Research shows that besides other factors success and failure of an organization mainly depends on the effectiveness of its leadership. Effective leadership is one of the potential sources of management development, sustained competitive advantage and organizational performance. The importance of leadership is testimony to the fact that organizational leadership has long been the focus of research in western countries including the United Kingdom (UK), Germany, France, New Zealand and America but indigenous studies regarding leadership effectiveness in various developing countries including Pakistan is not very extensive. This is the reason that research regarding organizational leadership has not received enough attention in Pakistan. The current rapid deteriorations in public sector organizations in KP shows that one of the dominant factors is lack of effective leadership in public sector organizations. There are certain cultural, social and political factors that influence the effectiveness of leadership but so far, no comprehensive study has been carried out on the above mentioned situation that could explore barriers inhibiting the effectiveness of leadership in the context of Khyber Pakhtunkhwa, Pakistan. Therefore, this research study was conducted to explore barriers inhibiting the effectiveness of leadership in public sector organizations in KP. In order to address central research questions of the study, qualitative mode of enquiry was adopted by using interpretivist paradigm. A purposive sampling approach was used to select those public sector organizations that are playing fundamental role in socio economic development of KP such as agriculture, education and health. For data collection, a sample of thirty (n=30) employees was drawn from selected public sector organizations. Semi-structured interview and observation were used as data collection tools. Thematic analysis was used for data analysis. The findings of the study reveal that there is leadership crisis in public sector organizations. Organizational leaders are deficient with leadership qualities such as relevant knowledge and experience, poor communication skills, inappropriate leadership style, lack of honesty and integrity and lack of leadership focus. Leadership crisis is due to various barriers that have impeded the effectiveness of organizational leadership such as lack of proper training and development, undue political interference, lack of adequate finances, traditional bureaucratic culture, cultural and social obligations, policy issues, corruption and lack of accountability. In order to overcome these barriers, this study gives a number of recommendations ranging from availability of adequate financial resources to the provision of proper training and development to organizational executives, attitudinal changes of bureaucrats and developing culture of accountability. This research contributes to a growing body of knowledge by providing indepth knowledge and information about the barriers creating hurdles for organizational leaders in KP, Pakistan. The findings of the study are helpful for policy makers in enhancing their understanding to specifically focus on those factors that can improve the effectiveness of organizational leadership. This will foster leadership capacity of organizational executives that will further create a more conducive environment for the effectiveness of public sector organizations.

جب اللہ تعالیٰ مجرموں کو جہنم میں ڈالیں گے تو پھر اس سے پوچھیں گے۔ارشادِ باری تعالیٰ ہے:

۱-"هَلِ امْتَلَاْتِ وَتَقُوْلُ هَلْ مِنْ مَّزِيْدٍ "۔[[1]]

"کیا تو بھر چکی اور وہ کہے گی کیا کچھ اور بھی ہے۔ "

اس کے دو مطلب ہو سکتے ہیں ۔ایک یہ کہ " میرے اندر اب مزید آدمیوں کی گنجائش نہیں ہے۔ " دوسرے یہ کہ " اور جتنے مجرم بھی ہیں انہیں لے آیئے " پہلا مطلب لیا جائے تو اس ارشاد سے تصور یہ سامنے آتا ہے کہ مجرموں کو جہنم میں اس طرح ٹھونس ٹھونس کر بھر دیا گیا ہے اس میں ایک سوئی کی بھی گنجائش نہیں رہی، حتیٰ کہ جب اس سے پوچھا گیا کی کیا تو بھر گئی تو وہ گھبرا کر چیخ اٹھی کہ کیا ابھی اور آدمی بھی آنے باقی ہیں؟

یہاں یہ سوال پیدا ہوتا ہے کہ جہنم سے اللہ تعالیٰ کے اس خطاب اور اس کے جواب کی نوعیت کیا ہے؟ کیا یہ محض مجازی کلام ہے؟ یا فی الواقع جہنم کوئی ذی روح اور ناطق چیز ہے جسے مخاطب کیا جا سکتا ہو اور وہ بات کا جواب دے سکتی ہو؟ اس معاملہ میں قطعیت کے ساتھ کچھ نہیں کہا جا سکتا ممکن کہ یہ مجازی کلام ہو اور محض صورت حال کا نقشہ کھینچنے کے لیے جہنم کی کیفیت کو سوال و جواب کی شکل میں بیان کیا گیا ہو، لیکن یہ بات بھی بالکل ممکن ہے کہ یہ کلام مبنی بر حقیقت ہو ۔ اس لیے کہ دنیا کی جو چیزیں ہمارے لیے جامد و صامت ہیں ان کے متعلق ہمارا یہ گمان کرنا درست نہیں ہو سکتا کہ وہ...

The Capacity Building of a Class 6Th Teacher in Developing Teaching Learning Aids from Low-Cost Materials and Using These and Other Available Resources Effectively in the Social Studies Class

Until a few years ago, even in the developed countries activity based-teaching might not have been as popular as it is finding favour in the developing countries like Pakistan. When we talk about the provision or the availability of teaching and learning aids we see that every school is not financially sound to afford them. Majority of schools in our context, either face scarcity of resources, or lack of professional expertise to design some teaching learning aids to make their teaching and learning effective, or use available resources as teaching and learning aids. The school where I have conducted my project fell in the latter category. The overall goal of my project development was to build the capacity of a social studies teacher in developing teaching and learning aids from low-cost materials and using them effectively in the classroom. I have worked in a community-based school in Pakistan with one teacher in class 6th. It was also in my plan how to use the available resources as teaching and learning aids, if it is not necessary to make new teaching and learning aids. I have conducted my project with the following objectives: To create awareness in the teacher about teaching/learning aids through providing him relevant literature and sharing my own understanding To build the capacity of a class 6th teacher in developing teaching/learning aids and using these and other available resources effectively in the classroom To prepare teaching and learning aids by using low-cost and no-cost materials To demonstrate teaching/learning aids in the classroom and to write and compile a manual The outcomes of this project are as follows: The capacity building of the teacher in the field of designing teaching and learning aids from low-cost and or no-cost materials My own learning experience in the field of project development, as I had to go through the whole process of project development course and the manual as a guideline book This manual will benefit the teachers in general and Social Studies teachers in particular This project has the following implications for me: I have learnt to make teaching learning aids that must be in line with the concepts we teach in our classroom. It is good if students are involved in the preparation of teaching learning aids. It is not necessary to take the size and number of teaching and learning into consideration before we are going to make them.
