Recently, the majority of literature on school effectiveness and school improvement, has tend to focus on whole school issues and whole school approaches to improve students' outcomes. The idea of whole school improvement approach was emerged after long time researches on the reasons of failure of different school improvement projects that worked in piecemeal, and in fragmented approaches to school reform. Meanwhile, researchers continue to pursue better understandings of how, whole school improvement can be achieved in order to foster the improvement of schools as per the students, outcomes. Reflecting on these international efforts, it is surprisingly that little is known about how external facilitators facilitate play a major role and use activities when working with schools, what challenges they face and which strategies they use. This research study explored, complexity of the role of professional development teachers (as external facilitators) by presenting case study of the role of PDTs in the whole school improvement programme, in the northern area Pakistan. This research paper describes the strategies and activities used by PDTs when working with the schools. Further, this research study discusses some outcomes of the work of PDTs after one year of intervention. Furthermore, this research study identified some of the factors that restricted or supported the role of the PDTs in both government and community school context. Lastly, there are suggestions and recommendations, which needs to be worked on, for the improvement, of the work of PDTs in facilitating the whole school improvement programme. Though the research conducted on the northern area of Pakistan, the findings are mostly applicable to the context of the developing countries. The contextual realities such as lack of resources, unavailability of fund and cultural barriers are few factors affecting the school improvement program, throughout the developing countries.

غزل اْردو شاعری میں روح کی مانند ہے۔ یہ دراصل قصیدے کا ابتدائی حصہ تشبیب ہے جوعموماًعشق ومحبت کے مضامین پر مشتمل ہوتا ہے۔ ایک الگ صنف سخن کے طور پر ایرانی شعرا نے اس کورواج دیاعربی زبان میں غزل نام کوئی شعرِ صنف موجود نہیں ہے۔شمس رازیؔ نے غزل کی تعریف کچھ اس طرح کی کہ ہرن کو جب شکاری کتے دبوچھ لیتے ہیں اور بے بسی کی حالت میں اس کے منہ سے جو کرب ناک چیخ نکلتی ہے وہ غزل ہے۔معلمین ادب نے اب تک غزل کی جو تعریفیں کی ہیں ان میں سب سے مقبول تعریف یہ ہے کہ’’ عورتوں سے باتیں کرنا ،عورتوں کے متعلق باتیں کر نا ،عورتوں سے عشق بازی کرنا‘‘۔عربی زبان میں غزل سے مراد ’’کاتنا‘‘ لیا جاتا ہے۔عرب میں نوجوان لڑکیاں گھر کی مصروفیت سے جب فارغ ہوجاتی سوت کاتتی تھی اور جوگیت گھاتی اس کو غزل سے معنون کیا جاتا تھا۔شاعری کی اصطلاح میں غزل وہ شعری صنف ہے جس کے ہر شعر میں الگ مضمون باندھا گیا ہوجامعیت اور اختصار غزل کے ہر شعر کا خاصہ ہوتا ہے غزل کا ہر شعر اپنے مفہوم کے لحاظ سے سالم ہوتا ہے۔عشق و عاشقی کے مضامین غزل کے بنیادی عناصر سمجھے جاتے ہیں۔ڈاکٹر محمد عبدالحفیظ قتیلؔ نے اس حوالے سے کچھ یوں اظہار خیال کیا ہے:
’’غزل کے لغوی معنی عورتوں سے باتیں کرنے ،ان کے ساتھ خوش طبعی سے پیش آنے اور عاشقی کرنے کے ہیں۔اور اصطلاح میں اس صنف سخن کو کہتے ہیں جو حسن جمال کی تعریف اور عشق وعاشقی کے ذکر کے لیے مخصوص ہے‘‘ (۱)

مستوى الالتزام التنظيمي لدى مُعلمي مدارس التعليم الأساسي بمحافظة البريمي في سلطنة عمان

هدفت الدراسة الحالية إلى التعرف على مستوى الالتزام التنظيمي لدى مُعلمي مدارس التعليم الأساسي بمحافظة البريمي في سلطنة عمان، واتبعت الدراسة المنهج الوصفي، كما استخدمت الاستبانة في جمع البيانات والمعلومات وتم تطبيقها على عينة مكونة من (369) معلماً ومعلمة. وتوصلت نتائج الدراسة إلى أن أن مستوى الالتزام التنظيمي لدى معلمي مدارس التعليم الأساسي بمحافظة البريمي في سلطنة عمان جاء عالياً بصورة إجمالية، كما جاء عالياً في جميع الأبعاد وهي: الالتزام المعياري، والعاطفي، والاستمراري، وأوضحت النتائج أيضاً عدم وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (α ≤ 0.05 ) في استجابات عينة الدراسة من المعلمين لمستوى التزامهم بمدارس التعليم الأساسي بمحافظة البريمي في سلطنة عمان تُعزى لمتغيرات الجنس، والمؤهل العلمي، وسنوات الخبرة، والمسمى الوظيفي.

Organization Development for Revitalization of Information Technology Sector of Pakistan

“Information Technology” and “Organization Development” are the two expressions that rarely seem to appear before us collectively if we observe the Information Technology (IT) Industry of Pakistan. At national level many reforms have been made by Government of Pakistan for the uplift, sustainability, growth and development of IT Sector of Pakistan. It is indeed great to study the fact that national IT sector has seemingly shown massive improvements as far as fetching Gross Domestic Product (GDP) is concerned. Ignoring the consequences faced by the IT industry of Pakistan due to the political set backs, one can see clear and distinct growth in Information Technology Sector in Pakistan. Despite the fact, that everything seems so positive about IT sector of Pakistan compared to other industrial setups within Pakistan, the comparative growth of the IT sector has not been as promising as in other parts of South Asia despite similar cultural background. Many studies reveal and focus on the so called core economical, political and technological factors that are responsible for the low performance of IT sector of Pakistan with respect to other South Asian economies, but none seem to bring into focus and discuss the factors responsible for this declined performance at grass root level. Here the term “grass root level” refers to the factors that are responsible for low productivity, poor quality, low comparative performance and deprived business management practices of IT organizations of Pakistan. These grass root level factors may be termed as soft factors and factors related to Organization Development. This study argues that Organization Development practices needs enhanced focus for better organizational performance of IT organization in Pakistan and thereby highlights the importance of Organization Development framework for the high performance of IT sector of Pakistan. The study seeks to achieve several interconnected objectives. It examines the role and requirements of “Organization Development” for IT industry of Pakistan. It identifies deficiencies, issues and problems that arise due to inadequate focus of IT organizations of Pakistan on Organization Development methods and techniques and also presents analysis against all identified loopholes. In addition to this the study also presents the preferred Organization Development practices (the best practices) and methods (specially customized for Pakistani IT industry) for Organization Development. Focus is also laid on deployment methodologies as change management tool which can be used for practical implementation of the identified best practices and the customized methods. In summary this study helps to understand the deficiencies in general organizational setup of IT industry of Pakistan and at the same time assists the IT entrepreneurs, executives, senior management and policy makers within IT organization in Pakistan to revitalize their organizations for its long term stability, sustenance and high performance using Organization Development as a framework. This study can also prove to be beneficial for all investors within and outside Pakistan who intend to setup IT based organization in Pakistan. Emphasis is made on policy formulation and its management, employee behavior and psychology, human resource management, quality, productivity, process management and change management. All aspects of the study are presented, analyzed and explored with conscience concern of local culture.
