The role of District Education Officers has been redefined due to the speedy development in technology and trends in the area of education. The purpose of the study was to analyze gaps in policy and practice of District Education officers in Khyber Pakhtunkhwa. The objectives of the study were (1) To study the existing policies and practices of District Education Officers, (2) To identify the gaps between policy and practices of the District Education Officers, (3) To suggest remedial solution in order to bring their practice in line with institutional policies of the education department. The study posed research questions such as (1) Whether District Education Officers have any awareness about the institutional policies? (2) What are the gaps in policies and practices of District Education Officers? (3) What remedial solution this study can propose for bringing the administrative practices of District Education Officers in line with the institutional policies given to them by the department? The study was carried out in all twenty-five districts of Khyber Pakhtunkhwa to compare institutional policies with the actual practices of the District Education Officers in order to identify gaps for remedial solutions. All 50 (100%) District Education Officers (twenty-five males and twenty-five female) of all 25 districts was a part of the study. In addition, eight provincial level officers designated as Chief Planning Officer, Director, Additional Director Planning and Development-I, Additional Director Planning and Development-II, Deputy Director Establishment, Deputy Directress Establishment, Deputy Directress Planning and Development and Deputy Directress Trainings Department of Elementary and Secondary Education Khyber Pakhtunkhwa Province of Pakistan were selected as sample for interview. The relevant literature and office documents were reviewed for the purpose of knowing policy initiatives and drawing indicators for preparation of research instruments. The data obtained through questionnaire and interview were analyzed, interpreted and supported by statistical instruments which resulted in a couple of findings. The important gaps between policies and practices of District Education Officers that emerged from the study included lack of in-service training in Computer Literacy, Office Management, Financial Management, Human Resource Management, Planning & Development and Communication Skills. The study also found the gaps of lack of awareness of District Education Officers about the policies. To bridge up the identified gaps, feasible recommendations were formulated such as to train the concerned officers in the area of knowledge, skills and attitude. The study also recommended that DEOs should be a part of policy formulation, implementation and evaluation in order to bring their practices in line with policies. The District Education Officers should be empowered in their practices. The unwarranted political intervention in the practices of District Education Officers should be stopped by the Government. The study recommended the Elementary & Secondary Education Department should take measures to utilize fully both human and financial resources for optimal implementation of policies.

افسوس ہے گزشتہ ماہ کی ۲۴؍ کومیر عثمان علی خاں نظام حیدآباد کاانتقال ہوگیا۔ وہ ۱۸۸۶ء میں پیدا ہوئے تھے اوران کے جدّامجد نے جو ریاست ۱۷۱۳ء میں قائم کی تھی اس کے ساتویں فرماں رواتھے۔ یہ ریاست توانقلابِ روزگار اور حوادثِ ایام کے بہت سے مرحلوں سے گزرتی ہوئی ۱۹۵۶ء میں ختم ہوگئی تھی۔ نظام ’داغ فراق صحبت شب کی جلی ہوئی اک شمعـ‘ کی حیثیت سے اس ریاست کی یادگار تھے۔اب یہ یادگار بھی مٹ گئی ۔سدا رہے نام اﷲ کا۔

Benazir Bhutto and the Challenge and Response Theory

This study estimates the leadership qualities of Benazir Bhutto, first female Prime Minister of Pakistan and the Islamic world. The life history of Benazir Bhutto also falls under the category of charismatic leadership as she displayed exceptional leadership qualities in the face of different personal and political challenges. Much has been written on the life, personality and political career of Benazir Bhutto but very few have made academic and in depth study of leadership qualities of Benazir Bhutto which were predominant and striking features of her political leadership during her second tenure as Prime Minister of Pakistan (1993-96). Therefore, this article navigates on diverse Socio-economic, Political and Geo-strategic challenges and responses of Benazir Bhutto as Prime Minister of Pakistan (1993-96). Further, it encapsulates her relationship with military, dwindling state of economy, revengeful role of opposition and various contradictions with President created a grave challenge not only for poor governance but also for the longevity of her premiership tenure. It was not smooth sailing for her as Prime Minister; however, it was a hard journey full of myriad challenges, inherited dwindling economy, overdeveloped state structure, strife torn society, volatile geo-political situation, regional disparities, vindictive politics of opposition and imbalance of power between Prime Minister and President required stupendous efforts from Benazir Bhutto as a Prime Minister. Further, this study presents a systematic and factual analysis of the socio-economic challenges and the arbitrary use of the Presidential power (58) (2B). Furthermore, theory of challenge and response has also been applied to have a better understanding of Benazir Bhutto’s leadership qualities and administrative abilities. It also throws light on the circumstances that led towards her ouster from premiership. Besides, this study attempts to find what were the diverse challenges faced by Benazir Bhutto as a Prime Minister (1993-96)? How did she respond to various challenges as Prime Minister?

Screening of Lactobacillus Fermentum L. Fermentum from Buffalo Milk for Their Potential Use As Probiotic

The demand of functional foods is on the rise and researchers are trying to develop nutritious dairy products from well characterized bacterial strains. Lactobacillus is considered to be important bacterial species, which have been recognized as probiotics for providing host health through the improvement in the gut microbiota. The objective of present study was to isolate and molecular characterize the Lactobacillus fermentum from Nilli Ravi buffalo milk for its potential use as probiotic like fermented milk. Fifteen (15) L. fermentum were isolated and studied for acid and bile salt tolerance. Out of fifteen strains, only 4 strains (NMCC-17, NMCC-2, NMCC-28, and NMCC-14) were selected based on their maximum acid and bile salt resistance. These strains were used for in vitro study for their probiotic potential based on lysozymes tolerance, cholesterol assimilation, autoaggregation, hydrophobicity, lipolytic, proteolytic, amylolytic, beta-galactosidase test, hemolytic activity and exopolysaccharide production. NMCC-14 and NMCC-17 strains showed maximum probiotic potential. These isolates were identified as L. fermentum (MK611941 and MK614164) by 16S rRNA gene sequencing. Fermented milk sample inoculated with NMCC-14, and NMCC-17 showed decreased in live cfu/g at 4 o C at day 25. Bacterial count persistence is more than 7cfu /ml which is good sign of health benefit requirement
