1۔اصلاح معاشرہ میں شعبہ امر بالمعروف و نہی عن المنکر کا کردار
قوانین حدودوقصاص کی تنفیذ کیلئے فضا ساز گار بنانے میں اہم فریضہ امر بالمعروف اور نہی عن المنکر کی ادائیگی کا ہے ۔ یہ فردکا بھی فرض ہے ، معاشرے کا بھی اور ریاست کا بھی فرض ہے ۔ ریاست اگر اس فریضہ کو ادا کرے تویہ فریضہ "حسبہ" کا ادارہ سرانجام دیتاہے۔ ریاست ، معاشرہ اور فرد کے اسی فرض کو قرآن مجید نے مختلف انداز میں بیان فرمایا ہے، جیساکہ ارشاد ربانی ہے
﴿الَّذِينَ إِنْ مَكَّنَّاهُمْ فِي الْأَرْضِ أَقَامُوا الصَّلَاةَ وَآَتَوُا الزَّكَاةَ وَأَمَرُوا بِالْمَعْرُوفِ وَنَهَوْا عَنِ الْمُنْكَرِ وَلِلَّهِ عَاقِبَةُ الْأُمُورِ۔﴾390
"یہ وہ لوگ ہیں کہ اگر ہم زمین میں ان کے پاؤں جما دیں تو یہ پوری پابندی سے نماز قائم کریں ، زکوٰۃ دیں ، اچھے کاموں کا حکم دیں اور برے کاموں سے روکیں اور تمام کاموں کا انجام اللہ کے اختیار میں ہے۔ "
اس آیت مبارکہ کی تفسیر بیان کرتے ہوئے صلاح الدین یوسف لکھتے ہیں
"اس آیت میں اسلامی حکومت کے بنیادی اہداف اور اغراض و مقاصد بیان کیے گئے ہیں جنہیں خلافت راشدہ قرون اول کی دیگر اسلامی حکومتوں میں بروئے کار لایا گیا اور انہوں نے اپنی ترجیحات میں ان کو سر فہرست رکھا تو ان کی بدولت ان حکومتوں میں امن و سکون بھی رہا اور رفاہیت و خوش حالی بھی رہی اور جب تک مسلمان مملکتیں قرآن کے بتلائے ہوئے اصول کے مطابق اقامت صلوۃ و زکوٰۃ اور امر بالمعروف اور نہی عن المنکرکا اہتمام نہیں کریں گی اور اپنی ترجیحات میں ان کو سر فہرست نہیں رکھیں گی ۔ وہ فلاحی مملکت کے قیام میں بھی کامیاب نہیں ہو سکیں گی۔ "391

This study revisited the literature to find answer to an important question that whether Zakat could or could not be paid to the non Muslims? There are different arguments in favor of giving the Zakat to the needy Dhimmies (non Muslims) in an Islamic State. After reviewing Islamic teachings, laid down in holy Quran and Sunnah, the practices of pious Caliphs, in the Islamic History, views of different Islamic schools of thought and the opinion of modern Islamic jurists, the study found that Quran and Sunnah allowed the payment of zakat to the Al-Muallaf-al-Qulub (poor non-Muslims and those, whose hearts are to be inclined). However, there are differences in the opinion of various Islamic schools of thought. For example, according to Maliki and Zaidi schools of jurisprudence it is lawful to give Zakat to the non-Muslims, where as Shyafee school of thought hold opposite opinion and does not allow the payment of Zakat to the non-Muslims. The modern Islamic jurists Muhammad Shaltut, Mustafa Al-Zarka, Taha Jabir, Syed Abual Aa la Maududi, Imam Khumany of Shia School of thought etc, argue that since modern states have become welfare states, it is therefore allowed to use zakat for the well-being of citizens including the non-Muslims. The recommendations given in this study are multidimensional that we will not only help the poor non-Muslims but also complement to eradicate poverty and reduce income inequality in Muslim countries
Over the years, the cultivation of sunflower has emerged as a popular cash crop and the area under it has increased during the last decade in Pakistan because of its profitability than other competing crops. Besides, this crop needs little water, while its harvesting time is short and it can easily be cultivated between two major crops. The present study was conducted to improve the genetic potential of sunflower accessions for achene yield, achene weight and oil contents percentage. The breeding material consisted of more than 200 sunflower accessions out of which 9 were selected and brought into the process of pyramiding (a method aimed at assembling multiple desirable genes from multiple parents into a single genotype) to combine the above mentioned traits into one genotype through breeding. Some cross combinations were obtained following Line × Tester scheme which were pretty better showing significant positive correlations and direct and indirect effects among the morphological and quality traits. This will definitely cause a major cut to the import bill of edible oil in Pakistan which valued at Rs. 153.3 billion (US$ 1.595 billion) during the year 2012-13. Valuable information regarding gene action, combining ability, heterosis, genetic variability, heritability, genotypic correlations, phenotypic correlations and direct and indirect effects through path-coefficient analysis were generated.
