مشہور ممتاز ماہر تعلیم ڈاکٹر سلامت اﷲ کا انتقال ۹۰ برس کی عمر میں ۲۳؍ جنوری ۲۰۰۲؁ء کو دہلی میں ہوا اور جامعہ ملیہ اسلامیہ کے قبرستان میں تدفین ہوئی، جامعہ سے عمر بھر ان کا گہرا تعلق رہا، وہ اس کے شعبہ تعلیم (استادوں کے مدرسہ) کے معماروں اور قومی سطح کے ماہرین تعلیم میں تھے۔ رسالہ جامعہ کے شعبہ ادارت سے منسلک تھے اور اس میں ان کے مضامین بھی چھپتے تھے، انہوں نے اردو اور انگریزی میں متعدد کتابیں لکھیں جن میں تعلیم اور اس کا سماجی پس منظر، تعلیم، فلسفہ تعلیم اور سماج، بنیادی استاد کے لئے، ہم کیسے پڑھائیں: Education of Muslims in thought or Basic اور Secular India can Education do it Education وغیرہ قابل ذکر ہیں، وہ عمر بھر علمی و تعلیمی خدمت میں مصروف رہے، ان کی وفات علمی و تعلیمی دنیا کا بڑا حادثہ ہے، اﷲ تعالیٰ ان کی مغفرت فرمائے، آمین!! Ijtihad As a Legislative Function: Role of Ijtihad, Ifta and Taqleed in Legislative Process

In Islamic legislation Ijtihad plays an important role and has central position in the whole process. Demands of life change day by day thus it become necessary to take on the structural review of Islamic laws keeping in mind the spirit and discipline of Islamic. Ijtihad thus play as a perfect tool for legislation. Regarding fatawas the jurists followed the methodologies of companions, tabieen, and taba Tabaeen. In cases in which they did not find any legal opinion of their teachers related to a specific problem they themselves tried to find out the solution for that problem from the relevant Texts and formulate their own fatawa. In Pakistan the Judiciary that performs the task of interpretation for law-making, Majlis-e-Shura and various Ulama are exercising the job of Ifta. The Council of Islamic Ideology is the official legislative body of fatawa. Taqleed is also an acceptable mode of legislation whose proofs are evident from Quran and Sunnah. It has been used as a source of legislation in Pakistan as well. In constitution of Pakistan article 189 and 201 are related to Taqlid. Article 189 and 201 makes the decisions of Supreme Court binding on all courts and the High court judgments binding on all subordinate courts. Thus the legislative process in Islam employs the methods of Ijtihad, Ifta and Taqlid as a perfect tool of legislation.

A Critical Analysis of Pakistan Studies Curricula

The study was planned to critically analyze Pakistan Studies curricula. The main objectives of the study were to assess the contents of Pakistan Studies for secondary, higher secondary, and bachelor level with special reference to the principles of survival, interest and utility, analyze the vertical alignment in Pakistan Studies curricula, and analyze the contents of Pakistan Studies in the light of its objectives like students’ needs and social purpose. Data were collected from two hundred ten (210) teachers of Khyber Pakhtunkhwa and two hundred ten (210) students of University of Peshawar. Chi-square test and percentages were used for data analysis. The results show that Pakistan Studies contents are capable of satisfying the aspirations of mankind for a higher and richer culture and interests of learners and focus on their social development. The curriculum of Pakistan Studies highlights the importance of national integration, unity and patriotism, and does not promote an understanding of the country''s ideology. It also helps students in recognizing their rights and duties, and develops their civic sense. Further results show that the contents of Pakistan Studies provide the opportunities for social intercommunication and also help to promote citizenship activities. The encouraging aspect of the study is that Pakistan Studies contents are valid, accurate, and based on historical facts. The study suggests that such contents may be included in Pakistan Studies curriculum which help in keeping students mentally fit to use their hands and minds properly to solve their social problems.
