Education can uplift individuals, families and nations from poverty and enable their socio-economic mobility, and for that reason, achieving universal access to education has been included in several international and national memorandums. The United Nations, in 1948, declared education a basic human right. World’s leaders came together in Dakar (2000), then in New York (2015) and set the global ‎agenda for ensuring equitable education access for all. Generally, it is state’s responsibility to ensure education provision but sadly, the current education situation in Pakistan shows the bleak picture of government’s interventions and successes in the sector. For decades, Pakistan has faced serious challenges and setbacks to fulfill its promises on the above commitments, as around 22.6 million children are out of schools today. Non-government organizations (NGOs) have emerged as alternatives to help the government and communities to catch up and fulfill the local-global promises. Like the government, NGOs have also been contested in the literature between being solution and problem to providing affordable, relevant, quality and sustainable education to the marginalized communities. Against these local-global realities and theorizations, this qualitative case study explored how a local educational NGO, through its leaders’ thoughts and actions mobilized underprivileged communities to increase their children’s access to quality education. The study’s findings are consistent in describing NGO’s and its schools’ positive role in making education accessible. It is found that providing education access in the economically deprived, religiously fragile and politically charged conditions of rural Sindh demand more complex, creative and yet contextualized approaches. The NGO (AAS, pseudonym) and its schools considerably expanded access of quality education to the public through the clear policy-practice match in maintaining standard education, social mobilization, inclusiveness, subsidized-fee and social capacity-building projects. Apart from these, (a) the schools’ proximity, (b) excellent infrastructural facilities, (c) safe learning environment, (d) educational opportunities and (e) committed local female teachers, -- all improved access, quality, sustainability, relevance and community’s emotional engagement and advocacy of the schools. An important finding was the establishment of schools’ direct relationships with communities and individuals instead of using specially designed structures like school management committees. Community mobilization took place and sustained due to highly committed and culturally informed NGO’s and schools’ leadership. They aligned their organizational mission and policies with the contextual nuances. As a result, schools’ interventions were not seen a threat to local traditions and norms. Scope of State in Legislation from Islamic Perspective

Islamic law is basically a part of a holistic system based primarily on the divine message enclosed in the Holy Qur'an and traditions of the Prophet (SAW), which are the main fundamental sources of Islamic law. After the demise of the Prophet (SAW), field of Ijtehād started development, which was already approved by the Prophet (SAW) in his life. The companions of the Prophet (SAW) developed the notion of Ijmā while early Muslim jurists discovered the Qiyās, Maslaha, Istislāh, Istehsān etc. Determining the location of authority and its scope in law-making has remained a complex situation for the western philosophers since long. As far as the case of Muslims is concerned, they are in the position to find solution of this situation as to where the authority dwells; enabling them to resolve many queries which seemed to be unanswered for the long time. It is important for the Muslims to comprehend the concept of Islamic institutions from the perspective of Islamic frame work and legal as well as constitutional history of Islamic history.

Generalization of Bayesian Approach of Testing Many Hypotheses As Conditional Optimization Problem

Multiple hypothesis testing is an important topic in statistics. Therefore, the problem addressed in this thesis is an important one. It is also a topic in which it is difficult to make a significant improvement, for various reasons. One reason is that often different users may have different objectives and with multiple hypotheses there is no unique objective function. In the thesis is recognized this fact and as the objective functions, estimated the quality of made decisions, are used minimization of the probabilities of the errors of one kind at restrictions of the probabilities of the errors of second kind. Such approach is a new one which causes the uniqueness of the regions of acceptance of hypotheses and, consequently, improves the quality of hypothesis testing. Thus conditional Bayesian tasks of testing many hypotheses are stated and solved. The concept of conditionality is used for designation of the fact that the Bayesian tasks are stated as conditional optimization problems where the probabilities of one- type errors are restricted and, under such conditions, the probabilities of second-type errors are minimized. The properties of obtained decision rules are investigated, and, on their basis, it is shown that the classical Bayesian problem of hypotheses testing is a special case of the considered. The calculation results of concrete examples have shown that the qualities of offered conditional tasks surpass the quality of the classical Bayesian task. They completely confirm the results of theoretical investigations. The convenience, simplicity and naturalness of introduction of similar gradation Kiefer, viiviii (1977) by the level of certainty of hypotheses testing on the basis of concrete obser- vation result are shown in offered conditional tasks. Quasi-optimal procedures of many hypotheses testing are offered. They signif- icantly simplify Bayesian algorithms of hypotheses testing and computation of the risk function. The obtained general solutions are reduced to concrete formulae for multivariate normal distribution of probabilities. The methods of approximate com- putation of the risk functions in Bayesian tasks of testing many hypotheses are of- fered. The properties and interrelations of the developed methods and algorithms are investigated. On the basis of simulation, the validity of the obtained results and conclusions made is shown. The results of sensitivity analysis of the conditional Bayesian problems are given and their advantages and drawbacks are considered.
