeted killings, collateral damage, detention operations and prosecution procedures. It also refers to the implications for states responsible for noncompliance to the law and subsequently for international rule of law. In this regard, the study explores that interpretation of the law is significant that regulates the state-based rationale behind compliance or noncompliance to the law. If there is a state-will to focus on humanitarian protection of individuals then rationale is more related to the applicability of the law, and if a state uses its influence and powerful status to achieve political-military objectives then rationale is less concerned about the rule of law. This proposition constitutes the threshold of applicability of the law in the ‘war on terror'' and eventually leads to the conclusion that unilateral use of force to counter terrorism is not a viable solution rather it obscures international law as a legal framework in such military operations. This thesis, thus, maintains that the existing international norms and standards can only establish the rule of law, if states interpret the law in its simplest form, apply it regardless of their vested interests and pay due respect to international legal regime.
