Mangla Dam of Azad Jammu and Kashmir is the 9th biggest dam of the world. This deep fresh water lake is located (33.12 N, 73.39 E) 30 Km North West of Punjab province in Pakistan and is spread over an area of 265 Km2 emerged as important waterfowl habitat. The basic aim of sustainable use of biotic resources is to accomplish the demand of the humans and safeguarding the reserves not for today but also for future generations. The objectives of the current work were collection of socioecological data with the aim to write up a sustainable management plan, documentation of biotic resources, monitoring of avian diversity and identification of threats with their root causes to the biological diversity of Mangla dam. To access the socioecological profile of communities Participatory Human Resource Interaction Appraisals (PHRIA methodology) was applied. A total of 17 surveys form May, 2011 to April, 2014 were conducted to collect the data from 392 individuals (158 females and 234 males) of seven villages. The site was visited 42 times from 2011-2014 to estimate the biodiversity and population density of avian fauna with point count method. It was analyzed that the resources of Mangla wetland contributed to household economy of local people at considerable level. The results of community surveys indicated that management of resources without community involvement is out of question. The floristic composition in catchments and around Mangla dam was consisting of 163 plant species including trees, shrubs, herbs and grass. The fauna of the site consisted of 42 species of fish. The amphibians (n=2) and reptiles (n=12) species were observed at study site. At the site 13 species of mammals were identified which were 7.5% of 174 described mammals species of Pakistan. During three years of birds population assessment highest count were 57,892 birds belonging to 188 species for 2011-2012, 54,311 birds of 186 species in 2012-2013 and 52,682 birds of 187 species in 2013-2014.. A slight decreasing trend in bird population was observed during three years. The different direct or indirect threats were observed at the site. It was noticed at site that a family of 6 person used 120 kg of wood per month and in this way they burnt 1440 kg of wood annually and promote deforestation. Hunting of birds and other fauna was remarkable at site, total reported cases of illegal hunting were 539 in three years and hunting index was 14.7. Unsustainable fisheries was common at the site a total of 151 cases of illegal hunting of Mahasher and other fishes were reported by means of katra net, electric current and blast fishing. Uprooting of woody trees and livestock grazing at shoreline and buffer was also noticed at the site. Other threats included water pollution, poverty, illiteracy, poor wildlife protection law enforcement and community hatred. In the light of above facts a sustainable management plan has been proposed to conserve and protect the natural resources of the Mangla dam.

Pakistan’s Stance on the ‘War on Terror: Challenging the Western Narrative

The tragic events of 11 September 2001 allowed the United States to reframe its pursuit of global hegemony as ‘War on Terror’ which is styled on Islamophobic rhetoric and action. To counter this campaign of Islamophobia, Pakistan has adopted a consistent and well-planned stance. The essential contours of Pakistan’s stance on the ‘War on Terror’ are the need to: condemn terrorism in all its forms and manifestations; defend Islam and Muslims; support the right of self-determination of oppressed people particularly, Palestinians and Kashmiris; respect international law; address the root causes of terrorism; and promote peace and harmony among cultures, civilizations and followers of diverse religions all over the world through promotion of a robust dialogue and  criminalization of  defamation of religions.

Design & Development of E-Line Proactive Wireless Disaster Management and Civionics System

After the events of September 11, 2001, the Kashmir Earthquake of Oct 2005, the Indian Ocean tsunami of 2004, the Gulf Coast hurricanes of 2005, the terrorist bombings of July 7, 2005 in London, the Karachi Nishtar Park and other suicidal blasting in Pakistan and the 2010 floods in the all four provinces of Pakistan, there is a widespread sense in Pakistan and in many other parts of the world that humanity has entered a new and more dangerous era. In this new world of the twenty-first century it is essential that we anticipate such events (Early Warnings) and their potential impacts. It is impossible to know exactly what form they will take, how severe they will be, or where and when they will occur, but their devastating impacts (pains) can be mitigated through demonstration of extensive strategic planning. The work in this thesis, therefore, is about the value of a specific area of ICT (Information and Communication Technologies) planning, how Pakistan might make improvements in that specific area and types of and the role these play in disaster and emergency management. Thus, we have proposed a system that demonstrates an interoperable and integrated view of many agencies and organizations in Pakistan that can facilitate and improve the efficacy of routine, day-today public safety operations before, during and after a disaster hits in a country which is a developing one. The system is based on E-line-cum-State of the art prevailing Wireless Technology. Specifically, Pakistan’s Law Enforcement Agencies (Army, Air force, Navy and Police), governmental agencies, NADRA, public safety departments, newly proposed emergency response teams and general public will benefit from this system. The scenarios which have been addressed are a “system of systems” (PANs: MANET and VANET, JANs: IEEE 802.16e/ {also IEEE 802.20}, mobile broadband wireless networking and mesh networking technologies, IANs: IEEE 802.11 wireless local area networks, EANs: Satellite Connectivity and wireless ad hoc networking technologies) that contains operational requirements described using scenarios such as Multi- disciplined, within a local area (A pre-planned event , A terrorist bomb attack, A local fire incidence etc ) and Multi-disciplined large-scale regional events (A hurricane, An earthquake, A flood etc). Thus the thesis discusses novel ideas of applying information and communication technologies such as the geo-spatial maps that are an essential part of search-and-rescue operations using GIS, about remote sensing using GPS (Global Positioning System) receivers that allow first responders to analyze zones and locate damaged buildings or injured residents, about images that are captured from aircraft to provide the first comprehensive picture of an event’s impact, about road maps that form the basis of evacuation planning, and about all other information connected to a location that can be used in emergency management. The analysis was performed using the OPNET Modeler to design and develop simulated models corresponding to Multi-Hazard Early Warning System (with Specific focus on Earthquake Early Warning System), its various wireless flavors (like WiMAX, WiFi and Zigbee Models also with Satellite Connectivity) and models related to handling issue of communication interoperability and integration between varying public safety organizations, NGOs, law enforcement and investigating agencies, relief organizations using link redundancy principles of wired and wireless telecommunication technologies such as WiMAX, WiFi, Zigbee, Satellite and IP-based broadband connectivity. The thesis discusses how these technologies reflect in transforming voice, video and image data on internet and email over wireless communication medium in disaster engineering (Chapter 3, 4, 5).
