یہ اُن دنوں کی بات ہے جب میں رسمی تعلیم کے ایک مرحلے کی تکمیل کے بعد عملی زندگی میں قدم رکھنے کی جستجو میں تھا کہ میری ملاقات ایک ایسے شخص سے ہوئی جس نے زندگی میں درپیش مسائل سے نبردآزما ہونے میں بہت مدد کی اوراب بھی تادمِ تحریر اِن کے علمی و ادبی فیض سے استفادہ جاری ہے۔
جون ۱۹۹۲ئ؁ کی بات ہے کہ خالد بھٹی (مرحوم) نے اپنے حاوی کالج میں طلباء کی خوشنویسی کی تربیت کے لیے بطور خوش نویس معلم مجھے خدمات سر انجام دینے کے لیے آمادہ کیا اور اسی سلسلہ میں ایک اشتہار ’’حاوی کالج کی فخریہ پیشکش‘‘ تدریس ِ خطاطی کی باقاعدہ کلاس کی کتابت کے لیے خالد بھٹی کے ہمراہ اِن کی رہائش گاہ پر حاضر ہوا تو دیکھا کہ ایک تیس بتیس سالہ خوش شکل، خوش رنگ ، خوش لباس ، دبلا پتلا ، باریش شخص سامان کتابت کے ساتھ اپنی مسندِ خاص پر برا جمان ہے اور جلد ہی یہ احساس بھی ہوا کہ وہ خوش اخلاق اور مہمان نواز بھی ہے۔ ازاں بعد ملاقاتوں کا سلسلہ جاری رہا۔ رب کریم کی مجھ پر کرم نوازی ہوئی کہ مارچ ۱۹۹۳ئ؁ میں میں اُن کارفیق کا ر بن گیا اور ہم گورنمنٹ مڈل سکول نمبر ۲ میں اکٹھے رہے ۔ اُن سے رفاقت کا سلسلہ جیسے طول پکڑ تاگیا۔ اُن کی شخصیت کے ہر پہلو سے مجھے آشنائی ہوتی گئی ۔

Pak-US Strategic Partnership in the War on Terror to Curb Militant Bloodbath

Pakistan’s involvement in the US war on terrorism was a tragic decision. No option was left for the ruling elite of Pakistan except to join the global war on terrorism and to take a U-turn from the support of Taliban’s regime in Afghanistan which was duly recognized by Pakistan’s government in 1996. It was expected by the policy-makers of the US that the alliance with Pakistan would provide extraordinary strength in combating the Al-Qaeda and other affiliated conglomerates in Afghanistan as well as in borderland area. However, after fifteen years of war, the alliance has enfeebled despite their mutual understanding regarding the objectives envisaged in the Strategic Partnership. The war on terrorism has now been escalated from Afghanistan to Pakistan and it has provided space to religious extremism, militancy, intolerance, ethnic division and sectarianism. There is no denial to the fact that religious extremism and terrorism are common threat and have damaged both the countries yet Pakistan has sacrificed more than the US in terms of human and material loss. Nevertheless, blame game and trust deficit is on the rise from both sides. This article focuses first on the joint ventures that the US and Pakistan mutually initiated to curb militant bloodbath in Afghanistan as well as in the border region. Secondly, it will explore factors responsible for increasing trust deficit between the partners. The study will not only provide deep understanding about the prevailing issues between Pakistan and the US but will also give true pictures to streamline the methodology for negotiating with each other in  future.

The Impact of Existing Laws on Marine Pollution in Karachi Harbour a Critical Analysis

Obviously pollution hampers badly to prosper and develop the economy of any nation. This thesis explores the applications of existing laws to control marine pollution specifically in Karachi Harbour/its adjoining & generally in the coastal areas of the country and the difficulties faced in application of existing laws of marine pollution as well as Land Based Sources of Marine Pollution in national waters. Environmental degradation of Karachi & its coastal area is a long standing issue and pollution created by a number of sources is the major contributing factor. It identifies the sources and effects of LBSMP in addition to the problems and associated issues in controlling marine pollution. Amongst all, the deteriorating environment at Karachi Harbour warrants immediate corrective actions in order to curtail further destruction by this menace. Many steps both at Governmental as well as at private level have been taken however, improvement is much awaited that there is no shortage of laws on the pollution control but accomplishment of the same by all concerned agencies and cooperation by public in true letter and spirit is a dream. The prevailing environment cannot be improved without enforcement of existing laws in their true perspective by removing all obstacles and difficulties with creating strong political will, a dire need of time. While investigating major issues of Karachi Harbour & its surrounding coastal areas has been studied critically to found actual facts and figures on pollution related activities/problems causing environmental degradation. A close analysis of the existing laws and many conventions/ has been carried out for correct understanding as non-implementation of laws is held responsible of current alarming situation. It is envisaged that performance based regulation is best suited for the purpose of regulating marine pollution. As per the Global findings 80% of marine pollution instigates from land-based sources and it is naturally trans-boundaries. Many legal and policy based initiatives at international level have been taken to incorporate and to manage the principles to establish international regimes to control the environment of marine as of Land Based Sources of Marine Pollution. However, they have yet not been implemented. This analysis gives an unambiguous and broad picture for correct understanding of the major issues related to the Marine Pollution in Karachi Harbour & its adjoining coastal areas and implementation of existing laws for its mitigation in a true letter and spirit as merits.
