This study explores the co-relationship of decision-making and prior professional experiences of a headteacher in dealing with challenges in the initial years of headship in a Government Secondary School in Karachi. The purpose of the study was to get insights into the process of how headteacher's decisions were informed by her prior professional experiences in coping with the challenges in the initial years of headship; and to understand the factors, other than professional experiences which tend to influence a headteacher's decisions in dealing with challenges. It is a case-study of a newly promoted female headteacher with twenty-nine years of teaching experience, posted in the same Government Secondary School. Multiple repertoire of data collection tools (interviews, observations, document analysis and reflective memos) were being used to collect informations about the inquiry. The findings of the study explored the assumption of the study that headteacher's prior professional experiences do influence her decision-making in dealing with the challenges in the initial years of headship. Moreover, it was found that decision-making processes and her prior professional experiences were co-related in teaching and learning, leading and managing the staff, efficient and effective deployment of the staff, strategic direction and development of the school, and resources and accountability. The intensity of the influence, however, varied was found very intense in three major areas of school leadership and management; in teaching and learning, leading and managing the staff and, in effective and efficient deployment of the staff. The findings depicted that a headteacher's decisions were highly dependent on her prior experiences. In the rest of the two areas, strategic direction and development of the school and, resources and accountability data showed that headteacher was dependent on others' professional expertise also. Other factors, which tend to influence the headteacher's decisions in dealing with challenges in the initial years, were found to be: pressure from high management and community, accountability, personal values and priorities, and relationships with stakeholders. The study has proposed recommendations and questions for further exploration.

5 The Gambia's NYSS Partnership with the International Organization for Migration (IOM)

The paper examines the dynamics of The Gambian National Youth Service Scheme (NYSS) founded in 1996 through the efforts of Nigeria’s National Youth Service Corps (NYSC) Scheme. Though modeled after the NYSC, it has ventured into things NYSC has not. One of these was its most recent partnership with the IOM to curb recurrent illicit migration of The Gambian youths. The questions are, has this aspect of Nigeria-The Gambia history been documented? Has Nigerian Scheme gone into partnership with the IOM in the enterprise like The Gambian counterpart? Since its establishment, how many times has NYSC adjusted to changing realities? In what theoretical contexts could one frame the argument of the NYSS/ IOM partnership and what lessons does that holds for NYSC and similar youths’ services in Africa in the century? In addressing the problem, the paper adopts the qualitative method of historical research and gleans on evidence from diverse sources. It foregrounds its argument on the ideas of the National Youth Service as “Moral Equivalent of War”, “Service- Learning” and “A Way of Strengthening Ties among the People of the World” espoused by William James, John Dewey, and Rosenstock-Huessy. It concludes by charging NYSC and similar services to adjust to meet the current challenges of African youth and society

Business Strategy and Organizational Performance: Measures and Relationships

The contemporary literature is challenging the original idea that strategic purity leads to superior performance. Similarly, there is an inconclusive debate in extant literature about the superiority of strategic consistency over strategic flexibility. To address these issues, the objectives of the research include: the refinement of scoring methodology for classification of strategic types and strategic behavior of the firms; the comparison of strategic groups’ performance across firm size and industry; strategy-performance, size-performance, industry-performance, contingent effect of strategy, size, and industry on performance; and the comparative analysis of single industry results with multi-industry results for generalization. Drawing on the contingency theory perspective, Miles and Snow typology is used for operationalization of strategic types using seven years archived financial data of 307 joint stock companies listed at Pakistan Stock Exchange (PSE). The findings reveal that the defending and analysing strategies perform better than prospecting and reacting strategies. Hybrid strategies outperformed pure strategies while both consistent and flexible strategies performed equally well and outperformed the reactors. The performance of strategic types varies with the change in firm size and industry. The results imply that for better performance, firms in Pakistan should either compete on the basis of service, price, quality, and operational excellence or should focus on a balance of innovation and core product development. Innovation, rapid growth and new product developments is non-profitable. Similarly, inconsistent strategic behaviour results in poor performance. The conceptualization of pure, hybrid, consistent, and flexible strategic types, identification of strategic transition of the firms to find out behaviour along with their empirical testing, refinements in methodology for objective measures, a comparison of single industry vs multi-industry results are the major contributions of the study. Typology-driven theorizing for hybrid, consistent, and flexible strategic types is one of the promising area for future research
