میجر محمد یسیٰن خاں صاحب مرحوم ندوۃ المصنفین کے قدیم ترین معاون تو تھے ہی ادارے کی خدمات کوبھی نہایت قدرومنزلت کی نظر سے دیکھتے تھے۔ ادارے سے مرحوم کی وابستگی ندوۃ المصنفین کے مخلص ترین محسن مرتضیٰ صاحب مرحوم کے واسطے سے ہوئی تھی دونوں میں قابل رشک مخلصانہ تعلقات تھے، سید صاحب ہی کے ذریعہ مرحوم کے کارکنان ادارہ سے روابط بڑھے اور پھر یہ روابط بڑھتے ہی چلے گئے، تھوڑی دیر کے لیے بھی دہلی تشریف لاتے تو ندوۃ المصنفین کے دفتر میں ضرورآتے۔ ممبری کی فیس اداکرنے میں بھی بے مثال تھے۔ ان کاشمار ادارے کے اُن چند گنے چنے معاونوں میں ہوتاتھا جووقت سے پہلے کسی یاددہانی کے بغیر شوق وذوق سے سالانہ فیس دیتے ہیں۔ ایک پوتے کی المناک شہادت کی خبر تواس مضمون میں ہے، کم وبیش دو سال قبل ان کا دوسرا جوان پوتا دنیا سے رخصت ہواتوبڑاہی دردناک خط آیا تھا، میں نے تعزیت نامے میں اپنے عزیز ترین ہونہار پوتے کی حسرت ناک وفات کاذکر کیا توان کو بڑی تسلی ہوئی تھی اور اُس تاثر کااظہار انھوں نے ایک طویل مکتوب میں کیا تھا۔ پچھلے دنوں حباب آفرید صاحب کامکتوب آیاجس میں زیر نظرمضمون کاتذکرہ کیاتھا، یہ میجر صاحب مرحوم کوندوۃ المصنفین اورہم لوگوں سے جوغیر معمولی تعلق تھااس کے پیش نظر میں نے حباب صاحب کومضمون بھیجنے کے لیے لکھ دیا، مضمون ہراعتبار سے سبق آموز ہے اور اسی لیے برہان میں شریک اشاعت کیا جا رہا ہے۔ (ع)

The central theme of this research is to explore the effectiveness of prisons staff in the reintegration of the prisoners with specific focus on Khyber-Pakhtunkhwa (Pakistan) jails. Mixed method was adopted to carry out the study. Seven high-profile jails within Khyber-Pakhtunkhwa province of Pakistan, one jail each, in all the seven administrative divisions, were purposively selected. Of all 277 respondents, 250 comprised of jail inmates (under trial and convicted adults and juveniles male prisoners) were randomly selected within the seven jails of the province and interviewed through semi-structured questionnaire. The remaining 27 respondents, purposively selected and interviewed through interview-guide included judges, lawyers, jail officials, human right activists and ex-prisoners. Further, One focus group discussion was arranged to gain more deep insight into the phenomenon in question. Concurrent triangulation strategy was adopted for the collection and analysis of data. It was found that prison staff in Pakistan is characterized by lack of will and skill to transform prisons into correction institutions. Their involvement in torturing the inmates, providing them proscribed stuff, sexual assaults on the prisoners, taking bribery for extending legal and illegal favors etc is deeply-seated within the Khyber-Pakhtunkhwa prisons. Providing best trainings to the prisons’ staff considering modern-day needs, their salaries increase along with sound service structure, meritorious selection, transfer and up-gradation of the prisons’ employees, recruitment of the needed staff to bridge the staff-inmate huge gape and ensuring the effective accountability system of prisons are the suggested measures to overcome the problem at hand.
Organotin(/V) complexes with the general formulae R"SnL4''n and R,,sn2L,, ( R= alkyl, L = monomethyl glUlarate, monomethyl phthalate, monomethyl (2-phenyl gllllarate) and SchifJbases of2-aminophenol and salicylaldehyde) have been prepared. These complexes have been synthesized by the reaction of organolin(lV) halides with ligand in the presence of a base. Further, some diorganolin(iV) complexes have been synthesized by the reaction of organotin(lV) oxide with the ligand. The reaction Is carried OUi at the reflux temperature of benzene while water formed during the reaction is cont/nuously removed by means of a Dean alld Stark apparatus, The reactioll of organotln(lV) oxides with organic acids is more economical and gives beller purities as the reaction of organotin(lV) haUdes with organiC acid, in the presence of a base. These complexes have been characterized by elemental analyses and molar condut''livily The chemical bondings in these complexes have been discussed in terms of their JR. i 11-, and il9Sn-NMR, mass and I19Sn-lvfossbauer spec/ral studies, The I II and 1JC chemical shift assignments of the organotin moiely are straightforward from the mulliplicity and illlensity pal/ern, whereas the ligand skelelons were assigned by multiplicity pal/ern and I or resonance inlensilies of signals as well as their coupling conSlanls, The alkyl groups aI/ached to the Iin(l~J atom have been assigned by Ihe comparison of experimental chemical shifts with those calculated from incremelllal methods or compared to Ihe liIeralUre dala, The monomeric I: 1 complexes have trigonal bipyramidal geometry with equilorial organic groups. the dimeric /, complexes have ocl(liledr(ll geometry while complexes derived .from a Schiff base of 2-aminphenol and salicylaldehyde have tetrahedral geometries.
