Every state adopts a policy in response to an issue or in reaction to other state’s policy. But when two states come up with a divert policy responses to the same issue, it raises many questions in the academic and intellectual community. The aim of the study is to inquire why two or more states adopt different policy responses to a similar issue. In specific, the study tried to investigate the policy responses of India, Russia and America towards CPEC. Additionally, the study is designed to answer what are the differences in their policy responses and why. Lastly, the study also probes into their channels or sources through they are communicating their policy responses over CPEC. Factor analysis method was used for answering the research questions to explore the level of variations in the policy responses of India, Russia and America to CPEC. To support the study from theoretical perspective, Decision Making Theory, articulated in the Schematic Model, was applied. In its methodology, the research designed to thoroughly analyze CPEC by investigating its origin, rationale, interests of Beijing and Islamabad, short and long term planning, challenges and opportunities and its political, economic and strategic implications for both the Iron Brothers and for the regions including, South Asia, Middle East and Central Asia. Secondly, a comparative analysis of rationale and sources of Indian, Russian and American policy responses over CPEC have been presented. It was found that the diversity in the policy responses of India, Russia and USA to CPEC shaped by multiple internal and external factors. The three states have different interests in China and Pakistan and their joint project, CPEC. For New Delhi, both states are rival and hostile since its inception and CPEC is the question of their security and integrity. For Moscow, China is a strategic partner while Pakistan is a new emerging ally in South Asia while CPEC is just another opportunity and a trade corridor that connects Eurasian region with the rest of the World. For Washington, China an economic rival that has challenged US hegemony across the globe; while Pakistan is a trustless ally throughout the Cold War and post 9/11. America considers CPEC as part of Beijing OBOR initiative and does not welcome it as it undermines its economic and strategic interests in the regions of SA, CARs and Middle East. Keeping in mind the theoretical questions, the study found that the spectrum of factors shaping the responses of the three countries are; political structure, political culture, diversity in traditions, norms and values, priorities, perception of threats, differences in capacity and skills of policy makers, political and economic dependency, geographic position, choice and time, idiosyncratic factor, leadership skills and the capacity of policy makers and their decision-making dexterity. In response to the policy responses of New Delhi, Moscow and Washington to CPEC, it was found that for India, CPEC is the issue of sovereignty as the project passes through GB which New Delhi claims an integral part of Jammu and Kashmir. Moscow’s response to CPEC is mixed, as on the one hand Moscow did not join the project but on the other hand it supported the idea of integration that ultimately supports Russian Eurasian vision. Washington response to CPEC was initialy ambiguous, but the new administration came up with a clear message and rejected both OBOR; and CPEC on the grounds of Indian rationales. From rationales and sources analysis, the study found, New Delhi never miss any platform at global, regional and national level where it could voice their response to CPEC, thus, adopting a rigid stance against both China and Pakistan about the construction of CPEC and its implications. Russia mostly used state run official sources of communications to come up with a response to CPEC through electronic and print media to count its soften attitude and balance approach. The US issues its official stance through the offices of Sectary of State, Defense Sectary and White House to show their concerns about the Chinese OBOR and, specifically, CPEC.

تفسیر معارف القرآن کا تعارف و منہج

 ”تفسیر معارف القرآن جو کہ اردو میں ہے۔مفتی شفیع نے اس کا نام”خلاصہ تفسیر بھی نقل کیا ہے۔یعنی اس تفسیر میں جہاں اصطلاحی اور مشکل الفاظ آئے ہیں ان کو آسان لفظوں میں تبدیل کردیا ہے۔

 اور اگر کوئی مضمون مشکل تھا۔تو اس کو بھی یہاں سے الگ کر کے معارف ومسائل میں آسان لفظوں میں بیان کردیا ہے۔تاکہ اگر کوئی آدمی زیادہ دیکھ نہ سکے تو اس خلاصہ تفسیر سے کم از کم قرآن کا مفہوم سمجھ سکے۔ اس کے علاوہ معارف و مسائل پر اگر غور کیا جائے تو عبارت صرف ان کی اپنی ہے۔ لیکن مضامین سارے علماء سلف کی کسی تفسیر سے لیے گیے ہیں۔

جس کے حوالے ساتھ ہر جگہ لکھ دئیے ہیں،علماء کے لیے تفسیر قرآن میں سب سے پہلا اور اہم کام لغات کی تحقیق نحوی ترکیب، فن بلاغت کے نکات اور قرات کے اختلاف پر بحثیں ہیں جو ہر اہل علم کے لیے قرآن کو سمجھنے میں سنگ میل کی حیثیت رکھتے ہیں۔ اس کے زریعے قرآن کے صحیح مفہوم کو سمجھاجاسکتا ہے۔ لیکن عوام کے علاوہ بہت سے اہل علم بھی ان تفصیلات میں الجھے ہوتے ہیں۔حالانکہ قرآن کا اہم مقصد صرف رب رحیم کے ساتھ مضبوط تعلق ہے۔ اور اس کے نتیجے میں مادی تعلقات اعتدال پر آجائیں اور دنیا سے زیادہ آخرت کی فکر پیدا ہو۔

Detection of Metalo-Beta-Lactamase Gene in Carbapenem Resistant Pseudomonas Aeruginosa Isolated From Lahore, Pakistan Detection of Metalo-Beta-Lactamase Gene in Pseudomonas Aeruginosa

Pseudomonas aeruginosa is a widespread organism, caused severe nosocomial infection in human and associated with multiple drug resistance (MDR)Objective: The present study was carried out to observe current antimicrobial resistant pattern of Pseudomonas aeruginosa in Lahore and to detect the Metallo-beta-lactamase (MBL) gene in carbapenem resistantPseudomonas aeruginosaMethods: By screening 360 samples total 123 Pseudomonas aeruginosa was identified by standard microbiology techniques such as microscopy and biochemical testing. The isolated Pseudomonas aeruginosa was evaluated for drug resistance by disc diffusion method and polymerase chain reaction(PCR) was used to identify the carbapenem resistance causing gene (bla-VIM and bla-IMP) Results: Following antibiotic resistant pattern was observed, Gentamycin (59.00%), Ceftazidime(58.7%), Ceftriaxone (58.00%), Cefotazime (57.0%) and Ciprofloxacin (55.00%). Resistance rates to carbapenem group of antibiotics is Doripenem (30.5%) Meropenem(31.0%) and Imipenem (28.0%). Out of 123 samples of Pseudomonas aeruginosa, 28 isolates were found resistant to carbapenem group of antibiotic which was supposed to be highly sensitive for this bacterium. Molecular based identification of resistance genes showed that bla-IMP gene was present in 32.1% (09) and bla-VIM was found positive in 17.8% (04) samples. Metallo-beta-lactamasesproducing genes (bla-VIM and bla-IMP), amongcarbapenem resistant Pseudomonas aeruginosa were detectedin 28.1% of samples. If other carbapenem resistant gene were also included this number might be higherConclusions: PCRbased test should be included in routine laboratory examination for quick detection of the resistancecausing genes.

Improving the Education of Children With Special Needs

This study discusses issues for improving the education of children with special needs. In the two schools where I undertook my study, I could see that teachers in both contexts worked very hard for the improvement of education of children with special needs. In the special school the teachers were trained from time to time in order to better their professional skills and to understand the children's needs. In contrast, in the regular school, although teachers were trained in various areas related to different subjects and the pedagogy of teaching learning activities, there was a strong need for teachers to be trained in the field of special education. Teachers in both contexts were working very hard in order to help the students function in society and the world. One of the major issues concerning children with special needs is how best to integrate them in regular schools with other children. Children with mild and moderate disabilities can be integrated into the regular school system if special care is taken in their initial stages of learning. Whereas children with severe disabilities cannot be so readily integrated into regular schools but can be in schools especially designed to cater to their needs. The educational practices in the regular and special schools are being developed with the needs of the child in mind. This refers to the teaching strategies, curriculum design, activities of daily living, extra curricular activities, art, and music. From time to time teachers are being given in-service training so as to better their professional skills and to help the child to do better in order to function in society. Parents in both context are playing a key role in educating their special children in the hope that there would be a bright future for them. The implications drawn from the study indicate that integration and inclusion of children with special needs are still being considered by stakeholders. In my opinion there is a hope and possibility that children with special needs in the future will work alongside all other children in regular schools.
